Based on the Regulations on the Department of Energy of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1595, the Department of Energy of the Republic of Belarus DECIDES:
1. Approve enclosed:
Rules of technical operation of the narrow-gage railroads of the organizations subordinated to the Department of Energy of the Republic of Belarus, performing production and conversion of peat;
The instruction on the alarm system on the narrow-gage railroads of the organizations subordinated to the Department of Energy of the Republic of Belarus, performing production and conversion of peat;
The instruction for train service on the narrow-gage railroads of the organizations subordinated to the Department of Energy of the Republic of Belarus, performing production and conversion of peat;
The instruction for transportation of off-gage and heavy loads by the narrow-gage railroads of the organizations subordinated to the Department of Energy of the Republic of Belarus, performing production and conversion of peat;
The instruction on procedure for creation of technical administrative acts of transport workshops of the narrow-gage railroads of the organizations subordinated to the Department of Energy of the Republic of Belarus, performing production and conversion of peat.
2. To the national production association on fuel and gasification of Beltopgaz (Rudinsky L. I.), to the national production association of power industry of Belenergo (Yakubovich P. V.):
bring the local regulatory legal acts into accord with this resolution;
take other measures for its realization.

1. These rules of technical operation of the narrow-gage railroads of the organizations subordinated to the Department of Energy of the Republic of Belarus, performing production and conversion of peat (further - PTE), establish basic provisions and operating procedure of the narrow-gage railroads and workers of narrow-gage rail transport, the main sizes, regulations of content of constructions, devices, railway vehicles and requirements imposed to them, system of the organization of train service.
The narrow-gage railroads (width of track of 750 mm) of the organizations subordinated to the Department of Energy of the Republic of Belarus, performing production and conversion of peat (further - the organizations), are intended for transportations of peat products, economic loads and passengers.
2. Exact and steady accomplishment of these PTE ensures accurate and smooth functioning of the narrow-gage railroads and traffic safety.
These PTE are obligatory for all divisions and workers of narrow-gage rail transport of the organizations.
3. In these PTE the following terms and determinations are applied:
branch track - way on which when following the railway vehicles deviate on the railroad switch;
crew of special self-propelled railway vehicles - the employee group appointed for management and servicing of special self-propelled railway vehicles, including the driver and the assistant to the driver (according to the maintenance instruction of the corresponding machine);
goods wagons - the cars intended for transportation of goods. Closed cars, gondola cars, platforms, tanks, specialized cars for peat transportation, transporters, hopper dosers and other types of cars for transportation of goods concern to them;
cars - the cars intended for transportation of passengers. Also cars dining rooms, office and technical belong to these cars (office, sanitary and other types of cars for transportation and servicing of passengers);
vetvevladelets - the organization having on the property right, economic maintaining or operational management sidings and arrangements for processing of cars;
temporary ways - the figurative ways stacked directly on peat deposit;

dimension of railway vehicles - limiting cross (perpendicular axes of way) outline in which both the loaded, and empty railway vehicles established on the direct horizontal site of way shall be located;
dimension of approach of structures - limiting cross (perpendicular axes of way) outline in which no parts of constructions and devices shall be placed. Only the devices intended for their direct interaction with railway vehicles (car decelerators in working order, contact wires with fixture details, the turning part of column can constitute exception in case of set of water, etc.);
the main ways - ways of stages, and also ways of stations which are direct continuation of ways of adjacent stages and, as a rule, not having variations on railroad switches;
the cargo direction - the direction of movement of loaded trains in transit peat and peat products;
railway and construction machines - one of types of special self-propelled railway vehicles having one or several working bodies performing works on construction, all types of repair, content and maintenance of constructions and devices of the railroad;
the railway crossing - crossing of the road with railway tracks at one level;
maneuver - any movement of railway vehicles within the station connected with processing of the arrived and sent trains;
shunting work - work at the station on movement of cars and single diesel locomotives according to the established engineering procedure;
shunting structure - group of the cars linked among themselves and to the diesel locomotive making maneuvers. The diesel locomotive linked to one car is also considered as shunting structure;
insufficient visibility - the visibility of the road in the direction of movement less than 300 m caused by weather (meteorological) conditions (rain, snow and other atmospheric precipitation) and other factors reducing transparency of the atmosphere (dust, smoke, fog, smog);

railway vehicles - diesel locomotives, cars and special railway vehicles;
the pushing diesel locomotive - the diesel locomotive appointed for the aid to the leading diesel locomotive on separate stages or part of stage (in the rear of the train);

the train - the created and linked structure of cars with one or several operating diesel locomotives or special self-propelled railway vehicles, having the established signals and serviced by crew of train. the train recovery - the special forming intended for mitigation of consequences of derailments and collisions of railway vehicles;
the train passenger-and-freight - the train created on low-active sites from cargo and the cars intended for transportation of goods and passengers;
the train cargo - the train created from goods wagons, intended for transportation of goods (the milling, bricketed peat);
the train cargo dlinnosostavny - the cargo train which length (in conditional cars) exceeds on the site of following of this train the regulation established from conditions of placement of the train within the useful length of ways of separate Items and capacity of the addressing diesel locomotives;
the train passenger - the train for transportation of passengers created from cars;
the train fire - the railroad train intended for suppression of the fires on the railroad, railway vehicles and on the objects located near branch strip and also for assistance in case of accidents, the crashes, floods and other natural disasters;
the train economic - the train created from the operating diesel locomotive or the special self-propelled railway vehicles used as the diesel locomotive, cars allocated for special and technical needs of the railroad, the special self-propelled and not self-propelled railway vehicles intended for performance of works on content, servicing and repair of constructions and devices of the railroad;
train signals - the signals applied to designation of trains, diesel locomotives and special self-propelled railway vehicles;
branch strip - the parcel of land on which take place road bed with drainage devices, forest shelter plantings, permanent snow protection fences, communication lines, power supply and other railway constructions;
the safety deadlock - the deadlock way intended for the prevention of exit of railway vehicles to routes of trains;
track sign - the permanent index of profile and extent of rail lines;
ways of special purpose - the safety and catching deadlocks;
separate Item - the Item dividing rail line into stages;
travel - the separate Item on single-line lines having the traveling development intended for skreshcheniye and overtaking of trains;
the head of maneuvers - the worker of the transport workshop who is directly leading actions of all workers participating in maneuvers without whose specifying the driver of diesel locomotive (the driver of special self-propelled railway vehicles) making maneuvers has no right to set diesel locomotive, special self-propelled railway vehicles in motion;
the works manager - the ranking officer of the transport workshop to whom the management of works on the operated railway tracks, constructions and devices is assigned;
signal - conventional visible or sound sign by means of which certain order moves;
alarm sign - conventional visible sign by means of which the order or specifying of certain employee category moves. The limiting columns, signs specifying borders of the station, signs of giving of whistle belong to alarm signs;

4. Fundamental obligations of workers of the narrow-gage railway transport workshop of the organizations (further - workers of the transport workshop) are accomplishment of the plan of transportation of goods and passengers in case of unconditional safety of movement, conditions and labor protections, environmental protections and effective use of technical means.
Job responsibilities of workers of the transport workshop, the responsible persons specified in these PTE are established by the order of the head of the organization.
5. Each worker of the transport workshop shall give stop signal to the train or the maneuvering structure and to take other measures to their stop in all cases, life-threatening and to human health or traffic safety. In case of failure detection of constructions or devices, creating safety hazard of movement or environmental pollution, the worker of the transport workshop shall take immediately measures to barrier of the dangerous place and elimination of defect.
6. Workers of the transport workshop on duty shall keep clean and procedure the workplace and entrusted technical means.
Each worker of the transport workshop shall observe the requirements of regulatory legal acts, technical regulatory legal acts, local regulatory legal acts for labor protection, fire safety, production sanitation established for the work performed by it. Control over the implementation of the specified requirement is imposed on heads of the relevant structural divisions of the organization.
7. The workers of the transport workshop who do not have access rights to them are not allowed to the diesel locomotives, special railway vehicles, shooters, devices, mechanisms and other devices connected with movement safety and also to rooms from where traffic control is made.
8. In case of employment the workers of the transport workshop who are directly connected with train service are subject obligatory preliminary (in case of revenues to work) and to medical examinations, periodic during labor activity, in accordance with the established procedure.
9. Persons employed shall be trained and instructed to safe methods and working methods according to the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2003 No. 164 "About approval of Rules of training in safe methods and working methods, briefings and examinations concerning labor protection" (The national register of legal acts of the Republic of Belarus, 2004, No. 22, 8/10510).
10. Workers more young are not allowed than 18 years to the work which is directly connected with train service: drivers of diesel locomotives, drivers of special self-propelled railway vehicles, operators of cranes on railway to the course and their assistants, duty dispatchers, originators of trains, roadmen, mounters of way, inspectors of cars.
All requirements imposed to drivers of diesel locomotives are obligatory for drivers of all types of special self-propelled railway vehicles of the narrow-gage railroads of the organizations.
11. Each employee of the organization connected with train service bears responsibility for traffic safety according to the obligations. In case of movement of employees of the organization by pedestrian procedure out of the train within railway dimensions in night-time or in the conditions of insufficient visibility everyone shall designate itself(himself) retroreflective element (elements). Retroreflective characteristics of these elements are established by technical regulatory legal acts.
12. Violation by workers of the transport workshop of these PTE, regulatory legal acts, the technical regulatory legal acts containing requirements of labor protection attracts accountability according to the legislation.
13. In transport workshops of the organizations with traffic volume of permanent ways less than 200 thousand tons · km/km net in case of absence in the state of position of the chief of the transport workshop of the organization (further - the chief of the transport workshop) its obligations the order of the head of the organization are assigned to other workers (the general foreman, the master).
14. Constructions and devices of the narrow-gage railroads of the organizations shall contain in good repair according to construction regulations of the Republic of Belarus of SNB-1.04.01-04 "Buildings and constructions. The main requirements to technical condition and servicing of building constructions and engineering systems, assessment of their serviceability", approved by the order of the Ministry of Architecture of the Republic of Belarus of March 2, 2004 No. 70 "About approval and enforcement of technical regulatory legal acts in construction".
Responsibility for condition of constructions and devices is born by workers of the transport workshop, is direct servicing them, and chiefs of structural divisions under which authority these constructions and devices are.
These workers of the transport workshop everyone on the site shall know service regulations and condition of constructions and devices, to systematically check them and to provide content, maintenance and repair according to requirements of regulatory legal acts, technical regulatory legal acts for constructions and devices of narrow-gage rail transport.
15. Constructions, devices, mechanisms and the equipment shall correspond to the approved project documentation and technical regulatory legal acts. On the main constructions, devices, mechanisms and the equipment there shall be technical data sheets containing the main technical and operational characteristics.
Changes in design of constructions and devices are allowed to be brought in accordance with the established procedure in coordination with the organization performing project works.
16. Classification, the between-repairs periods and procedure for content of the main constructions and devices are established by management of the organization based on regulatory legal acts, technical regulatory legal acts.
17. Again constructed and reconstructed railway tracks, constructions and devices shall be accepted in operation according to construction regulations of the Republic of Belarus by SNB
1.03.04-2000 "Acceptance finished with construction of facilities. Basic provisions", approved by the order of the Ministry of Architecture of the Republic of Belarus of December 26, 2000 No. 596 "About approval of SNB 1.03.04-2000".
Inspections check compliance of the constructed and reconstructed constructions and devices of the approved project documentation and to specifications, and also quality of the performed works.
18. Again constructed and reconstructed constructions and devices of the narrow-gage railroads of the organization become effective only after approval of the operational documentation establishing procedure for their work ensuring traffic safety and labor protection (TRA, maintenance instructions, etc.), and also examinations of requirements of the specified documents the workers of the transport workshop servicing these constructions and devices.
