For the purpose of further promotion of the principles of financial decentralization, the organization of effective joint activities of executive bodies and local government bodies in this sphere, and also according to articles 42 and 96 of the Constitution of the Kyrgyz Republic, Chapter 34 of the Tax code of the Kyrgyz Republic I decide:

1. Support government proposal of the Kyrgyz Republic and approve carrying out from August 1 to December 31, 2008 pilot project on transfer of functions of administration of the local taxes to local government bodies and charges, the nation-wide taxes which are completely arriving in local budgets.

2. Approve the enclosed List of the local government bodies participating in the project on transfer of function of administration of the local taxes and charges, nation-wide taxes which are completely arriving in local budgets.

3. To transfer to the state committee of the Kyrgyz Republic on taxes and fees functions also powers on administration of the local taxes and charges, the nation-wide taxes which are completely arriving in local budgets, to the local government bodies participating in pilot project.

4. To the Ministry of Finance of the Kyrgyz Republic together with the State committee of the Kyrgyz Republic on taxes and fees and the National agency of the Kyrgyz Republic for local self-government:

- coordinate the course of carrying out pilot project in local government bodies and exercise control of observance of the tax legislation of the Kyrgyz Republic;

- develop and approve mechanisms of transfer and further implementation of functions of administration by local government bodies of the local taxes and charges, the nation-wide taxes which are completely arriving in local budgets;
