About the activities report of Interstate council on standardization, metrology and certification on implementation of the Agreement on carrying out coordinated policy in the field of standardization, metrology and certification of March 13, 1992 and the Protocol to it of June 20, 2000

The economic council of the Commonwealth of Independent States solved:

1. Approve activities of Interstate council on standardization, metrology and certification on implementation of the Agreement on carrying out coordinated policy in the field of standardization, metrology and certification of March 13, 1992 and the Protocol to it of June 20, 2000, the Report on which is prepared by the specified Interstate council together with Executive committee of the CIS and is considered by the Commission on economic problems.

2. To treat approvingly the international activities of Interstate council on standardization, metrology and certification, meaning recognition by its International Organization for Standardization as regional standardization organization for the region covering the Commonwealth of Independent States.

3. Recommend to Interstate council on standardization, metrology and certification:

- develop the priority directions of interstate standardization for 2006 - 2010, having paid first-priority attention to questions of creation of the regulatory legal base for harmonization of national technical regulations of the State Parties of the CIS and interstate standards with the international and European standards;

- prepare relevant proposals on modification and amendments in the Agreement on carrying out coordinated policy in the field of standardization, metrology and certification of March 13, 1992 and the Protocol to it of June 20, 2000.

4. Consider necessary further harmonization of the principles and methods of technical regulation within the CIS, EurAsEC and the created EEP.

5. Ask the governments of the State Parties of the CIS to take additional measures for financial provision of timely updating of the acting fund of interstate standards and forming on its basis of single evidential base for confirmation of conformity of products and services and protection of the markets of the State Parties of the CIS against low-quality and unsafe products.

Introduction

In December, 1991 in the former Soviet Union on voluntary basis the Commonwealth of Independent States is formed. Main objective of the Commonwealth is creation of common economic space on the basis of the market relations.

Considering that this task cannot be solved without complex of single interstate standards, systems for ensuring the uniformity of measurements, single procedure for carrying out certification and testing of products, according to the proposal of heads of national authorities of standardization, metrology and certification of the State Parties of the CIS the Intergovernmental agreement about carrying out coordinated policy in the field of standardization, metrology and certification was signed on March 13, 1992 (further - the Agreement).

It allowed national authorities to share and enhance earlier saved up potential on standardization, metrology and certification of the State Parties of the CIS, and also to perform carrying out single technical policy in the field of standardization, metrology and certification.

The state standards operating in the USSR and the state standards of units of physical quantities were recognized as the State Parties of the Agreement as interstate.

The agreement along with the basic principles of forming and carrying out coordinated policy on standardization, metrology and certification provided creation of Interstate council on standardization, metrology and certification (further - MGS) - body for forming of coordinated policy and coordination of works of the State Parties of the CIS.

According to the Agreement representatives of the State Parties of the CIS in MGS are heads of national authorities on standardization, metrology and certification which on behalf of the states are allocated with the right to be member of Interstate council on standardization, metrology and certification and the powers necessary for accomplishment of the functions assigned to it.

Time confirmed that adoption of the Agreement on carrying out coordinated policy in the field of standardization, metrology and certification played key role in strengthening trade and economic and sci-tech cooperation, in protection of the markets of the State Parties of the CIS against low-quality and unsafe products. Today it is difficult to provide what additional difficulties the states would face upon transition to market economy if cumulative normative and technical potential was not kept and adapted to the developed conditions.

1. Creation of legal and organizational and methodical base of MGS

Basis of the legal base of activities of MGS constitute the Agreement on carrying out coordinated policy in the field of standardization, metrology and certification of March 13, 1992 and the Protocol to it of June 20, 2000, and also row signed by heads of governments of the CIS and concluded by national authorities on standardization, metrology and certification within MGS of the agreements ensuring its functioning on the fixed activities (Appendix 1).

For the purpose of harmonization of national systems of standardization and metrological support of the State Parties of the CIS by Inter-parliamentary Assembly the model laws drafted by MGS are adopted:

- "About standardization" (it is accepted at the 10th plenary session of Inter-parliamentary Assembly of the State Parties of the CIS);

- "About ensuring unity of measurements" (it is accepted at the 11th plenary session of Inter-parliamentary Assembly of the State Parties of the CIS).

The created organizational structure executive and the MGS technical authorities ensures functioning on all activities which are in its competence. On the main areas the scientific and technical commissions or working groups, Council of plenipotentiaries for implementation of the Intergovernmental agreement about cooperation on ensuring unity of measurements of time and frequency of October 9, 1992, and also more than 260 interstate technical committees on standardization constantly work (Appendix 2).

Heads of national authorities on standardization, metrology and certification on the basis of the principle of rotation head Interstate council on standardization, metrology and certification.

The responsible secretary of MGS is appointed according to the proposal of heads of national authorities.

According to the Decision of Council of heads of states of the CIS on enhancement and reforming of structure of bodies of the CIS of April 2, 1999 functions of the working device MGS are transferred to Executive committee of the CIS.
