For the purpose of introduction of paid nature use in the conditions of transition of the Republic to the market relations the Government of the Republic of Tajikistan decides:

1. Approve the enclosed Procedure for determination of payment and its extreme sizes for pollution of the surrounding environment, placement of waste and to enact it since January, 1994.

2. To the state committee of environmental protection and forestry of the Republic of Tajikistan to develop and in coordination with the Ministry of Economy and Trade of the Republic of Tajikistan and the Ministry of Finance of the Republic of Tajikistan till December 21, 1993 to approve; basic standard rates of payment for emissions, dumpings of pollutants into the surrounding environment, placement of waste and coefficients the considering ecological factors; methodical instruction for collection of the payment for pollution surrounding natural circles and the list of nature protection actions, costs for which accomplishment can set off on account of payments.

3. To the state committee of environmental protection and forestry of the Republic of Tajikistan to the Ministry of Finance of the Republic of Tajikistan with participation of National Bank of Tajikistan to develop and approve the regulating documents determining the mechanism of transfer by users of nature of payment for pollution of the surrounding environment and procedure for the direction of the specified means in the income of Republican fund of conservation of the Republic of Tajikistan in local funds of conservation in the territory of the Republic of Tajikistan in a month.
