About state regulation of deliveries of goods and products for natural gas export

For the purpose of control of mutually deliveries and rational distribution of industrial goods and the consumer goods delivered for natural gas export in 2000 I decide:

1. Create under the Cabinet of Ministers of Turkmenistan the commission on commodity deliveries for natural gas export (the Commission is referred to as) in structure according to appendix No. 1.

2. Determine that the Commission:

determines amounts of commodity deliveries in terms of money taking into account requirements and solvency of the ministries and departments;

proceeding from first-priority needs of the state, makes changes to distribution of amounts of commodity deliveries on quota of the Ministry of Trade and foreign economic relations of Turkmenistan.

3. Determine that quotas on commodity deliveries for natural gas export are distributed as follows (according to appendix No. 3):

To the Ministry of Trade and foreign economic relations of Turkmenistan for providing the companies and organizations of the ministries and departments of Turkmenistan (except oil and gas complex) including financed by means of the Government budget Turkmenistana220 of one million US dollars;

The state trade corporation "Turkmenneftegaz" for providing the companies and organizations of oil and gas complex of Turkmenistan - 180 million US dollars;

reserve - 32 million US dollars.

4. Determine that the contractual cost of the goods and products (counted in manats at the currency rate established by the Central bank of Turkmenistan on the date of customs clearance) which arrived on account of natural gas export to the ministries and departments of the quota established to the Ministry of Trade and foreign economic relations of Turkmenistan is set off by payments in the budget and it is considered extinguished on Turkmengaz State concern.
