1. Approve the enclosed Industry rules on labor protection during the designing, construction, reconstruction, repair and content of highways.
2. This resolution becomes effective since March 10, 2008.

1. Industry rules on labor protection during the designing, construction, reconstruction, repair and content of highways (further - Rules) establish the state normative requirements of labor protection (further - requirements of labor protection) during the designing, construction, reconstruction, repair and content of highways.
2. The requirements of labor protection containing in these rules are obligatory for execution by workers the, and also legal entities and individual entrepreneurs performing designing, construction, reconstruction, repair and content of highways (further - the organizations performing road activities).
3. Under the organization and work for designing, construction, reconstruction, repair and content of highways requirements of the these rules, Cross-industry general rules for labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of June 3, 2003 No. 70 shall be observed (The national register of legal acts of the Republic of Belarus, 2003, No. 87, 8/9818), other regulatory legal acts, technical regulatory legal acts containing requirements of labor protection.
4. In case of change of engineering procedures, use of new materials, types of machines, devices and the equipment on which requirements for labor protection are not provided by these rules, other regulatory legal acts, technical regulatory legal acts the head of the organization performing road activities shall take measures for providing the healthy and safe working conditions working.
5. Employees of the organizations performing road activities shall be provided with special clothes, special footwear and other individual protection equipment according to Rules of providing workers with the individual protection equipment approved by the resolution of the Ministry of Labour of the Republic of Belarus of May 28, 1999 No. 67 (The national register of legal acts of the Republic of Belarus, 1999, No. 54, 8/527), and the workers occupied at the works connected with pollution of integuments, besides, - the washing-away and neutralizing means according to Rules of providing workers the washing-away and neutralizing means approved by the resolution of the Ministry of Labour of the Republic of Belarus of April 27, 2000 No. 70 (The national register of legal acts of the Republic of Belarus, 2000, No. 51, 8/3484).
6. Factory, office and household buildings and constructions shall conform to requirements: construction regulations of the Republic of Belarus SNB 1.04.01-04 "Buildings and constructions. The main requirements to technical condition and servicing of building constructions and engineering systems, assessment of their serviceability", approved by the order of the Ministry of Architecture of the Republic of Belarus of March 2, 2004 No. 70 (further - SNB 1.04.01-04); SNB 3.02.03-03 "Office and household buildings" approved by the order of the Ministry of Architecture of the Republic of Belarus of July 28, 2003 No. 142 (further - SNB 3.02.03-03); The SanPiN 2.2.1.13-5-2006 "Hygienic requirements to designing, content and operation of production enterprises", approved by the resolution of the Chief state health officer of the Republic of Belarus of April 3, 2006 No. 40 (further - the SanPiN 2.2.1.13-5-2006); SanPiN 8-16 Republics of Belarus 2002 "The basic health regulations and regulations during the designing, construction, reconstruction and input of objects in operation", No. approved by the resolution of the Chief state health officer of the Republic of Belarus of September 26, 2002 144, other regulatory legal acts, technical regulatory legal acts.
7. The workers who found violations of these rules and also situations which create health hazard and lives for workers and surrounding people shall report immediately about it to the direct head, and in case of his otsutstviyavyshestoyashchy head.
The direct head or other official shall take measures for danger elimination; in case of impossibility of elimination of danger - to stop works, to remove workers to the safe place and to report about it to the head or other higher official of the organization performing road activities.
8. Persons which violated requirements of these rules are made responsible according to the legislation.
9. Management of labor protection in the organization performing road activities is assigned to her head. Heads of structural divisions of the organization performing road activities provide labor protection of workers in the structural divisions entrusted to them.
10. For the organization of work and control of labor protection condition heads of the organizations performing road activities create security service of work according to the Standard regulations on security service of work of the organization approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of May 24, 2002 No. 82 (The national register of legal acts of the Republic of Belarus, 2002, No. 89, 8/8286).
11. On the basis of these rules, other regulatory legal acts, technical regulatory legal acts containing requirements of labor protection taking into account specific conditions of work in the organizations performing road activities the existing instructions for labor protection, other local regulatory legal acts are developed or brought into accord with them.
Instructions for labor protection are developed according to the Procedure for development, approval and approval of instructions for labor protection approved by the resolution of the State committee of the Republic of Belarus on work and social protection of the population of July 14, 1994 No. 82 (The bulletin of normative legal information, 1994, No. 10).
12. For the purpose of creation of healthy and safe working conditions of workers, accident prevention on production and occupational diseases control of labor protection condition according to the Standard instruction about monitoring procedure behind compliance with law about labor protection in the organization approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 26, 2003 No. 159 is exercised (The national register of legal acts of the Republic of Belarus, 2004, No. 7, 8/10400).
13. Workers shall pass preliminary in case of revenues to work and periodic medical examinations according to the Procedure for performing obligatory medical examinations of workers approved by the resolution of the Ministry of Health of the Republic of Belarus of August 8, 2000 No. 33 (The national register of legal acts of the Republic of Belarus, 2000, No. 87, 8/3914).
14. In the organization performing road activities proceeding from features of production the list of the works with the increased danger which are carried out according to the work permit, approved by the head of the organization performing road activities is constituted.
15. The admission on the production territory, construction objects, to production and sanitary and household rooms of strangers, and also finding of workers in the action area of working bodies of construction and road machines is not allowed.
16. Training, instructing, training and examination of heads, specialists and workers of the organization performing road activities for labor protection are carried out according to the Regulations on continuous professional training of working (employees) approved by the resolution of Council of Ministers of the Republic of Belarus of May 15, 2007 No. 599 (The national register of legal acts of the Republic of Belarus, 2007, No. 120, 5/25186), both the Rules of training in safe methods and working methods, briefings and examinations concerning labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2003 No. 164 (The national register of legal acts of the Republic of Belarus, 2004, No. 22, 8/10510).
17. The personnel (persons) performing servicing, operation of machines, the equipment, installations, persons under surveillance to bodies of the state specialized supervision and control are allowed to work according to the procedure, established by the corresponding regulatory legal acts.
18. Masters, operators, the senior operators, local mechanics and other specialists in the approved list of positions shall periodically, at least once a year, to undergo examination of requirements of regulatory legal acts, technical regulatory legal acts, local regulatory legal acts which observance belongs to qualification (official) duties of employees of the organizations performing road activities.
19. The heads and specialists performing the organization of works, technical guidance, and also designing (designing), production, servicing, installation, adjustment, repair, reconstruction, technical diagnosing, engineering certification and operation of objects, persons under surveillance to Department on supervision of safe operation in the industry of the Ministry of Emergency Situations of the Republic of Belarus (further - the Gospromnadzor), undergo examination according to the Instruction about procedure for test of knowledge of the legislation in the field of the industrial, nuclear and radiation safety, safety of transportation of dangerous goods, protection and rational use of subsoil approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of January 8, 2007 No. 2 (The national register of legal acts of the Republic of Belarus, 2007, No. 57, 8/15806).
20. Handling and warehouse works in the organizations performing road activities shall be carried out according to requirements of Cross-industry rules for labor protection when carrying out the handling works approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 12, 2005 No. 173 (The national register of legal acts of the Republic of Belarus, 2006, No. 10, 8/13658), other regulatory legal acts and technical regulatory legal acts.
21. At works using female labor requirements the SanPiN 9-72 Republics of Belarus 98 "Hygienic requirements to working conditions of the women" approved by the resolution of the Chief state health officer of the Republic of Belarus of March 25, 1999 No. the Limit 12, of rates of lifting and moving the weights by women manually approved by the resolution of the Ministry of Labour of the Republic of Belarus of December 8, 1997 No. 111 shall be observed (The bulletin of normative legal information, 1998, No. 2).
22. 23. For the purpose of prevention of industrial traumatism and occupational diseases, improvements of conditions and labor protection of employees of the organization performing road activities are developed actions plans on labor protection according to the Regulations on planning and development of actions for labor protection approved by the resolution of the Ministry of Labour of the Republic of Belarus of October 23, 2000 No. 136 (The national register of legal acts of the Republic of Belarus, 2000, No. 113, 8/4357).
24. Certification of workplaces under the terms of work shall be carried out according to the procedure, established by the legislation.
25. The head of the organization performing road activities not allow the worker to work (to discharge of work):
appeared in alcohol intoxication or in the condition caused by consumption of drugs, psychotropic, toxic substances or connected with disease, interfering performance of work;
not undergone in cases and procedure, stipulated by the legislation, training, instructing, training and examination concerning labor protection;
not using the required individual protection equipment ensuring labor safety;
not had medical examination in cases and procedure, stipulated by the legislation.
26. Building sites (sites), each production room, wardrobe the organizations performing road activities are provided with the first-aid kits of first aid completed according to the resolution of the Ministry of Health of the Republic of Belarus of January 15, 2007 No. 4 "About approval of lists of the investments entering first-aid kits of first aid and procedure for their picking" (The national register of legal acts of the Republic of Belarus, 2007, No. 68, 8/15904).
27. In the organizations performing road activities passports of sanitary condition of conditions and labor protection according to the Instruction for carrying out certification of sanitary condition of conditions and the labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of February 4, 2004 No. 11 shall be developed (The national register of legal acts of the Republic of Belarus, 2004, No. 36, 8/10592).
28. In the organizations performing road activities control of condition of factors of the production circle on workplaces according to requirements of the corresponding regulatory legal acts and technical regulatory legal acts shall be exercised.
29. Content of harmful chemicals in air of the working area shall not exceed threshold limit values according to the SanPiN 11-19-94 "The list of the hazardous substances regulated in air of the working area", approved by the resolution of the Chief state health officer of the Republic of Belarus of March 9, 1994 No. 11-19-94 (further - the SanPiN 11-19-94), other technical regulatory legal acts.
30. Microclimate parameters (temperatures, relative humidity and mobility of air of the working area) shall conform to requirements the SanPiN 9-80-98 "Hygienic requirements to microclimate of the production rooms" approved by the resolution of the Chief state health officer of the Republic of Belarus of March 25, 1999 No. 12, of other technical regulatory legal acts.
31. Noise level and vibrations on workplaces shall conform to requirements the SanPiN 2.2.4/2.1.8.10-32-2002 "Noise on workplaces, in rooms of residential, public buildings and in the territory of the housing estate", No. approved by the resolution of the Chief state health officer of the Republic of Belarus of December 31, 2002 158, the SanPiN 2.2.4/2.1.8.10-33-2002 "Production vibration, vibration in rooms of the residential and public buildings" approved by the resolution of the Chief state health officer of the Republic of Belarus of December 31, 2002 No. 159.
32. Levels of infrasound, ultrasound, electric, electromagnetic and other radiations, illumination, aero ionization shall conform to requirements of technical regulatory legal acts.
33. All working shall be provided with the drinking water conforming to requirements the SanPiN 10-124 Republics of Belarus 99 "Drinking water. Hygienic requirements to quality of water of centralized systems of drinking water supply. Quality control", approved and enacted by the resolution of the Chief state health officer of the Republic of Belarus of October 19, 1999 No. 46.
Drinking installations shall be not further 75 m from workplaces.
34. The organization and performance of works during the designing, construction, reconstruction, repair and content of highways shall be performed according to requirements of TKP 45-1.03-40-2006 (02250) "Labor safety in construction. General requirements" (further - TKP 45-1.03-40-2006), TKP 45-1.03-44-2006 (02250) "Labor safety in construction. Construction production" (further - the TKP 45-1.03-44-2006) approved and enacted by the order of the Ministry of Architecture of the Republic of Belarus of November 27, 2006 No. 334, of other regulatory legal acts and technical regulatory legal acts.
35. The boilers, vessels working under pressure of water with temperature above 115 °C or other liquid with temperature exceeding boiling temperature with MPa 0,07 pressure the vessels working under vapor pressure or gas over MPa 0,07 the cylinders intended for the transportations and storage compressed, liquefied and dissolved gases under pressure from above 0, to MPa shall be operated according to requirements of Rules for the Construction and Safe Operation steam and the boilers approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of December 27, 2005 No. 57 (The national register of legal acts of the Republic of Belarus, 2006, No. 24, 8/13828), Rules for the Construction and Safe Operation of the vessels working under pressure, approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of December 27, 2005 No. 56 (The national register of legal acts of the Republic of Belarus, 2006, No. 25, 8/13868).
