About activities of Interstate council on emergency situations of natural and technogenic nature

1. Take into consideration Information on activities of Interstate council on emergency situations of natural and technogenic nature.
2. Note positive activities of Interstate council on emergency situations of natural and technogenic nature for strengthening of cooperation of the State Parties of the Commonwealth in questions of the prevention and liquidation of emergency situations.
3. To interstate council on emergency situations of natural and technogenic nature to continue development and enhancement of the practice of interaction of the State Parties of the CIS directed to realization of the tasks intended for the prevention of emergency situations of natural and technogenic nature, protection of life and health of the population, material and cultural values, the environment and mitigation of consequences in case of their origin.

The territories of the State Parties of the CIS occupy considerable part of the Eurasian continent and constitute more than 22 млн.кв.км, and the number of living reaches nearly 300 million people. Scales and geographical features of such extensive region predetermine probability of emergence of the majority of types of the existing natural disasters. By approximate estimates the economic damage from all types of emergency situations of natural and technogenic origin is estimated to ten billions of dollars in year.
Considering importance of combination of efforts of the State Parties of the Commonwealth of Independent States in forecasting and the prevention of technogenic and natural emergency situations, rendering the mutual emergency aid in liquidation of their effects, on January 22, 1993 the Council of CIS Heads of Government accepted the Agreement on interaction in the field of the prevention and mitigation of consequences of emergency situations of natural and technogenic nature. Participants of this Agreement are all 12 states of the CIS which governments signed or joined it.
According to this Agreement for effective realization of its provisions the Decision of Council of CIS Heads of Government of September 24, 1993 created Interstate council on emergency situations of natural and technogenic nature (further - Council) and the Regulations on it are approved. First deputy heads of the ministries and departments of emergency situations of the State Parties of the CIS are part of Council as plenipotentiaries, as a rule, (Appendix 1).
For the period the activities Council held 20 meetings which took place serially in the State Parties of the Commonwealth (Appendix 2).
At the initiative of Council or with its participation by the supreme bodies of the CIS number of interstate documents in the field of the prevention of emergency situations of technogenic and natural nature, liquidation of their effects, rescuing and evacuations of people is accepted (Appendix 3). These documents formed the basis of daily activities of Council, are taken and adequate measures on their realization are taken.
The operational solution of safety issues in emergency situations is drawn up by resolutions and decisions of Council. Number of documents within interdepartmental cooperation is accepted (Appendix 4).
The decisions made on the basis of consensus allow to consider interests of all State Parties of the Commonwealth in the joint solution of questions on safety, natural disaster response, catastrophic crashes and accidents.
In work progress Council reacted to all processes happening in the CIS and its activities were sent to search for mutually acceptable forms of interaction and cooperation. Scales and geographical features, saturation of many regions industrial facilities, the developed economic infrastructure, wear of business assets, difficult ecological situation in the State Parties of the CIS cause the increased probability of emergence of natural and technogenic catastrophes, accidents, other emergency situations. All this causes aspiration to certain integration and cooperation in case of the solution of questions of the prevention and liquidation of emergency situations by creation of system of collective security in this area.
The Agreement accepted in 1993 determined the main directions of activities of Council for joint safety of people and economy of the State Parties of the Commonwealth.
It is the coordinated policy of the states in the field of the prevention and mitigation of consequences of emergency situations; rapprochement of regulations of legislations on this problem; coordination of interstate cooperation and development of joint scientific and technical programs; the organization of training of specialists for system of the prevention and liquidation of emergency situations; coordination of collateral actions on mitigation of consequences of large-scale and cross-border emergency situations; forecasting of emergence of emergency situations and their scales; control of condition of potentially dangerous objects.
Among problems which the states of the Commonwealth solved recently one of important places occupies forming of system of interaction in the field of the prevention and liquidation of emergency situations.
In March, 1996 at the request of heads of governments of the State Parties of the CIS the Presidium of Interstate economic committee of Economic union approved the Regulations on Interstate system of the prevention and liquidation of emergency situations of the State Parties of the Commonwealth of Independent States developed by Council (further - System).
The regulations on System provide:
carrying out coordinated policy in the field of the mutual notification and informing on emergence of threat of emergency situations in border zones;
organization of interaction of bodies and control centers, communication and warning systems, forces and means;
protection of life and public health care, stability of functioning of objects of economy and the social sphere in case of accidents, catastrophic crashes and other disasters.
Participation of the State Parties of the CIS in System is performed on the principles of strict observance of the state sovereignty.
With creation of System of the state moved to new level of interaction in the field of the prevention and liquidation of emergency situations. The warning system with use of opportunities of Control center of crisis situations of Emercom of Russia for information collection according to the prevention of emergency situations in the State Parties of the CIS and process management of their liquidation taking into account opportunities of the Case of forces of the CIS for mitigation of consequences of emergency situations of natural and technogenic nature is created and functions.
Within Council are created and effectively three working structures are effective:
The case of forces of the Commonwealth of Independent States for mitigation of consequences of emergency situations of natural and technogenic nature (further - the Case of forces);
Agency of the CIS on monitoring and forecasting of emergency situations;
Scientific council on problems of the prevention and liquidation of emergency situations.
On December 9, 1994 the Council of CIS Heads of Government makes the Decision on creation of the Case of forces of the CIS for mitigation of consequences of emergency situations of natural and technogenic nature, Regulations on the Case of forces and the Register of the forming allocated from the State Parties of the CIS in structure of the Case of forces are approved.
Divisions of the Case of forces can be applied in emergency situations which effects cannot be liquidated by forces and means of one State Party of the CIS, in the emergency situations having cross-border impact and requiring implementation of coordinated actions on mitigation of consequences. Specialized rescue divisions and divisions of medicine of catastrophic crashes of the Ministries of Health from all 12 State Parties of the CIS are part of the Case of forces.
In the course of change of situation, increase in quantity and danger of technogenic and natural emergency situations, reforming of national authorities on emergency situations of the State Parties of the CIS by relevant organs of the Commonwealth changes were made to structure of the Case of forces. For increase in efficiency of assistance in case of liquidation of emergency situations of force and funds were distributed on three regions: Western - the Republic of Belarus, the Republic of Moldova, the Russian Federation, Ukraine; Yuzhnyyazerbaydzhansky Republic, Republic of Armenia, Georgia, the Russian Federation; East - the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan.
Now as a part of the Case of forces 363 units of the special rescue equipment (including airmobile) and 2052 specialists rescuers.
The rescue units which are part of the Case of forces are deployed in the states.
For operational decision making about participation of forming of the Case of forces in liquidation of emergency situation in the territory of one of the State Parties of the CIS by Council approved document package on enforcement of forming of the Case of forces. The control of the Case of forces which the Executive directorate is is created from plenipotentiaries of the states. Management of Executive directorate is performed by the coordinator appointed by Council.
Application of divisions of the Case of forces is performed at the request of the government of the State Party of the CIS. In this regard the Council of CIS Heads of Government approved by the Decision of November 29, 2001 the Procedure for the organization of interaction of the State Parties of the CIS in case of mitigation of consequences of emergency situations of natural and technogenic nature. This document determined operations procedure of the State Parties of the Commonwealth in case of origin in their territories of large-scale or cross-border emergency situations including attraction of forming of the Case of forces for their liquidation.
On the basis of the Concept of the program of training accepted according to the Decision of Council in 1996 in Ashgabat the issue of training of specialists of the State Parties of the CIS in educational institutions of Emercom of Russia (Academy of civil protection Emercom of Russia and the Russian international center of training of rescuers) in which officers of civil protection for 11 State Parties of the CIS (except Georgia) and specialists for divisions of the Case of forces in the organization and carrying out rescue and other urgent operations prepare was resolved. The first enrollment of listeners in Academy of civil protection on quota basis took place in 1998. Preparation, retraining and advanced training of rescuers in organization of education "Institute of retraining and advanced training of the Ministry of Emergency Situations of the Republic of Belarus" is performed. In it specialists of divisions in emergency situations of 10 states of the CIS improve skills (except Georgia and the Republic of Uzbekistan).
On November 25, 1998 the Council of CIS Heads of Government approved the Interstate target development program of the Case of forces of the Commonwealth of Independent States for mitigation of consequences of emergency situations of natural and technogenic nature for the period till 2010 (further - the Program). The main objective of the Program is determination of complex of the approved actions, forces and resources directed to creation of the joint force for the benefit of assistance to the State Parties of the CIS which were affected by emergency situations.
The program provides measures for enhancement of structure of the Case of forces, management systems, communication and the notification, creation of airmobile rescue divisions, are set tasks of technical retrofitting, creation of systems of special, logistic and moral and psychological support of its activities, and also system of training. The necessary attention in the Program is paid to further enhancement of the regulatory framework regulating activities of the Case of forces, to carrying out research and development works on problems of its development.
