About approval of the Regulations on sports and improving and sports constructions of the Republic of Uzbekistan
According to the Law of the Republic of Uzbekistan "About physical culture and sport", Provisions of the Ministry of cases of culture and sport of the Republic of Uzbekistan, and also for the purpose of execution of the Minutes of the Cabinet of Ministers of the Republic of Uzbekistan I order to N07/817 of 13.01.2006:
1. Approve according to the appendix "Regulations on Sports and Improving and Sports Constructions of the Republic of Uzbekistan".
2. Enact this Provision after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.
3. With commissioning of this provision to declare invalid the Resolution of board of the State committee on physical culture and sport of N12/7 of September 27, 2003 "About approval of Service regulations of sports and improving and sports constructions" (reg. N1286 of 28.11.2003).

This Provision according to the Law of the Republic of Uzbekistan "About physical culture and sport", the Minutes concerning the organization of execution of the Order of the President of the Republic of Uzbekistan of December 31, 2005 NR-2415 "About Approval of the Budget of Fund of Development of Children's Sport under the Ministry of National Education of the Republic of Uzbekistan and Address Program of Construction of Children's Sporting Venues for 2006" approved by the Prime Minister of the Republic of Uzbekistan of January 12, 2006 determines categories, method of operation and contents of sports and sports and improving constructions (in dalneyshemsportsooruzheny) in the Republic of Uzbekistan.
1. This Provision is obligatory for owners of sport constructions, irrespective of their departmental accessory and pattern of ownership, and also for the bodies controlling over operation and content of sport constructions in the territory of the Republic of Uzbekistan.
2. In this Provision the following concepts are used:
sport constructions - the specialized constructions of the covered or open type intended for ensuring holding sports and mass actions, educational and training classes and educational training camps in different types of sport, and also for rendering sports and improving services to the population, constructed on the approved project or the adapted constructions which are answering to the relevant standards and requirements imposed to sport constructions having the corresponding passport;
the passport of sport construction - the document in which technical and production capacities of the buildings and constructions which are part of sport construction, their working and usable spaces, specifications, handling capacity, the owner and the address of sport construction, the category of sport construction determining procedure for its operation, and also the other information concerning its functional orientation are specified;
operation of sport construction - package of measures, connected with target and effective use of sport construction;
content of sport construction - package of measures for providing with material, financial and other resources for the organization of effective and complete functioning of sport construction;
Authorized body of public administration by physical culture and sport - the Ministry of cases of culture and sport of the Republic of Uzbekistan.
3. The authorized body of public administration by physical culture and sport assigns function on certification of sport constructions to the relevant organization.
The organization to which function on certification of sport constructions is assigned carries out the analysis of technical parameters of sport constructions, provides documents of sport constructions for consideration and approval of their category by the commission on certification of sports constructions, issues the passport of their operation according to the procedure, approved by Authorized body of public administration by physical culture and sport. For registration and issue of the passport of sports construction for sport constructions of national education and secondary vocational, professional education the payment at the rates approved by Authorized body of public administration by physical culture and sport in coordination with the Ministry of Finance of the Republic of Uzbekistan is levied. For registration and issue of the passport of sports construction for other sport constructions the payment at the rates approved by Authorized body of public administration by physical culture and sport and approved with the organization performing certification of sport constructions is levied.
4. Main objectives and tasks of Classification of sport constructions are:
use of their data during the designing and construction in Uzbekistan, the qualities of standard designing promoting improvement, to refining of indicators of calculation of network of sport constructions;
their use in case of establishment of category and type of sport construction in case of their certification;
regulation of use of sport constructions for certain types of sports and sports and improving work, depending on parameters of constructions and their equipment.
5. According to planning structure of the inhabited places of sport construction are subdivided on:
microdistrict, makhallinsky - the servicing residential district populations, waved, groups of apartment houses or the certain house;
district - the servicing populations residential or the production residential district;
interdistrict - the servicing populations of group of residential districts;
city - the servicing populations of all city, the settlement.
General determinations of sport constructions are given in the appendix N1.
6. To destination sport constructions are subdivided on sports and spectacular (demonstration), educational and training and sports and improving (constructions for active recreation of the population).
Sports and spectacular construction - the constructions having special places for the audience representing stands or separate ranks when ensuring normal visibility and necessary conditions of evacuation (indoors - 500 and more; in the open air - 1500 and more). The stadiums, sports palaces, universal platforms, velodromes, automotor-cycle racing tracks, ski and alpine skiing stadiums and other sports constructions having stands, benches, chairs, places for standing treat them.
Educational and training constructions - the constructions intended for educational and training process. Sports bases of schools, the highest and average special educational institutions and the educational and training centers of training of athletes of the highest categories treat educational and training constructions. Irrespective of availability of seats all constructions for rowing, sailing, ski, alpine skiing, shooting, skating, horse (except for hippodromes), chess and checkerboard sport belong to educational and training.
Sports and improving constructions - the constructions intended for carrying out sports and improving works and active recreation of the population. Sports and improving work is carried out on all constructions where occupations do not require special preparation and do not pose hazard to life and health of engaged.
7. On the architectural and planning features sport constructions are subdivided on specially constructed and adapted.
Specially constructed sports constructions - the constructions constructed on specially developed architectural project according to construction regulations, on the specially allotted parcel of land.
The adapted sports constructions - the constructions constructed in case of non-compliance with construction regulations on sport constructions which are re-equiped under sport constructions.
Also sport constructions can be separate - buildings of constructions are built separately and built in - constructions are built in buildings of sports or other appointment.
On architectural and planning and to volume design features of sport construction are subdivided on volume and plane. All covered sport constructions belong to volume: gyms, sports palaces, indoor pools and arenas; to plane - playgrounds, skating paths, skiing and ski slopes, etc.
8. All sport constructions, taking into account their capacity, are divided on separate, intended for one sport (specialized halls, pools from one bathroom, the platform by sports, fields for soccer, rugby, field hockey, equestrian sport, archery, track and field athletics and skating paths, skiing and ski slopes, ski jumps, bicycle tracks, horse arenas, shooting shooting galleries, shooting and hunting stands, etc.), and the complex sports constructions consisting of several separate sport constructions combined by community of the territory or placed in one building (stadiums, sports palaces, pools with several bathtubs, complex platforms, multiplex sports cases and other sport constructions of this kind).
9. On space-planning design differentiate the sport constructions opened and covered.
Open sport constructions - constructions in which competitions and educational and training classes are given under the open sky.
The covered sport constructions - constructions in which competitions and educational and training classes are given in the covered halls, arenas, pools, sports palaces, etc. Constructions with canopy in which competitions and educational and training classes are given in the open air belong to the covered constructions.
10. Each separate sport construction structurally consists of three elements: the main, auxiliary construction (object) and construction for the audience.
The main construction - construction where directly there take place competitions and educational and training occupations. The space-planning sizes, coverings, marking and the equipment of the main construction shall meet the state construction standards, rules of competitions of the relevant sports federations on sports and the existing sheet of the sports equipment and stock of sport constructions.
Auxiliary sport constructions - the constructions intended for servicing engaged and participants of competitions. Rooms for servicing engaged, rooms and constructions of technical services, economic and subsidiary, administrative, medical and medical, intended for judges, members of the media, the staff of security service (fire protection and militia) belong to auxiliary constructions.
Constructions for the audience - stands (stationary or transformed), rows of seats (chairs, benches) and places for standing located at the main construction (sports kernel, the field, the platform, the hall, the pool, etc.) and other rooms for servicing (pavilions, the foyer, buffets, cafe, bathrooms, etc.).
The sport construction intended for educational and training occupations or sports and improving work does not contain specially equipped places for the audience.
11. Approximate Classification of sport constructions taking into account their space-planning designs and the approximate scheme of structure of sport constructions are given in the appendices N2 and 3.
12. Classifications of sport constructions are used in case of establishment of category of sport constructions, their accounting and certification.
13. Operation of sport constructions is carried out strictly according to their categories based on the passport of sport construction.
14. The method of operation of sport construction is determined by its category. The category of sport construction determines quality of sport construction, its compliance to the international and state standards and standards.
15. Sport constructions are subdivided into the following categories:
sport construction of the highest category - key parameters of sport construction, the sizes and which equipment allow to provide holding republican and international competitions (The Olympic and Asian Games, the championships, superiority and World Cups, Asia and Uzbekistan, the international tournaments). The construction is not intended for carrying out sports and improving work with the population;
sport construction of 1 category - key parameters of sport construction, the sizes and which equipment allow to provide holding republican and international competitions (the championships, superiority and World Cups, Asia and Uzbekistan, different tournaments), and also educational and training occupations;
sport construction 2 categories - key parameters of sport construction, the sizes and which equipment allow to provide holding republican, regional and city competitions and tournaments (the championships, superiority, etc.), and also educational and training occupations and carrying out sports and improving work with the population;
sport construction 3 categories - key parameters of sport construction, the sizes and which equipment conditions of holding sports and mass actions, and also educational and training and sports and improving occupations allow to provide;
sport construction 4 categories - key parameters of sport construction, the sizes and which equipment allow to provide holding educational and training occupations and sports and improving occupations among the population.
Sport constructions 4 categories are subdivided into two subgroups:
the sport constructions intended for holding educational and training occupations and sporting events;
the sports and improving constructions intended for rendering sports and improving services to the population;
sport construction 5 categories - key parameters of sport construction, the sizes and which equipment allow means of physical culture and sport (bowling, billiards, darts, karting, etc. sports) to provide holding sports and improving and sports and entertaining actions and services.
16. On sport constructions holding entertaining and mass actions (show, concerts, etc.) is allowed. In the territory of sport constructions realization, the use and advertizing of alcoholic beverages and tobacco products is forbidden.
17. On sport constructions paid educational and training and sports and improving services can be rendered to the population.
18. In case of operation of sport construction ensuring technical, fire and other safety on sport constructions is determined by the regulations and rules approved in the procedure established by the legislation.
The procedure for carrying out in sport constructions of sports and mass and sports and improving actions and implementation of security measures in case of their carrying out is provided according to the legislation.
19. General information about sport construction, technical and production indicators of the buildings and constructions which are its part is specified in the passport of sport construction, according to the appendix N4.
The passport of sport construction is the document characterizing production facilities, technical condition of buildings and constructions, their working and usable spaces.
The passport of sport construction is effective before change of architectural and planning and other parameters of sport construction which influence change of its category and the parameters of the main object specified in the passport.
20. Effective period of the passport of sport construction is established depending on category of sport construction. Passport effective period for sport constructions of the highest and 1 categories - 4 years, sport constructions 2, 3 and 4 categories of organizations of the Ministry of national education and the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan - 3 years, sport constructions 2, 3 and 4 categories of other ministries, the state committees and departments - 2 years, sport constructions 5 categories - 1 year.
After effective period of the passport repeated certification of sport construction with the subsequent issue of the new passport is made.
21. Operation of sport constructions in case of violation of regulations technical, fire and sanitary and safety is prohibited.
22. On sport constructions, except for sport constructions 5 categories, to children up to 16 years, sports and improving and sports services are rendered to disabled people, orphan children, pensioners, participants and disabled people of the Second World War, and also persons equated to them free of charge.
23. Providing sport constructions with the sports equipment and stock is recommended to be carried out according to the nomenclature and the necessary number of the equipment, the stock and other sports and technological means intended for holding mass classes in physical culture and sport, educational and training process and competitions and also to useful lives of the sports equipment and stock, according to the appendix N5.
24. The number of the equipment, stock and other technological means on sports is calculated on the sport construction corresponding to the extent of construction regulations, regulations of one-time handling capacity and sanitary and hygienic requirements, and also Rules of competitions in the sports approved by the international and republican sports federations. In some cases lists on sports (according to representations of federations on sports) are constituted at the rate of necessary quantity of sports products on one training group or educational group of the beginning athletes.
25. Payment for utilities on content of sport constructions is made by the organization on which balance it is in the procedure established by the legislation.
26. Owners of sport construction bear responsibility for proper document storage of sport construction (the project documentation, documents on the property right, the passport of sport construction, etc. documentation), effective and target use of sport construction, storage and servicing of the sports equipment, stock and other property, providing conditions of holding sports and mass, sports and improving actions and educational and training occupations.
27. Control of target use of sport constructions is exercised according to the legislation of the Republic of Uzbekistan.
28. Persons who violated the this provision conditions are made responsible according to the legislation of the Republic of Uzbekistan.
