About approval of the Minimum quality standards of the social services provided in the day centers for children with limited opportunities

For the purpose of accomplishment of the Law on the public assistance N 547-XV of December 25, 2003. (The official monitor of the Republic of Moldova, 2004, N 42-44, Art. 249), with subsequent changes and amendments, and also for the realization of National strategy and the Action plan on reforming of system of residential type on child care for 2007-2012 approved by the Order of the Government N 784 of July 9, 2007. (The official monitor of the Republic of Moldova, 2007, N 103-106, Art. 823), the Government DECIDES:
1. Approve the Minimum quality standards of the social services provided in the day centers for children with limited opportunities (are applied).
2. The minimum quality standards of the social services provided in the centers of the room of children with limited opportunities to apply in all organizations of this type within the assignments approved in budgets of the relevant central and local public organs, and also the means received from donations, grants and other sources according to the current legislation.
3. Implementation of the Minimum quality standards of the social services provided in the day centers for children with limited opportunities to charge to service providers.
4. To impose control over the implementation of this resolution on the Ministry of Labour, Social Protection and Family.

1. In these Minimum quality standards of the social services provided in the day centers for children with limited opportunities the following concepts are used:
a) the minimum quality standards of the social services provided in the day centers for children with limited opportunities, - regulations, mandatory at the national level which application guarantees ensuring minimum acceptable level of success of process of provision of services at the level of community as it is possible closer to the place of residence of the child with limited opportunities, and the children corresponding to special needs with limited opportunities and to family wishes, based on the basic principles and the fundamental rights of the child, for assistance of successful social integration and ensuring training and development of children with limited opportunities in family;
b) the child with limited opportunities - person from the birth and up to 18 years which in connection with touch (hearing, sight), physical/motive, intellectual/intellectual, mental and behavioural restraints needs leaving and special support from family and community;
c) The day center for children with limited opportunities (further - the Center) - organization in which children with limited opportunities contain and receive care in the afternoon. The day centers are alternative and provide to the children who are in family, wide range of services during the day;
d) the legal representative of the child - biological or adoptive parents, the child's guardian/custodian appointed by body of guardianship from name and for the benefit of the child and representing the interests of the child;
e) the individualized program of services - set of the services rendered to the user based on complex assessment of his requirements the head of case for the purpose of development of skills of independent life and (ре) integration into family and community;
f) integration into family, community and society - the special actions aimed at ensuring access and contents of the child in the biological or expanded family, participations of the child in life of community which part it is, and its acceptances by community as equal;
g) the applicant of services - the child with limited opportunities or his legal representative petitioning for rendering the specialized social services provided by the supplier of these services.
2. The services provided in the Center are based on the following principles:
a) the principle of respect for the highest interest of the child - all actions in relation to the child shall be taken taking into account its highest interests and meet special needs of the child with limited opportunities;
