Based on Item of 1 appendix to the National plan of accomplishment of the obligations accepted by the Republic of Belarus under the Stockholm convention on resistant organic pollutants, for 2007-2010 and for the period till 2028, to No. approved by the Presidential decree of the Republic of Belarus of June 12, 2007 271, the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus DECIDES:
1. Approve the enclosed Rules of the handling of the equipment and the waste containing the polychlorinated biphenyls.
2. This resolution becomes effective from the date of its official publication.

1. Rules of the handling of the equipment and the waste containing the polychlorinated biphenyls (further - Rules), are developed for the purpose of realization of Item of 1 appendix to the National plan of accomplishment of the obligations accepted by the Republic of Belarus under the Stockholm convention on resistant organic pollutants, for 2007-2010 and for the period till 2028, to No. 271 approved by the Presidential decree of the Republic of Belarus of June 12, 2007 (The national register of legal acts of the Republic of Belarus, 2007, No. 145, 1/8663), and provisions of the Stockholm convention on resistant organic pollutants accepted in Stockholm on May 22, 2001 which the Republic of Belarus joined according to the Presidential decree of the Republic of Belarus of December 26, 2003 No. 594 "About accession of the Republic of Belarus to the Stockholm convention on resistant organic pollutants" (The national register of legal acts of the Republic of Belarus, 2004, No. 1, 1/5208) for the purpose of prevention of receipt to the environment and distribution in it the polychlorinated biphenyls - extremely dangerous to the environment and the person of chemicals.
2. Rules are established:
2.1. procedure for identification, marking, accounting of the equipment and the waste containing the polychlorinated biphenyls;
2.2. procedure for control of condition of the equipment containing the polychlorinated biphenyls, and actions in case of the revealed damages and leakages of the polychlorinated biphenyls;
2.3. requirements to storage and movement of the equipment and the waste containing the polychlorinated biphenyls;
2.4. safety requirements during the work with the equipment containing the polychlorinated biphenyls.
3. Action of these rules extends on:
3.1. the legal entities who are owners (owners) of the equipment and the waste containing the polychlorinated biphenyls;
3.2. the legal entities who are engaged in mitigation of consequences of spill of the polychlorinated biphenyls, packaging of the damaged equipment, discharge of dielectric liquids on the basis of the polychlorinated biphenyls, transportation and storage of the equipment and the waste containing the polychlorinated biphenyls.
4. For the purposes of these rules the following terms and their determinations are applied:
the polychlorinated biphenyls (further - PHB) - class of the chemical aromatic compounds containing in molecule from one to ten chlorine atoms with general formula CnHn-2-xClx;
liquids on the basis of PHB - the industrial chemicals representing mix of chlorbiphenyls which are used as dielectrics and cooling liquids: penta-, tetra-and trichlorodiphenyls (commercial names: the arokhlor, пирален, askaret, клофен, the kanekhlor, put, sovtol-10 and others);
the equipment containing PHB - transformers and condensers in which as the cooling or dielectric liquid liquids on the basis of PHB are used;
the waste containing PHB - the waste which is formed in the course of the handling of the equipment containing PHB and liquids on the basis of PHB:
the condensers and transformers containing PHB, other equipment about the PHB which lost consumer properties and taken out of service;
the unused or merged from the equipment liquids on the basis of PHB;
the flushing solutions used for cleaning of transformers, other reservoirs with PHB;
the reservoirs (container) used when transporting (storage) of PHB, which were directly contacting to PHB;
the materials used when cleaning spill of liquids on the basis of PHB (rags, sawdust, the contaminated protective clothes, gloves);
the soil contaminated as a result of floods (leakages) of PHB;
the building constructions, constructions impregnated with PHB as a result of leakages;
inventory count of PHB - activities for determination of quantitative and qualitative indexes of PHB, the equipment and the waste containing PHB;
identification of PHB - establishment of the actual availability of PHB in raw materials, materials, the equipment and waste.
5. Owners (owners) of the equipment and the waste containing PHB shall:
5.1. appoint the order of the officials responsible for the handling of the equipment and the waste containing PHB;
5.2. provide observance of requirements of safe engineering, fire safety and labor protection during the work with the equipment and the waste containing PHB including:
provide workers with special clothes and individual protection equipment for work with the equipment and the waste containing PHB;
not allow to work with the equipment containing PHB, persons who were not trained instructing in labor protection and safe engineering;
5.3. provide identification and marking of the equipment and the waste containing PHB;
5.4. provide accounting of the equipment and the waste containing PHB;
5.5. provide ecologically safe storage of the equipment and the waste containing PHB;
