About forming and use of the minimum consumer budget

Article 1. Concept of the minimum consumer budget

The minimum consumer budget represents expenses on acquisition of set of consumer goods and services for satisfaction of the basic physiological and welfare needs of the person.

Article 2. Purpose of the minimum consumer budget

The minimum consumer budget is used as the social standard rate for:

forecasting of changes of level of living of the population;

strengthenings of social protection and maintenance of the least protected segments of the population;

determinations of the minimum sizes of the salary, pensions, grants, benefits and other social payments;

Article 3. Structure and procedure for forming of the minimum consumer budgets

The minimum consumer budgets are drafted for different social and demographic groups on average per capita and on one member of the family of different structure.

The natural and ware structure of the minimum consumer budget is created by regulatory method on the basis of system of consumer goods baskets.

The cost size of the minimum consumer budget is determined proceeding from average prices of purchase in all types of trade of the corresponding goods and services.

Calculation of the minimum consumer budget is performed by state bodies taking into account offers of labor unions, associations of consumers and other public associations.
