in view of provisions of the Agreement on creation of the Union State of December 8, 1999 and the Contract between the Republic of Belarus and the Russian Federation on the equal rights of citizens of December 25, 1998,

agreed as follows:

Article 1

The equal rights with citizens of this other Party to freedom of travel, the choice of the place of stay and the residence, except as specified, provided by this agreement are guaranteed to the citizens of one Party staying on legal causes in the territory of other Party.

Article 2

1. Citizens of one Party irrespective of the place of stay (accommodation) have the right to drive, leave, stay, follow freely en route, to move and choose the residence in the territory of other Party, except for places which visit according to the legislation of the Parties requires special permission, according to the valid documents specified in appendices 1 and 2 to this agreement without migration card.
