1. Approve the enclosed Instruction for calculation of target indicators for energy saving.

2. This resolution becomes effective from the date of its official publication.

Instruction for calculation of target indicators for energy saving

Chapter 1. General provisions

1. The instruction for calculation of target indicators for energy saving (further - the Instruction) is developed according to article 6 of the Law of the Republic of Belarus of July 15, 1998 "About energy saving" (Vedamastsi Natsyyanalnaga to descent Respubl? to? Belarus, 1998, 470) is also intended to No. 31-32, of the Art. for assessment of accomplishment of target indicators on energy saving by the organizations, republican state bodies, other state organizations subordinated to the Government of the Republic of Belarus, areas and the city of Minsk, other regions which establishes target indicator on energy saving.

2. In this Instruction the following basic concepts are used:

target indicator on energy saving - the indicator characterizing activities of the legal entities and individual entrepreneurs for implementation of measures directed to effective use and economical expenditure of fuel and energy resources (further - TER) at all stages of their production and consumption;

the direct generalized energy costs (further - the generalized energy costs) - total consumption of boiler and oven fuel, the heat and electrical energy received from other organizations and used for production and household needs, development of energy carriers for their leave (sale) to other consumers and the population;

the accounting period - the time frame relating to the current year for which calculation of target indicator for energy saving is perfromed;

the basic period - the time frame relating to previous year and corresponding to similar interval of the accounting period;

comparable conditions - set of the factors of economic and economic activity of the accounting period connected with energy consumption change, but which are not reflecting work on energy saving. The generalized energy costs of the basic period are given to comparable conditions;

ton of conditional fuel - accounting unit of fuel with the lowest calorific capability of 7 gigacalories;

conversion factors of electrical and heat energy in conditional fuel - the size of consumption of conditional fuel, average on the republic, on leave by power sources of unit of electrical and heat energy which are annually specified by the Department of Energy of the Republic of Belarus.

3. The target indicator on energy saving is annually established as one of the main target indicators of social and economic development of the republic by the resolution of Council of Ministers of the Republic of Belarus to the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, areas and the city of Minsk.

4. The target indicator on energy saving for areas and the regional organizations of utility pattern of ownership is established regional and Minsk city by executive committees, for the separate organizations of utility pattern of ownership - the regional organizations or the relevant district and city executive committees.

For the organizations of republican pattern of ownership the target indicator on energy saving is established by superior organization. For the organizations with annual consumption more than 25 thousand here the target indicator on energy saving is established in coordination with regional and Minsk the Gorispolkoms according to their territorial accessory.

5. When calculating target indicator for energy saving the following independent and derivative units of measure of physical and economic quantities are used:

the generalized energy costs - ton of conditional fuel (here);

consumption, leave of electrical energy - one thousand kilowatt hours (one thousand kW · w);

consumption, leave of heat energy - gigacalorie (Gcal);

specific consumption of conditional fuel on leave ݽѬÔÓ«Ý¡ÑÓú¿¿ÔÒÔ/one thousand kW · h;

specific consumption of conditional fuel on leave ÔÑ»½«Ý¡ÑÓú¿¿ÔÒÔ/Gcal;

heat power conversion factor in conditional fuel - here/Gcal;

specific power generation on thermal consumption - one thousand kW · h/Gcal.
