Rules of carrying out scheduled maintenance on fire safety on rail transport

1. General provisions

1. These rules of carrying out scheduled maintenance on fire safety on rail transport (further - Rules) determine procedure for the organization and implementation of scheduled maintenance on fire safety on rail transport.

2. Rules are developed according to the laws of the Republic of Kazakhstan of September 21, 1994 "About transport in the Republic of Kazakhstan" and of November 22, 1996 "About fire safety".

3. The officials of divisions of industry fire service on rail transport of the Republic of Kazakhstan (далееОППС ZhD) who are carrying out fire scheduled maintenance are:

the chief of OPPS ZhD - the chief inspector of OPPS ZhD;

the deputy chief of OPPS ZhD - the chief inspector of OPPS ZhD;

the senior inspectors, inspectors, chief specialists and specialists of OPPS ZhD - inspectors of OPPS ZhD;

the chief of division of OPPS ZhD (within department of the road) the chief inspector of OPPS ZhD on department of the road;

the deputy chief of division of OPPS ZhD (within department of the road) - the chief inspector of OPPS ZhD on department of the road.

Senior the instructor, the fire prevention instructor in divisions of OPPS ZhD, chiefs of fire trains and their deputies or the chief of guard (department) of the fire train (within servicing borders) are inspectors of OPPS ZhD on department of the road.

4. In the activities officials of OPPS ZhD are guided by the Law of the Republic of Kazakhstan "About fire safety", other regulatory legal acts of the Republic of Kazakhstan in the field of fire safety, and also these rules.

5. The common directorship and control of the organization, carrying out fire scheduled maintenance of divisions of OPPS ZhD on stationary objects and railway vehicles of the organizations of rail transport of the Republic of Kazakhstan (further - object), performs OPPS ZhD.

6. The management and control of the organization and carrying out fire scheduled maintenance in divisions of OPPS ZhD (within departments of the road) are performed by the chief of division of OPPS ZhD.

7. When implementing the OPPS ZhD functions, specifying and the order of higher inspectors of OPPS ZhD are obligatory for execution by subordinate inspectors of OPPS ZhD. Intervention of other officials in their activities is not allowed.

8. Higher inspectors of OPPS ZhD in necessary cases can cancel decisions of subordinate inspectors of OPPS ZhD.

9. Officials of OPPS ZhD solve the problems assigned to them in close interaction with the fire and technical commissions (further - PTK), voluntary fire teams (further - DPD) objects, bodies of the public fire service of the Ministry of Emergency Situations of the Republic of Kazakhstan (further - OPS).

10. For assurance of the documents connected with the solution of questions on fire safety the seals which are available in divisions of OPPS ZhD are used.

11. Officials of OPPS ZhD bear responsibility for failure to carry out of the powers conferred to them determined by these rules.

12. Employees engagement of OPPS ZhD on accomplishment not of the inherent works and functions which are not connected with these rules is not allowed.

13. The organization of activities of officials of OPPS ZhD is performed at appropriate levels of divisions of OPPS ZhD.
