About approval of Rules on labor protection in case of production and postharvest processing of products of crop production
In pursuance of the resolution of Council of Ministers of the Republic of Belarus of August 16, 2005 "About the Republican target program for improvement of conditions and labor protection for 2006-2010" the Ministry of Agriculture and Food of the Republic of Belarus DECIDES: No. 905
1. Approve the enclosed Rules on labor protection in case of production and postharvest processing of products of crop production.
2. Not apply in the territory of the Republic of Belarus the Safety rules in case of production and postharvest processing of products of crop production for system of State Agricultural Committee of the USSR approved by State Agricultural Committee of the USSR on December 12, 1986.
3. This resolution becomes effective after its official publication.

1. Rules on labor protection in case of production and postharvest processing of products of crop production (further - Rules) establish requirements of labor protection in case of production and postharvest processing of products of crop production (further - requirements of labor protection).
2. The requirements of labor protection containing in these rules extend to employers irrespective of their forms of business and types of activity and are considered during the designing, construction, reconstruction and operation of objects, designing, production, installation and adjustment of the new equipment, operation, maintenance, repair and upgrade of the operative equipment for production of crop production.
3. In case of production of crop production requirements of the these rules, Cross-industry general rules for labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of June 3, 2003 No. 70 shall be observed (The national register of legal acts of the Republic of Belarus, 2003, No. 87, 8/9818), other regulatory legal acts, technical regulatory legal acts containing requirements of labor protection, technical regulatory legal acts of system of fire-proof regulation and standardization in the Republic of Belarus.
4. In case of absence in these rules and other regulatory legal acts of the requirements providing safe working conditions, the employer takes measures for providing healthy and safe working conditions of workers.
5. On the basis of these rules, other regulatory legal acts, technical regulatory legal acts containing requirements of labor protection taking into account specific conditions of work by the employer are accepted or brought into accord with them of the instruction for labor protection, other local regulatory legal acts.
6. Instructions for labor protection are developed according to the Procedure for development, approval and approval of instructions for labor protection approved by the resolution of the State committee of the Republic of Belarus on work and social protection of the population of July 14, 1994 No. 82 (The bulletin of normative legal information, 1994, No. 10).
7. In case of production of crop production impact on workers of the following dangerous and harmful production factors is possible:
7.1. physical:
moving machines and mechanisms, mobile parts of production equipment, the collapsing designs, procurements, materials;
the increased or lowered temperature of surfaces of the equipment, materials;
the increased or lowered air temperature of the working area;
the increased or lowered humidity of air of the working area;
the increased value of tension in electric chain which short circuit can happen through body of the person;
the increased level of static electricity;
the increased noise level and production vibration on workplace;
insufficient illumination of the working area;
sharp edges, agnails and roughness on the surfaces of procurements, tools, the machinery and equipment;
workplace arrangement at considerable height concerning the Earth's surface (floor);
7.2. chemical:
the increased dust content and gas contamination of air of the working area;
7.3. biological;
7.4. psychophysical.
8. The hazardous substance content in air of the working area of the organizations of crop production shall not exceed threshold limit values according to the hygienic standard rates of GN RB 9-106 98 "The Threshold Limit Values (TLV) of hazardous substances in air of the working area" approved by the resolution of the Chief state health officer of the Republic of Belarus of December 31, 1998 No. 53 (further - GN 9-106 RB 98), other technical regulatory legal acts.
9. Temperature, humidity, speed of movement of air in the working area of production rooms shall conform the SanPiN 9-80 Republics of Belarus 98 "Hygienic requirements to microclimate of production rooms", the approved resolution of the Chief state health officer of the Republic of Belarus of March 25, 1999 No. 9-80-98 (further - the SanPiN 9-80 Republics of Belarus 98).
10. Illumination of production rooms and platforms shall conform to requirements of technical regulatory legal acts.
11. Noise levels and vibrations shall conform to requirements:
SanPiN 2.2.4/2.1.8.10-32-2002 "Noise on workplaces, in rooms of residential, public buildings and in the territory of the housing estate", approved by the resolution of the Chief state health officer of the Republic of Belarus of December 31, 2002 No. 158 (further - the SanPiN 2.2.4/2.1.8.10-32-2002);
SanPiN 2.2.4/2.1.8.10-33-2002 "Production vibration, vibration in rooms of the residential and public buildings" approved by the resolution of the Chief state health officer of the Republic of Belarus of December 31, 2002 No. 159 (further - the SanPiN 2.2.4/2.1.8.10-33-2002).
12. Working conditions during the work with video display terminals, electronic computers and personal electronic computers shall conform to requirements of technical regulatory legal acts.
13. Control of labor protection condition in the organizations is exercised according to the Standard instruction about monitoring procedure behind compliance with law about labor protection in the organization approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 26, 2003 No. 159 (The national register of legal acts of the Republic of Belarus, 2004, No. 7, 8/10400).
14. The workers who allowed violation of requirements of these rules are made responsible according to the legislation.
15. Control of labor protection in the organization is exercised by her head, in structural divisions of the organization - heads of structural divisions.
16. For the organization of work and control for labor protection the head of the organization creates security service of work (enters position of the labor protection specialist) according to the Standard regulations on security service of work of the organization approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of May 24, 2002 No. 82 (The national register of legal acts of the Republic of Belarus, 2002, No. 89, 8/8286). The number and structure of security service of work are established according to the resolution of the Ministry of Labour of the Republic of Belarus of July 23, 1999 No. 94 "About approval of Standard rates of number of labor protection specialists at the companies" (The national register of legal acts of the Republic of Belarus, 1999, No. 63, 8/698).
Absence in the organization of security service of work (labor protection specialist) does not exempt her head from obligation of providing the organization of work and control on labor protection.
17. Machines and the equipment shall be fixed personally to workers the order on the organization. Temporary transfer of the machine to other worker needs to be drawn up the corresponding written order.
In case of transfer of workers into other work type or into other machine in addition to training it is necessary to carry out training and examination concerning labor protection.
18. For the purpose of prevention of industrial traumatism and occupational diseases in the organization actions plans on labor protection according to the Regulations on planning and development of actions for labor protection approved by the resolution of the Ministry of Labour of the Republic of Belarus of October 23, 2000 No. 136 are developed (The national register of legal acts of the Republic of Belarus, 2000, No. 113, 8/4357).
The actions plan on labor protection is drawn up as appendix to the collective agreement. In the absence of the collective agreement the actions plan is approved with labor union or other representative body of workers and affirms the employer or the official authorized by it.
19. The head of the organization provides passing by workers of medical examinations according to the Procedure for performing obligatory medical examinations of workers approved by the resolution of the Ministry of Health of the Republic of Belarus of August 8, 2000 No. 33 (The national register of legal acts of the Republic of Belarus, 2000, No. 87, 8/3914).
20. Workers shall be trained, instructing, training and examination concerning labor protection according to the Rules of training in safe methods and working methods, briefings and examinations concerning labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2003 No. 164 (The national register of legal acts of the Republic of Belarus, 2004, No. 22, 8/10510).
21. Responsibility for the organization of training, instructing, training and examination of workers concerning labor protection is assigned to the head of the organization, in structural divisions of the organization - to heads of structural divisions.
22. Control of timely and high-quality carrying out training, instructing, training and examination of employees of the organization for labor protection is performed by security service of work (labor protection specialist).
23. At the head of the structural unit (other official) instructing on labor protection with employees of the organization shall be:
magazine of registration of instructing in labor protection;
set of the instructions of all professions and on all work types existing and stored in division, and also the list of these instructions approved by the head or his deputy.
24. In the organizations of crop production proceeding from features of production are constituted:
the list of the works with the increased danger requiring implementation of special organizational and technical events, constant control behind their production for the purpose of safety of the workers (work at height of buildings, in reservoirs, wells, underground constructions and others) who are carried out according to the work permit;
the list of the officials having the right of issue of the work permit.
The specified lists affirm the head of the organization.
25. Taking into account specifics of separate work types on their production process charts or projects of works are developed and accepted in accordance with the established procedure.
26. The work permit determines the place (places) of works with the increased danger, their content, conditions of safe accomplishment, time of the beginning and completion of works, structure of crew or the workers performing works, ranking officers in case of accomplishment of these works. The work permit is filled in in form according to appendix 1 to these rules.
27. The work permit is registered security service of work.
The security service of work shall have the list of the officials having the right of issue of the work permit.
28. The work permit is issued for the term necessary for accomplishment of the set amount of works if other is not provided by the regulatory legal acts regulating safety requirements in case of accomplishment of specific work type with the increased danger. In case of origin in the course of works of the dangerous production factors which are not provided by the work permit, works stop, and the work permit is cancelled. Resumption of work is made after issue of the new work permit.
29. In exceptional cases for the purpose of elimination of threat of life of people, preventions of accident or mitigation of consequences it and natural disaster of work with the increased danger on their initial stage can be begun without execution of the work permit, but with obligatory observance of package of measures for safety of workers and under direct management of the responsible official.
If these works accept long nature (more than one change), execution of the work permit is made without fail.
30. The work permit is drawn up in duplicate which are stored at least one month. The first copy is at the official who issued the work permit, the second - at the works manager. In case of works in the territory of the organization by employees of construction, repair and construction, mounting and other organizations the work permit is drawn up in triplicate, the third copy is issued to the responsible person of the organization in the territory of which works are performed.
31. Before the admission to work the responsible works manager acquaints workers with actions for safe works, carries out target instructing with registration it in the work permit.
32. The responsible works manager exercises control of accomplishment of the actions for ensuring safe works provided in the work permit.
33. In case of danger to life and health of workers the authorized officer of the employer performing management of works takes measures for elimination of this danger, if necessary stops works and provides evacuation of workers from the danger area.
34. Features of regulation of work of women are established according to Articles 262-270 of the Labor code of the Republic of Belarus, the resolution of Council of Ministers of the Republic of Belarus of May 26, 2000 No. 765 "About the List of hard work and works with harmful and (or) dangerous working conditions on which application of work of women is forbidden" (The national register of legal acts of the Republic of Belarus, 2000, No. 56, 5/3336), the SanPiN of the Republic of Belarus 9-72-98 "Hygienic requirements to working conditions of women", approved by the resolution of the Chief state health officer of the Republic of Belarus of March 25, 1999 No. 12.
35. Investigation, registration, accounting of accidents and occupational diseases on production are performed according to the Rules of investigation and accounting of labor accidents and occupational diseases approved by the resolution of Council of Ministers of the Republic of Belarus of January 15, 2004 No. 30 "About investigation and accounting of labor accidents and occupational diseases" (The national register of legal acts of the Republic of Belarus, 2004, No. 8, 5/13691).
36. Employees of the organizations of crop production shall be provided with individual protection equipment taking into account working conditions and nature of the performed work according to Rules of providing workers with the individual protection equipment approved by the resolution of the Ministry of Labour of the Republic of Belarus of May 28, 1999 No. 67 (The national register of legal acts of the Republic of Belarus, 1999, No. 54, 8/527), and the Standard industry regulations of free issue of individual protection equipment to workers of agricultural and water economy approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of September 26, 2003 No. 107 (The national register of legal acts of the Republic of Belarus, 2003, No. 115, 8/10065).
37. The device and content of the territory of the organization, the sizes of sanitary protection zones shall conform to requirements the SanPiN 2.2.1.13-5-2006 "Hygienic requirements to designing, content and operation of production enterprises", approved by the resolution of the Chief state health officer of the Republic of Belarus of April 3, 2006 No. 40 (further - the SanPiN 2.2.1.13-5-2006), the SanPiN 10-7-2003 "Health regulations of content of the territories" approved by the resolution of the Chief state health officer of the Republic of Belarus of June 5, 2003 No. 60, the SanPiN 10-5-2002 "Sanitary protection zones and sanitary classification of the companies, constructions and other objects", approved by the resolution of the Chief state health officer of the Republic of Belarus of September 9, 2002 No. 68, of other technical regulatory legal acts and regulatory legal acts.
38. Depending on local conditions it is necessary to perform measures for improvement and gardening of the territory of the organization by the trees and bushes which are not giving the trimmed seeds.
39. 43. The building site in the territory, zones of disassembly of buildings and constructions are protected, danger areas are designated by signs of safety and texts of the established form.
44. In the territory of the organization pedestrian passes with hard surface are provided.
45. In places of transitions through ditches, trenches strong transitional bridges at least 1 m wide with handrail height of at least 1,1 of m, with continuous covering in the bottom of handrail on m 0,15 height from flooring and with the protecting level at m 0,5 height are arranged.
46. Roads, drives and pedestrian passes shall be free for movement, are leveled, cleared of snow and dirt, in ice are strewed with the materials interfering sliding, and at night are lit.
47. In places of crossing of railway lines with roads and sidewalks provide specially equipped safe moving and transitions.
48. Traffic circulation in the territory and in production rooms is regulated by route signs on STB 1140-99 "Route signs. General specifications", to No. approved and enacted by the resolution of the State committee on standardization, metrology and certification of the Republic of Belarus of February 26, 1999
2. Speed of movement of vehicles on the territory of the organization is established by the order of the head of the organization depending on type and type of transport and other conditions. In production rooms the speed of movement of vehicles shall not exceed 5 km/h.

52. The territory of Item shall be protected, and access to it to strangers is prohibited.
53. The deepenings arranged in the territory of Item for the technical purposes shall be densely and firmly closed or reliably protected, at night are lit with installation of warning labels.
54. Platforms for processing of products of crop production, the venue of handling works and regular movement of portable hoisting-and-transport mechanisms shall be planned and have hard surface.
The bias of platforms shall be no more than 3 °.
55. The sites of the territory adjacent to entrances, entrances to production storage facilities and platforms shall have the hard surface uniting with drives and walking paths. Free sites of the territory shall be planted trees and shrubs and arranged well.

The entrance of workers on the territory of Item shall be performed through rooms through passage. Pass of people through transport gate is forbidden.
60. The covered drives of automobile scales and intakes shall have the sizes at least 3,5 x 3,5 of m. At exit gate of automobile scales the directing columns at distance of 1 m from gate shall be established.
61. The territory of Item and production sites shall be kept clean. Drives and passes shall be free for traffic circulation and people, not to have ruts, holes and lit in night-time.
62. In summer dry time it is necessary to water the drives and passes adjoining production, administration and sanitary and household rooms. In winter time drives, paths, platforms, platforms and outside ladders shall be cleared of snow and ice, and in case of ice accretion to fall down sand.
63. Drains (ditches) for removal of atmospheric waters need to be cleared and contained regularly in good repair.
64. Bridges, drives, transitions, platforms shall contain in good repair, to be the equipped indexes, at night to be lit.
