About approval of the Regulations on organizational full-time job in customs authorities of the Russian Federation and in the organizations which are under authority of FCS of Russia
For the purpose of enhancement of organizational full-time job and according to Item 9.11 of the Regulations on the Federal Customs Service approved by the order of the Government of the Russian Federation of 21.08.2004 of N 429, I order:
1. Approve enclosed Regulations on organizational full-time job in customs authorities of the Russian Federation and in the organizations which are under authority of FCS of Russia (further - the Provision), the List of names of structural divisions of customs authorities (далееПеречень) (appendices N 1, 2 to this order).
2. Consider invalid the order of FCS of Russia of 14.01.2005 of N8 "About Approval of the Regulations on Organizational Full-time Job in Customs Authorities of the Russian Federation and in the Organizations Which Are under Authority of FCS of Russia".
3. To GNIVTS'S director of FCS of Russia to provide to chiefs of structural divisions of FCS of Russia, customs authorities of the Russian Federation, the organizations which are under authority of FCS of Russia bringing this order to data of subordinate officials and workers, and also observance of the Provision when carrying out organizational full-time job.
4. Consider this order become effective since November 1, 2005.
5. To impose control of execution of this order on the deputy manager of FCS of Russia Yu. F. Azarov.

Appendix №1
to the order of the Federal Customs Service of October 18, 2005 No. 970
1. The regulations on organizational full-time job in customs authorities of the Russian Federation and in the organizations which are under authority of FCS of Russia (further - the Provision), establish for all customs authorities of the Russian Federation and organizations which are under authority of FCS of Russia (further - customs authorities), the general principles and procedure for conducting organizational full-time job.
2. The basic principles of organizational full-time job are:
legality - compliance of the made decisions of the Constitution of the Russian Federation, to the Federal Laws and the existing normative and other legal acts;
objectivity - independence of the made decisions in organizational full-time job from subjective factors on the basis of the comprehensive analysis of the reliable indicators and criteria characterizing efficiency and amount of office activities;
scientific justification - use of single methodology in determination of the generalizing indicators and parameters on the basis of which standard rates of the number of staff and organizational structures of customs authorities are developed;
differentiation - differentiation of powers in the field of organizational full-time job between FCS of Russia, regional customs authorities and other customs authorities.
3. The basic concepts used in organizational full-time job:
liquidation of customs authority - complete cessation of activities of customs authority without transition of the rights and obligations according to the procedure of legal succession to other customs authorities;
organizational and regular actions - one of types of the management activity directed to rational and effective use of the number of staff and the financial resources allocated to customs authorities for accomplishment of the tasks assigned to them and also set of actions for creation, reorganization, liquidation or change of structure of customs authority or on reducing number or staff of customs authority, reducing in customs authority of positions of civil service * (10);
organizational and regular discipline - the procedure for development, approval of staff lists and modification of them established by the legislation of the Russian Federation, legal acts of FCS of Russia and the Provision, uses of the customs authorities of limits of number allocated for creation, and also procedure for establishment in staff lists of official pay rates and allowances to them on positions of employees, government employees and workers with their compulsory use to destination, determined by the staff list;
organizational full-time job - process of development, approval, approval, storage of staff lists of customs authorities and introduction of changes in them which includes:
1) establishment and observance of procedure for holding organizational and regular actions;
2) differentiation of powers between customs authorities;
3) determination of single approach to optimum use of the number of staff and to allocation of appropriate means;
4) ensuring compliance with the established standard rates of the number of staff;
5) project development of legal acts of customs authorities concerning organizational full-time job;
6) creation and support of databases on regular and payroll number of customs authorities;
7) collection, analysis and storage of help and analytical information, maintaining accounting and reporting documentation;
organizational and regular structure of customs authority - the list of the divisions and separate positions grouped according to functions and established procedure in certain sequence with indication of the number of staff of employees, government civil servants and workers in divisions and the general number of staff of customs authority (the table 1 of the appendix N9 to the Provision) which is drawn up in the form of the table;
department - the main structural division of customs authority as a part of which there are at least five established posts of positions and which is created for accomplishment of tasks according to regulations on this department;
department - structural division, primary on the status, as a part of which there are at least two established posts of positions and which is created for the solution of one or several tasks;
separate position - the position on the certain activity provided by standard structure which is not part of department (department);
reporting documentation - the documents developed and approved according to requirements of legal acts of FCS of Russia for organizational and regular and personnel problems represented to higher customs authority;
reorganization of customs authority - merge, accession, separation, allocation or transformation of customs authority (legal entity) as a result of which its functions, structure, the number of staff and the staff list change;
creation of customs authority - complex action of organizational nature, the carried-out on the basis and legal acts of FCS of Russia for forming according to established procedure of customs authority for the purpose of accomplishment of tasks and functions, stipulated by the legislation the Russian Federation and other regulatory legal acts of the Russian Federation;
reduction of the staff of customs authority - the exception of the staff list of established posts of positions of officials and (or) workers or structural divisions connected with organizational changes in customs authority (when preserving or reducing the number of staff of customs authority);
reducing the number of staff - exception of the staff list of established posts of positions of officials and (or) workers;
structural division - the element of customs authority allocated organizationally in its staff list (head department and management (only in FCS of Russia), service, department, department), having the name, the head, the assigned amount of established posts of positions determined by standard rates of the number of staff (the appendix N3 to the Provision);
payroll number - the number of the employees, government civil servants and employees of customs authority appointed to the corresponding positions specified in the staff list; the difference between regular and payroll number shows completeness degree personnel (availability of vacant positions) of customs authority (division);
service - division as a part of which there are at least two departments and which is created for accomplishment of complex of tasks according to regulations on this service;
help and analytical information - information which gathers and systematized for the purpose of the analysis or generalization of data its content can be determined by legal acts of FCS of Russia;
the staff list (the appendix N1 to the Provision) - the legal document approved by the order of customs authority which is primary form of registration of personnel in customs authorities reflecting structure of customs authority containing list of positions with the special ranks corresponding to them, class ranks and job grades, quantity of established posts of positions, official pay rates, allowances to them, and also additional data (according to legal acts of FCS of Russia) and granting the right to the head (chief) on completion of customs authority by officials and workers according to qualification requirements;
the number of staff - the quantity of established posts of positions of officials and (or) workers established by the staff list, which is determined proceeding from amount of the tasks assigned to customs authority (division);
accounting documentation - documentation on accounting of the number of staff which includes staff lists of customs authorities, and also documents of other types provided by legal acts of FCS of Russia.
4. The common directorship of organizational full-time job in customs authorities is performed by the head of FCS of Russia.
In the Management of Personnel (MP) of FCS of Russia and the regional customs authorities (RCA) (except specialized) the organization and carrying out organizational full-time job are performed by organizational and regular divisions.
In specialized to the MOUTH and in other customs authorities these functions are performed, as a rule, by the relevant departments or officials (workers). At the same time in their job descriptions (official regulations) these functions shall be specified.
5. Management of organizational full-time job in customs authority is performed by his head (chief), and its organization and carrying out - the deputy manager (chief) of customs authority on work with personnel (personnel manager) through organizational and regular division or officials (workers) at whom this function is reflected in job descriptions (official regulations).
6. The chief of personnel division of customs authority provides:
1) management of forming, approval, approval and storage of staff lists (both this customs authority, and subordinate customs authorities);
2) control of timeliness and correctness of entering of corresponding changes into the staff lists approved by the chief of customs authority (both this customs authority, and subordinate customs authorities);
3) observance of the Provision in case of accomplishment of organizational full-time job;
4) availability of help and analytical information on organizational and regular questions;
5) control of reliability of reporting documentation and of timeliness of its submission to higher customs authority;
6) exact and timely accomplishment of instructions of higher customs authority concerning organizational full-time job;
7) control of respect for organizational and regular discipline in customs authority;
8) management of development of offers on enhancement of organizational and regular structure of customs authority, on the basis of the analysis of relevant proposals of subordinate customs authorities;
9) timeliness, reliability, unity and justification of information on organizational and regular questions provided in higher customs authority.
7. The chief of financial and accounting division of customs authority provides:
1) development of offers on modification of expense budget on content of customs authority in case of expected change of its number of staff with the corresponding calculations and reasons;
2) specifying of source of financing in the offers on modification of the staff list of customs authority connected with increase in expense budget at content of customs authority;
3) control of timely modification of the staff list of customs authority by financial and accounting division by the organization of carrying out reconciliations with data of personnel division at least once a quarter (the reconciliation is understood as holding actions for establishment of identity of the data reflected in the staff list, in identification of the made technical mistakes, and also for the correct accounting of orders on modification of the staff list and about refining of terms of their action);
4) development of offers on entering into the staff list of customs authority of the changes leading to change of cash allowance of employees, the salary fund of the government civil servants and employees of customs authority (further - the salary fund of officials and workers).
8. The chief of organizational and regular division or the official to who the corresponding functions are assigned provides:
1) forming of the staff list of customs authority and further work on timely and correct introduction of changes in it taking into account the Provision;
2) proper execution and storage of the staff list;
3) preparation of help and analytical information on organizational and regular questions;
4) exact and timely accomplishment of instructions of higher customs authority regarding organizational full-time job;
5) preparation for management of customs authority of drafts of offers on modification as in staff lists of this customs authority, and in staff lists of subordinate customs authorities in the terms established by the Provision with proper reasons;
6) timely modification of the database of staff lists of subordinate customs authorities;
7) backup of electronic databases at least once a month (creation of archive on the electronic medium on case of failure of the server).
9. UK FCS of Russia organizes and carries out according to work plans, as a rule, once a year charges of chiefs of organizational and regular divisions (officials to whom the corresponding functions are assigned) to the MOUTH with attraction in need of the officials responsible for organizational full-time job in the specialized MOUTHS and customs which are directly subordinated to FCS of Russia.
10. The organizational and regular department of UK FCS of Russia carries out quarterly reconciliation of staff lists of customs authorities with the database.
11. The staff list is in work in two podrazdeleniyakhv financial and accounting and personnel. These divisions keep the staff list, as a rule, in electronic form in the forms which are not contradicting the form given in appendix N1 to the Provision. For personnel division the form given in appendix N9 to the Provision is recommended. The form which is conducted by personnel division can be added by any necessary graphs (see the appendix N2 to the Provision).
12. The approved staff list (original) is stored in department of documentary providing customs authority, its copy with appendix of all orders on introduction of changes in it - in personnel and financial and accounting divisions. The chiefs of data of divisions (authorized by them officials) are responsible for storage of the staff list (its copies).
13. FCS of Russia:
1) performs organizational and regular policy in customs authorities;
Develops 2) and claims:
a) Regulations on organizational full-time job in the customs authorities of the Russian Federation and organizations which are under authority of FCS of Russia;
b) structure and staff list of FCS of Russia;
c) the number of staff and the salary fund of officials and employees of customs authorities (except central office of FCS of Russia);
d) standard rates of the number of staff of structural divisions of customs authorities and standard rates of ratio of positions on categories;
e) the list of positions of employees of the senior commanding structure, the average commanding structure and the younger structure of Customs Service of the Russian Federation corresponding to them limiting special ranks and general qualification requirements;
e) the general principles of forming of names of customs authorities (see the appendix N5 to the Provision);
g) standard structures of customs authorities, the list of names of structural divisions of customs authorities and the departmental codes corresponding to them;
h) methodical materials about the organization and carrying out organizational full-time job;
Determines 3):
a) powers of customs authorities and their officials in the solution of organizational, personnel, financial and other matters;
b) sources of ensuring the number of staff for newly created customs authorities;
4) approves staff lists of customs authorities according to the procedure established by the Provision;
Creates 5) and keeps databases of staff lists of customs authorities * (1), summary accounting of the number of staff and orders on modification of staff lists on all customs authorities;
6) conducts the President of the Russian Federation established by acts of the customs legislation, decrees and orders, resolutions and orders of the Government of the Russian Federation, legal acts of FCS of Russia and the Provision accounting and reporting documentation on organizational and regular and personnel problems;
7) prepares orders on approval of standard structures, creation, liquidation, reorganization and change of the number of staff of customs authorities, on modification of their standard structures, and also on change of salaries of officials and workers, allowances for official pay rates and other payments;
8) exercises control:
a) behind modification of staff lists of customs authorities;
b) behind timely representation by customs authorities of verified copies of orders on modification of staff lists;
c) behind compliance of staff lists of customs authorities to the standard structures established to the number of staff and the salary fund of officials and workers, standard rates of the number of staff of structural divisions and ratios of categories of positions;
d) behind respect for organizational and regular discipline in customs authorities by means of carrying out the analysis of the reports submitted by customs authorities, copies of orders, reconciliations of the number of staff with the database of staff lists, departure in customs authorities of officials of organizational and regular and information and analytical departments of UK FCS of Russia for conducting checks.
14. FCS of Russia within the powers has the right the order to repeal the orders of customs authorities issued with violation of the requirements established by the legislation of the Russian Federation and the Provision.
15. To the MOUTH, customs, customs posts (with the status of the legal entity), develops the customs which is directly subordinated to FCS of Russia, approves staff lists according to standard structure and conducts further work with them according to standard names of structural divisions, lists of positions, the established number of staff and the salary fund of officials and workers and procedure determined by the Provision. Individual structures * are developed for the specialized to the MOUTH, the Central customs (the Film logical center FCS of Russia), Central basic customs and organizations which are under authority of FCS of Russia (2).
16. To the MOUTH concerning subordinate customs authorities through the organizational and regular divisions:
1) are created and keep electronic databases of subordinate customs authorities * (3), summary accounting of their number of staff and the issued orders on modification of staff lists;
2) is performed by approval and generalization of offers of subordinate customs authorities for their direction in FCS of Russia according to the procedure established by the Provision;
3) is prepared by offers on redistribution of the number of staff between subordinate customs authorities with reasons for consideration at meeting of the Organizational and Structural Commission (OSC) for the MOUTH.
17. To the MOUTH concerning subordinate customs authorities exercise control:
1) behind redistribution of the number of staff;
2) behind work with staff lists;
3) behind compliance of staff lists to the standard structures established to the number of staff and the salary fund of officials and workers, standard rates of the number of staff of structural divisions and ratios of categories of positions;
4) behind timely representation in the MOUTH of verified copies of orders on modification of staff lists.
18. The chief of customs authority within the approved number of staff and the salary fund of officials and workers has the right:
1) to change the number of staff of structural divisions by redistribution of number between them, to create or reduce structural divisions or separate positions according to standard structures of customs authorities, to change positions of employees, government civil servants and workers according to the normative and other legal acts of the Russian Federation and standard rates provided in the Provision (see the appendix N3 to the Provision);
2) to change the number of staff of subordinate customs posts by redistribution of number between them, and also the number of staff of structural divisions of customs by its transfer to customs posts (the customs subordinated to the MOUTH requires approval of the chief corresponding to the MOUTH; increase in the number of staff of customs due to redistribution of the number of staff of subordinate customs posts is performed only according to the decision of FCS of Russia).
19. The chief of customs authority when holding the actions specified in Provision Item 18 provides:
1) entry into force of the order on modification of the staff list of customs authority (frequency of the publication of orders - is not more often than once a month):
a) no later than the 15th day of the corresponding month (if other is not determined by the order of FCS of Russia, orders of management of FCS of Russia or decisions of the Organizational and Structural Commission (OSC) of FCS of Russia);
b) in case of redistribution of vacant positions - not earlier than in month from the date of signing (in case of preliminary written approval of higher customs authority * (11) day of the introduction of the order in force can be changed);
c) in case of redistribution of not vacant positions - in the terms determined by the legislation of the Russian Federation (if the order becomes effective earlier, than in 2 months from the date of the notification of the official or the worker on holding organizational and regular actions, preliminary written approval of higher customs authority * (11) is necessary in case of observance of requirements of the Provision with submission of data on the consent of officials and workers on transfer or dismissal);
2) compliance with law of the Russian Federation concerning the officials and workers holding the positions which are subject to redistribution;
3) the direction of copies of the orders on modification of the staff list certified according to established procedure (with settlement lists according to the appendix N4 to the Provision), and their electronic copies:
a) in the MOUTH within 3 working days from the date of their podpisaniyatamozhenny bodies subordinated to the MOUTH (to the MOUTH during the next 3 working days from the date of receipt forwards copies of orders e-mail to organizational and regular department of UK FCS of Russia, and to the termination of month sends to FCS of Russia the copies of orders which arrived from subordinate customs authorities on papers);
b) in FCS of Russia within 3 working days from the date of their podpisaniyavsa to the MOUTH (on the device), the customs which is directly subordinated to FCS of Russia, and organizations which are under authority of FCS of Russia * (12);
4) observance of requirements of methodical recommendations of procedure for the publication of orders on modification of the staff list (appendix N2 to this order);
5) control of not exceeding of fund of official pay rates and the approved salary fund of officials and workers;
6) modification of the staff list according to the order of customs authority.
20. The chief of customs authority has no right to independently change the established number of customs authority and the approved salary fund of officials and workers.
21. For review and the approvals of the salary fund of officials and workers to the MOUTH specialized to the MOUTH the customs which is directly subordinated to FCS of Russia, the organizations which are under authority of FCS of Russia represent to GFEU FCS of Russia calculation of the salary fund of officials and workers for the forms established by FCS of Russia for forming of the profit and loss budget of customs authorities on the corresponding financial period. Customs and customs posts (with the status of the legal entity) represents calculations of the salary fund of officials and workers in corresponding to the MOUTH.
22. Customs records own regular and payroll number of officials and workers. To the MOUTH keep such account and for subordinate customs.
23. To the MOUTH carry out quarterly reconciliation of staff lists of subordinate customs authorities with own database.
24. To the MOUTH, specialized to the MOUTH, the customs which is directly subordinated to FCS of Russia, the organizations which are under authority of FCS of Russia sends to UK FCS of Russia reporting documentation on organizational and regular and personnel work according to the forms and terms established by the corresponding legal act of FCS of Russia.
25. The organizational and regular division of customs authority (person to who the corresponding functions are assigned) based on the order of FCS of Russia on establishment to this customs authority of the number of staff of officials and workers develops the staff list (see the appendix N1 to the Provision), the list of positions of employees, government civil servants and workers to it according to the established number of staff (see the table 3 of the appendix N9 to the Provision) and prepares the draft of the order on approval of the staff list, being guided at the same time:
1) legislation of the Russian Federation;
2) decrees and orders of the President of the Russian Federation, resolutions and orders of the Government of the Russian Federation, regulatory legal acts of the federal ministry authorized in the field of customs affairs;
3) legal acts of FCS of Russia;
4) the Regulations on the Federal Customs Service approved by the order of the Government of the Russian Federation of 21.08.2004 of N 429, the General provision about regional customs authority and the General provision about customs, approved by the order of FCS of Russia of 12.01.2005 of N 7, (it is registered by the Ministry of Justice of the Russian Federation 28.03.2005, reg. N 6442), charters of the organizations which are under authority of FCS of Russia and also individual regulations on customs authority;
5) decisions of board of FCS of Russia and Organizational and Structural Commission (OSC) of FCS of Russia;
6) standard structures of customs authorities, the list of names of structural divisions of customs authorities (the appendix N2 to this order) and their sequence in the list;
7) the Provision and the established standard rates of the number of staff of structural divisions and standard rates of ratio of categories of positions of officials of customs authorities (see the appendix N3 to the Provision);
8) the existing list of positions of employees, the List of the state positions of the Federal State Service and the All-Russian qualifier of professions of workers, positions of employees and job grades, and also the corresponding orders of the Government of the Russian Federation and orders of other federal executive bodies.
26. The staff list is created and claimed during creation and reorganization of customs authority. Effective period of the approved staff list is not limited. During action of the approved staff list changes can be made to it. In this case as of January 01 of the next financial year the staff list with all changes made to it (with appendix of the complete list of the documents approving these changes) certain procedure * (13) affirms the chief of this customs authority.
27. The staff list is created on the paper and electronic medium in the established form (see the appendix N1 to the Provision) by personnel and financial and accounting divisions (respectively on accessory) customs authority.
The created staff list regarding columns 1-8, and also the information and analytical table 3 "List of Positions of Employees, Government Civil Servants and Workers" (see the appendix N9 to the Provision) are sent for approval in UK FCS of Russia.
The customs authority subordinated to the MOUTH directs the staff list and information and analytical table 3 in corresponding to the MOUTH.
28. UK FCS of Russia checks correctness of execution of the staff list, approves it in structural divisions of FCS of Russia, prepares the corresponding order of FCS of Russia which copy it sends to customs authority. GFEU FCS of Russia brings to customs authority according to established procedure the salary fund of officials and workers.
29. The chief of customs authority after receipt of the order of FCS of Russia and the approved salary fund of officials and workers, approves fund of official pay rates of officials and workers according to the appendix N4 to the Provision and provides the publication of the order on approval of the staff list of customs authority. Copies of orders on approval of staff lists and fund of official pay rates of officials and workers are represented to higher customs authority * (7).
30. Responsibility for development of the staff list and for the publication of the order on its approval is born by the chief of customs authority, for preparation of the order, the correct registration and further work with the staff list in the part concerning personnel - the chief of personnel division of customs authority and person to whom the corresponding functions are assigned, for registration in the part concerning compensation - the chief of financial and accounting division of customs authority.
31. The information on the number of staff of structural divisions of FCS of Russia is provided to third parties only with the permission of the chief of UK FCS of Russia, data on the number of staff of structural divisions in customs authority - only with the permission of the chief of customs authority.
32. Proposals on entering into the staff list of customs authority of changes which include change of the number of staff, the salary fund of officials and workers or creation of divisions, the separate positions which are not corresponding to standard structure prepares organizational and regular division of customs authority (in case of its absence the official (worker) to whom the corresponding functions are assigned) with the assistance of organizational and structural (organizational and analytical) division of customs authority.
The calculations of changes of the salary fund of officials and workers corresponding to the specified offers are prepared by financial and accounting division of customs authority.
33. The offers of customs authority signed by his chief go in corresponding to the MOUTH where they are generalized for their further review on OSK to the MOUTH. Offers after their consideration on OSK send to the MOUTH to FCS of Russia according to established procedure.
34. The materials represented to FCS of Russia shall contain:
1) information, about the legal act according to which they are prepared (date, number, Item, etc.);
2) reasons for the offered changes;
3) amounts and sources * (8) financings of actions in case of their carrying out according to offers;
4) the changes which are directly brought in the staff list * (9) and in the settlement list of fund of official pay rates of officials and workers, drawn up according to the appendices N4 and 6 to the Provision, and also calculation of change of the salary fund of officials and workers;
5) information on approval of the interested structural divisions of FCS of Russia (if necessary).
In GORGIU FCS of Russia of the offer of customs authorities is generalized, approved with the interested structural divisions of FCS of Russia and represented on OSK FCS of Russia for decision making.
35. To the MOUTH considers offers on redistribution of the number of staff between subordinate customs authorities, generalizes them in general and sends to FCS of Russia from March 1 to March 15 or from September 1 to September 15.
The offers of customs authorities approved on OSK FCS of Russia affirm orders of FCS of Russia which become effective since July 1 of the current year or since January 1 of the next year.
36. The materials prepared with violation of requirements of the Provision are not considered and return for completion.
37. Orders on changes in the staff list can have the following names:
1) "About modification of the staff list" - if the name of structural divisions without change of functions changes or vacant positions are redistributed, or values in columns 4 and 8 - the 11th staff list change;
2) "About staff reduction" - if one or several structural divisions are reduced (one or several positions in one or in several divisions), but payroll number in general on customs authority at the same time does not decrease;
3) "About reducing the number of staff" - if the number of staff of customs authority or "About reducing number of positions of employees (the government civil servants, workers)" decreases - if the number of positions of one category is reduced and the number of staff in general on customs authority does not change;
4) "About organizational and regular actions" - the generalizing name can be applied in the cases specified in subitems 2 and 3, but if as a result of the held events the number of staff or the state is reduced (i.e. what gives the grounds to dismiss the official or the worker at the initiative of the employer), it shall be reflected in the text of the order.
38. When holding organizational and regular actions the procedure of actions is determined in the relation:
1) employees - the Federal Laws of 21.07.1997 N114-FZ "About Service in Customs Authorities of the Russian Federation", of 27.05.2003 N58-FZ "About System of Public Service of the Russian Federation", the Instruction about procedure for transfer of the employee in the order of the chief of customs authority of the Russian Federation when holding organizational and regular actions approved by the order of FCS of Russia of 02.02.2005 of N75 (it is registered by the Ministry of Justice of the Russian Federation 14.03. 2005, рег. N 6396);
2) the government civil servants - the Federal Laws of 27.07.2004 N79-FZ "About the Public Civil Service of the Russian Federation", of 27.05.2003 N58-FZ "About System of Public Service of the Russian Federation" and the Labor Code of the Russian Federation;

39. Customs authorities with the status of the legal entity when holding organizational and regular actions shall issue the relevant order in which they shall be, as a rule, specified on the basis of the order of FCS of Russia:
1) date and number of the protocol of the solution of OSK FCS of Russia, date, number and the name of the order of FCS of Russia which are the basis for the edition in customs authority of the order on holding organizational and regular actions;
2) complex of the tasks connected with holding organizational and regular actions and persons responsible for their accomplishment;
3) terms and procedure for acquaintance with the order of officials and workers;
4) day of the introduction of the order in force.
40. The order on organizational and regular actions prepared within competence of the chief of customs authority shall contain the order about holding actions within the salary fund of officials and workers.
41. Account of the number of staff is kept in single forms (see the appendix N7 to the Provision). In each customs authority account is kept by the official of personnel division to who functions of conducting organizational full-time job are assigned.
Summary accounting on the customs authorities subordinated to specific MOUTH conducts organizational and regular division to the MOUTH.
42. Summary account of the number of staff of all customs authorities is kept by UK FCS of Russia.
43. Customs authorities represent to UK FCS of Russia to the fifth day of the corresponding month of the data on number in the forms in electronic form established by the relevant order of FCS of Russia:
a) according to the table 1 of the appendix N7 to the Provision - as of the last number of month under report;
b) according to the table 2 of the appendix N7 to the Provision - once a quarter as of the last number of reporting quarter.

* (1) In organizational and regular department of UK FCS of Russia - columns with 1 on 7 and the note, in information analysis department - accounting of payroll number in the forms established by FCS of Russia.
* (2) Change of structure of the specialized to the MOUTH, the Central customs (the Film logical center FCS of Russia), Central basic customs and organizations which are under authority of FCS of Russia is made in coordination with FCS of Russia.
* (3) According to the staff list (columns with 1 on 7 and the note); in forms (the appendix N7 to the Provision).
* (4) For the customs subordinated to the MOUTH, approval of UK FCS of Russia performs corresponding to the MOUTH.
* (5) For UK FCS of Russia in addition it is represented in electronic form.
* (The Customs subordinated to the MOUTH sends 6) to the copy of orders in corresponding to the MOUTH, sends to the MOUTH to GFEU FCS of Russia of the copy of orders on the device and quarterly aggregated data on subordinate customs.
* (7) the MOUTH is represented to UK FCS of Russia by staff lists (only column 1-8) of subordinate customs authorities in electronic form, and orders on their approval - on the paper and electronic medium. Besides represent to the MOUTH the approved settlement lists of fund of official pay rates (the device and aggregated data on the region) for the end of reporting quarter to GFEU FCS of Russia.
* (8) as sources of financing need to be specified that the event is held within the salary fund of officials and workers and the approved budgetary appropriations, or to specify the need for additional financing by Articles of expense budget, taking into account need of dismissal wage payments.
* (9) Requirements imposed to registration of changes to staff lists of customs authorities are similar to requirements of methodical instructions for maintaining staff lists of customs authorities in the Microsoft Excel format.
* (10) These actions are determined: for employees - according to item 5 of article 18 of the Federal Law of the Russian Federation of 21.07.1997 N114-FZ; for workers - according to item 2 of article 81 of the Labor Code of the Russian Federation; for federal state sluzhashchikhsoglasno article 31 of the Federal Law of the Russian Federation of 27.07.2004 N79-FZ.
* (The Customs subordinated to the MOUTH approves 11) with corresponding to the MOUTH; To the MOUTH (on the device) and the customs subordinated directly FCS of Russia, and the organizations which are under authority of FCS of Russia approves with FCS of Russia.
* (12) Copies go to UK FCS of Russia, and also if orders are issued in pursuance of solutions of OSK FCS of Russia, orders of FCS of Russia and orders of management of FCS of Russia, in GORGIU by FCS of Russia.
* (13) the Last leaf of the staff list (the appendix N9 to the Provision) is vised by the specified officials, and on the title page of the staff list the stamp is put "I approve" also the signature of the chief of customs authority.
