According to the Law of the Republic of Belarus of June 6, 2001 "About transportation of dangerous goods" the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve the enclosed Safety rules in transit of dangerous goods by railway transport on the territory of the Republic of Belarus.

2. Recognize invalid Safety rules in transit of dangerous goods by rail on the territories of the Republic of Belarus approved by the Minister of Emergencies and Affairs in Protection of Population from the Consequences of the Chernobyl Catastrophe of the Republic of Belarus on June 20, 1996. (Bulletin of normative legal information, 1997, No. 4).

3. This resolution becomes effective since January 1, 2005.

Safety rules in transit dangerous goods by rail on the territory of the Republic of Belarus

Section I. General provisions

Chapter 1. Scope

1. Safety rules in transit of dangerous goods are developed by railway transport on the territory of the Republic of Belarus (further Governed) according to the Law of the Republic of Belarus of June 6, 2001 "About transportation of dangerous goods" (The national register of legal acts of the Republic of Belarus, 2001, No. 56, 2/775) and establish general requirements on:

to repair and operation of railway vehicles for these transportations;

to preparation of dangerous goods for transportations;

suitability of container and the packaging used for transportation of dangerous goods;

organizations of control of transportation of dangerous goods;

to preparation and retraining of specialists and personnel concerning safe transportation of dangerous goods.

2. These rules extend to transportations of dangerous goods and are obligatory for all subjects of transportation of dangerous goods. If international agreements in the field of transportations of dangerous goods establish other requirements other than these rules, then subjects of transportation shall be guided by international agreements.

3. These rules do not extend:

on technological transportations of dangerous goods in the territories of the companies, the organizations performing their production, conversion, storage, application and (or) destruction if such transportations are performed without exit to ways public;

on the special transportations of dangerous goods performed according to article 24 of the Law of the Republic of Belarus "About transportation of dangerous goods".

4. The procedure for technical investigation of the reasons and accounting of accidents and incidents in transit of dangerous goods are performed according to the Instruction for technical investigation of the reasons and accounting of the accidents and incidents which occurred in transit dangerous goods by rail on the territory of the Republic of Belarus approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of February 13, 2003 No. 10 (The national register of legal acts of the Republic of Belarus, 2003, No. 32, 8/9234).

5. In these rules the following terms and determinations are used:

accident - the event which happened to the dangerous goods and (or) the vehicle transporting such load (explosion, ignition, leakage, prosypaniye of dangerous substance, damage of container, packaging or other event), and the entailed death of people or damnification to their health, material values and (or) the environment;

emergency - the conditions other than conditions of normal transportation of goods connected with ignition, leakage, prosypaniye of dangerous substance, damage of container or railway vehicles with dangerous goods which can bring or led to explosion, the fire, poisoning, radiation, diseases, burns, frostbites, death of people or animals, dangerous effects for the environment, and also cases when in accident zone on the railroad there were cars, containers or cargo pieces with dangerous goods;

the tank car - the car which body is the copper (reservoir) intended for transportation and storage of gaseous, liquid and other substances;

visual survey - detection of defects, defects or not working capacity in nodes and details (mechanical damages, cracks, fistulas, corrosion) without use of technical means;

the consignor (sender) - the physical person or legal entity performing departure of load and specified in carriage documents;

the consignee (receiver) - the physical person or legal entity authorized on receipt of load and specified in carriage documents;

depot repair (further - OTHER) - performance of works on maintenance of cars in good repair between capital repairs. In case of depot repair recover and replace worn-out components which degree of wear does not provide normal operation of the car to the following planned type of repair;

rail transport public - the rail transport used for implementation of transportations of passengers, loads and baggage and works (services) connected with it based on the public agreement that is according to the address of any citizen or legal entity;

rail transport of uncommon use - rail transport of the companies and organizations;

accident zone - the zone occupied with the damaged railway vehicles, disorder, in bulk, load flood, increased on perimeter by additional strip at least 15 m wide within which rescue-and-recovery works in case of the most strict observance of all necessary precautionary measures are carried out;

excessive pressure - difference of the absolute pressure and pressure of the environment shown by barometer;

incident - the event which happened to the dangerous goods and (or) the vehicle transporting such load (ignition, leakage, prosypaniye of dangerous substance, damage of container, packaging or other event) which did not entail death of people or damnification to their health, material values and (or) the environment;

capital repairs (further - the KR) - recovery of fixed details of cars, replacement of defective components repaired, new or unified;

capital repairs with prolongation of useful life (further - KRP) - recovery of fixed details of cars, replacement of defective components repaired, new or unified, providing recovery of resource of the car on the service life established by resource testing;

the constructive equipment of copper - the elements of strengthening, fixture and giving of stability located outside of or in coppers;

container - unit of the transport equipment of repeated application intended for transportation and temporary storage of loads without intermediate overloads;

container tank - the unit of the transport equipment corresponding to determination of the term "container", consisting of the case and elements of the equipment including the equipment providing the possibility of movement of container tank without considerable change of its provision used for transportation of gaseous, liquid, powdery or granular substances and having the capacity of more 0,45 of CBM (450 liters);

tank copper - reservoir (for the room and deduction of loads) on which case details and nodes of the working and constructive equipment are mounted;

classification of dangerous goods - reference of dangerous goods to class, subclass, category and group depending on type and degree of danger of load;

bulk goods - the loads marked with the note A in column 3 of the harmonized nomenclature of loads;

small sending dangerous goods - the load shown on one superimposed, lump gross which is not exceeded by 5 thousands kg and under which transportation on its amount or sort of load is not required the separate car;

dangerous goods - the substances, materials and products having properties which manifestation in transit can serve as cause of explosion and (or) the fire to lead to death, disease, injuring, poisoning, radiation or burns of people and (or) animals, and also to cause damage of constructions, vehicles, other objects of transportation and (or) to do harm to the environment;

the danger area - zone within which there is threat of defeat from explosion, the fire, poisoning, burns;

transportation of dangerous goods - set of organizational and technological transactions on movement of dangerous goods railway, automobile, water, air and other modes of transport or combination of these modes of transport which are carried out on contractual basis and other legal causes;

carrier - the company performing transport transaction according to the transportation agreement;

railway vehicles - the rail cars intended for transportation of dangerous goods;

sidings - the railway tracks which are not relating to railway tracks public and intended for transport servicing of the organizations;

the working equipment of copper - devices of filling, discharge, ventilation, safety, heating and heat insulation, and also measuring devices;

serial number of the United Nations (further - the UN) the sequence number of the most often transported dangerous goods appropriated by Committee of experts of the UN on transportation of dangerous goods;

vessel - reservoir for the room and deduction in it of substances or products, including any means of packing;
