1. Approve and enact Instructions for use (are applied) by systems of utility water supply and water disposal in the cities and the settlements of the Republic of Belarus.

2. Republican water association (Pravoshinsky N. A.) provide in accordance with the established procedure with the specified Rules production managements of housing and communal services, the Minsk regional GKA "Kommunalnik", the companies of water and sewer economy of system, other interested organizations, the organizations.

3. In connection with the publication of this order to consider the public water systems which voided Instructions for use and the water disposals approved by the order of the Minister of housing and communal services of BSSR on July 15, 1988 No. 142.

4. To impose control over the implementation of this order on management of municipal services and ecology (Demeshkevich S. N.).

Instructions for use systems of utility water supply and water disposal in the cities and the settlements of the Republic of Belarus

Determine relations of the water and sewer companies with subscribers when calculating for use of drinking water and removal of sewage, and also regulate procedure for accession to systems of utility water supply and water disposal, separation of operational responsibility of the parties, establishment and operation of metering devices of consumption of water.

Due to the adoption of these rules Instructions for use by public water systems and the water disposals approved by Minzhilkomkhoz's order of BSSR on July 15, 1988 No. 142 void.

1. General provisions

1.1. These rules establish procedure for use of drinking water from utility water supply systems and acceptance of sewage in the utility sewerage and determine relations between the utility companies of water and sewer economy of system of Minzhilkomkhoz of the Republic of Belarus which are hereinafter referred to as with the companies of VKH and the subscribers attached to systems of utility water supply and the sewerage.

1.2. Excluded

1.3. Production structures of utility water supply and the sewerage are intended for collective use and rendering utilities to the population, industrial and other enterprises and organizations.

Any accessions to systems of utility water supply of water supply systems of nondrinking appointment and sewer networks are strictly forbidden.

1.4. 1.7. Accession of objects to systems of utility water supply and the sewerage can be made only after accomplishment of the conditions determined by the company of VKH according to procedure, stated in Section 2 of these rules.

1.8. Systems of the utility sewerage are intended for acceptance and removal of household sewage. Acceptance of production sewage in utility sewerages can be resolved by the company of VKH on condition of accomplishment by subscribers of Conditions of acceptance of production sewage in the city sewerage, the approved mountains (paradise) by executive committees of local councils for the specific settlement.

1.9. The subscriber shall provide easy access to repair crews of the company of VKH on the territory for accomplishment of planned and emergency works on the networks of plumbing and sanitary which are belonging to the company of VKH and passing on the subscriber's territory to sampling points of waste water, and also to water-measuring nodes of subscribers. Constants and shoddy constructions on trasses of plumbing and sanitary are prohibited. VKH constructed without approval of the company on trasses of plumbing and sanitary constants and shoddy constructions, green plantings are subject to demolition by forces and for customer account of these works.

1.10. Rates for use of water from utility water supply systems and acceptance of sewage in the utility sewerage are established according to the current legislation for the corresponding groups of subscribers.
