According to the Regulations on the Department of Energy of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1595, and according to the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2003 No. 164 "About approval of Rules of training in safe methods and working methods briefings and examinations concerning labor protection" the Department of Energy of the Republic of Belarus DECIDES:
1. Approve the enclosed Rules of work with personnel in the organizations of electric power industry.
2. This resolution becomes effective from the date of its official publication.

1. These rules of work with personnel in the organizations of electric power industry (further - Rules) are developed according to the Rules of training in safe methods and working methods, briefings and examinations concerning labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2003 No. 164 (The national register of legal acts of the Republic of Belarus, 2004, No. 22, 8/10510), and the corresponding technical regulatory legal acts.
2. These rules establish procedure for free training to safe methods and working methods, briefings and examinations concerning labor protection of persons which are subject to compulsory insurance from labor accidents and occupational diseases, and the other persons involved in works in the organizations which are part of the national production association of power industry of Belenergo (further - GPO "Belenergo").
3. For the purposes of these rules the following main terms and their determinations are used:
power industry - the sphere of production, transfer and distribution of electrical and heat energy;
electric power industry - the industrial complex consisting of the regional power systems united in power system of the republic, and also the organizations of all patterns of ownership performing repair, adjustment and reconstruction of power generation facilities, research, developmental, technological works, designing and construction of new power generation facilities;
power generation facilities - the power plants which are under authority of the organizations GPO "Belenergo", boiler rooms, hydraulic engineering constructions, substations, power lines, thermal networks or any technological installations intended for production, transformation, transfer, distribution of electrical and heat energy;
operation personnel - employee category, directly influencing the governing bodies having the right of operational servicing and accomplishment of operational switchings on the energy equipment;
operational maintenance force - the employee category which is carrying out repair and operational servicing with the right of accomplishment of operational switchings, preparation of workplace and the admission of crews on processing equipment in thermal and power networks;
operational heads - the employee category performing operational management in change by the personnel subordinated to them and also work of the objects (power supply systems, power networks, thermal networks, power plants) assigned to them;
maintenance and adjustment force - employee category, carrying out maintenance, repair, adjustment, testing and technical diagnosing of the equipment, buildings and constructions, thermal and power networks;
work with personnel - the form of productive activity of heads and specialists in the organizations providing fulfillment of requirements of the legislation on training, briefing, advanced training and other forms of ensuring readiness of personnel to perform the functions;
equipment maintenance - operation, repair, adjustment and testing of the equipment, and also commissioning on it;
repair - complex of transactions on recovery of operability of product (installation) and recovery of his (her) resource or their components;
operation - use of object (product) to destination including transportation, storage, maintenance, technical diagnosing, repair (group technologically and (or) organizationally the connected types of activity);
maintenance - complex of transactions or transaction on maintenance of working capacity or operability of product (installation) in case of his (her) use to destination, the storage or transportation which are carried out in planned procedure;
training - personnel training on workplace under the leadership of person responsible for training, after theoretical preparation or along with it for the purpose of practical mastering specialty, adaptation to objects of servicing and management, acquisition of skills of bystry orientation on workplace and other working methods;
duplication - management of the energy equipment and accomplishment of all functions on the workplace of the person on duty or operational maintenance force performed under observation of the worker (according to the order), this equipment, responsible for operation;
training of workers - initial professional training of the people accepted on the company who had no profession earlier;
retraining (retraining) - will be organized for the purpose of development of new professions by the released workers who cannot be used by the professions, and also the people who expressed desire to change profession, taking into account needs of production;
training of workers in other (adjacent) professions is training of persons who already have profession, for the purpose of receipt of new profession with initial or higher skill level;
advanced training of workers is the training directed to consecutive enhancement of their professional and economic knowledge, skills, growth of skill by professions which they have;
special work types - work types for which accomplishment it is necessary to be trained according to programs on specialization courses in the organizations of education providing vocational training (technical training colleges, professional lyceums, professional colleges) and (or) in the organizations of education providing advanced training and retraining of personnel (training centers, educational plants, departments of the organizations providing vocational training, rates, educational Items) (further - organizations of education);
preparation preceding an examination - the form of training of personnel for examination including thematic consultations, seminars, rates, independent preparation (papers on the set subject for heads, specialists and employees, studying of regulations, rules and instructions in volume of requirements of the training program by profession and concerning labor protection for working specialties);
special preparation - form of maintenance of qualification operational and operational maintenance force with separation from the main function in working hours by its systematic training in management of production processes on educational and training means, forming of practical skills, studies of organizational and administrative, normative and technical documents, the analysis of technological violations and emergencies.
4. Action of these rules extends to GPO "Belenergo" of the organization which are part, the employers and persons performing work based on the employment contract (contract) (daleerabotnik).
5. In the organizations the following main forms of work with personnel shall be provided:
organization of professional preparation, training in safe methods and working methods;
examination in volume of the job description or qualification requirements, including concerning labor protection and technical operation (further - examination);
training, duplication;
briefings concerning labor protection, fire safety, accident-free and safe operation of the equipment (further - instructing);
advanced training, training in special work types;
holding antiemergency and fire-proof trainings;
training on fire technically minimum;
performing periodic medical examinations;
control of condition of conditions and labor protection.
Work with personnel shall be carried out according to requirements of the current legislation and these rules.
Requirements to methods and forms of work on each direction shall be determined by local regulatory legal acts of the employer.
