According to the Law of the Republic of Belarus of January 10, 2000 "About industrial safety of hazardous production facilities" the Ministry of Emergency Situations of the Republic of Belarus and the Industry ministry of the Republic of Belarus DECIDE:

1. Approve the enclosed Rules of technical safety and labor protection in steel-smelting production.

2. Not apply in the territory of the Republic of Belarus the Safety rules for steel-smelting production approved by the Ministry of Iron and Steel of the USSR on January 25, 1972 and the State committee on supervision of safe operation in the industry and to mountain supervision under Council of Ministers of the USSR (Gostekhnadzor of the USSR) on February 16, 1972.

3. This resolution becomes effective from the date of its official publication.

Rules of technical safety and labor protection in steel-smelting production

Chapter 1. General polodeniye

1. Rules of technical safety and labor protection in steel-smelting production (further - Rules) establish requirements which observance ensures industrial safety in steel-smelting production, are directed to the prevention of accidents, industrial traumatism and ensuring readiness of the organizations operating hazardous production facilities to localization and mitigation of consequences of accidents.

These rules extend to all steel-smelting productions of the organizations irrespective of their forms of business and patterns of ownership.

2. Designing, construction, reconstruction, modernization of steel-smelting productions, production, installation, adjustment, servicing and repair of technical devices, carrying out preparation and employee assessment are performed according to requirements of the operating construction regulations and rules, regulations of process design, requirements of these rules, Safety rules and labor protections of the metallurgical productions approved by the resolution of the Industry ministry of the Republic of Belarus of May 22, 2007 No. 8 (The national register of legal acts of the Republic of Belarus, 2007, No. 210, 8/16930) (further - Safety rules and labor protections of metallurgical productions), and also according to technical regulatory legal acts in the field of industrial safety.

3. During the commissioning, operation, conclusion from operation of steel-smelting productions the organization shall fulfill requirements of the Law of the Republic of Belarus of January 10, 2000 "About industrial safety of hazardous production facilities" (The national register of legal acts of the Republic of Belarus, 2000, No. 8, 2/138), the Regulations on licensing of activities in the field of industrial safety approved by the resolution of Council of Ministers of the Republic of Belarus of October 20, 2003 No. 1357 (The national register of legal acts of the Republic of Belarus, 2003, No. 119, 5/13232), Instructions about the registration of objects in the state register of hazardous production facilities and maintaining the state register of hazardous production facilities approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of April 11, 2003 No. 22 (The national register of legal acts of the Republic of Belarus, 2003, No. 53, 8/9473), and Rules of the organization and implementation of production control over observance of requirements of industrial safety on the hazardous production facilities approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of June 28, 2000 No. 11 (The national register of legal acts of the Republic of Belarus, 2000, No. 75, 8/3744).

4. Organization activity on designing, construction, operation, reconstruction, modernization, preservation and liquidation of steel-smelting production; to production, installation, adjustment, servicing and repair of the technical devices used in steel-smelting production; to expertize of industrial safety of steel-smelting production; to preparation and retraining of workers of steel-smelting production in the organizations which are not relating to system of the Ministry of Education it shall be performed based on special permissions (licenses) issued by republican state body in the field of industrial safety according to the legislation of the Republic of Belarus.

5. The organization shall take measures for prevention and elimination of adverse effect on organism of the working circle factors of its dwelling and to provide sanitary and epidemic wellbeing of the population according to the Law of the Republic of Belarus of November 23, 1993 "About sanitary and epidemic wellbeing of the population" (Vyarkho¸naga Savet's Vedamastsi of Respubliki Belarus, 1993, No. 36, Art. 451; National register of legal acts of the Republic of Belarus, 2000, No. 52, 2/172).

6. The organization operating steel-smelting production shall insure responsibility for damnification of life, to health or property of other persons according to the Presidential decree of the Republic of Belarus of August 25, 2006 No. 530 "About activities insurance" (The national register of legal acts of the Republic of Belarus, 2006, No. 143, 1/7866).

7. Hazardous production facilities of steel-smelting productions on which fusions of ferrous metals and alloys on the basis of these fusions turn out are subject to registration in the state register according to the procedure established by republican state body in the field of industrial safety.

8. Technical devices (melting aggregates, aggregates of extra oven processing of liquid metal and others), including foreign production, applied in steel-smelting production, are subject to examination on compliance to requirements of industrial safety according to the procedure, established by the legislation of the Republic of Belarus.

9. Technical devices, buildings and constructions of steel-smelting productions in use are subject to examination of industrial safety at the scheduled time.

10. Steel-smelting aggregates, places of pouring and filling of metal and other technical devices during which operation dust and gases are emitted shall be equipped with the gas-catching and pyleochistny systems and devices.

11. Make changes and (or) additions to design of technical devices or in technological schemes of steel-smelting production it is allowed in coordination with the project organization, the organization manufacturer or the organization developer. The made changes and (or) additions are subject to examination of industrial safety and are approved in accordance with the established procedure.

12. The technical devices produced for steel-smelting productions shall be delivered with the passports containing the main specifications this about useful lives, terms and procedure for inspection (diagnosing) and also with maintenance instructions.

In case of operation of technical devices in their passports data on change of design of technical devices, marks about the made capital repairs, about the accidents and incidents and the measures taken on liquidation of their effects taking place are entered.

13. The objects of steel-smelting productions connected with risk of fire or explosion shall be carried out according to requirements of General fire safety regulations of the Republic of Belarus for industrial enterprises, PPB RB 1.01-94, No. approved by the order of the Chief state inspector of the Republic of Belarus on fire supervision of December 30, 1994 29, and other technical regulatory legal acts on explosion safety.

14. In each steel-smelting workshop liquidation plans of accidents according to requirements of regulatory legal acts and technical regulatory legal acts concerning explosion safety shall be constituted.

15. The hoisting machines, mechanisms and devices used in steel-smelting productions shall conform to requirements of Rules for the Construction and Safe Operation of the hoisting cranes approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of December 3, 2004 No. 45 (The national register of legal acts of the Republic of Belarus, 2005, No. 6, 8/11889).

16. Designing, installation, operation of electroinstallations in steel-smelting production shall be performed according to requirements of regulatory legal acts, technical regulatory legal acts concerning electrical safety.

17. Air of the working area shall conform to requirements of technical regulatory legal acts in the field of technical regulation and standardization.

18. The procedure and terms of reduction of the operating steel-smelting productions in compliance with requirements of these rules are determined by heads of the organizations in coordination with territorial authorities of public administration in the field of industrial safety.

19. Methods and acceptances of safe operation of technical devices, safe performance of works are established in the instructions for labor protection developed according to the Procedure for development, approval and approval of instructions for labor protection approved by the resolution of the State committee of the Republic of Belarus on work and social protection of the population of July 14, 1994 No. 82 (The bulletin of normative legal information, 1994, No. 10).

20. Safety requirements to engineering procedures are established in text part of the main technological documents according to technical regulatory legal acts in the field of technical regulation and standardization.

21. Training of workers of steel-smelting workshops, sites in safe methods and working methods in the corresponding professions, instructing and examination concerning labor protection are performed according to the Rules of training in safe methods and working methods, briefings and examinations concerning labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of December 30, 2003 No. 164 (The national register of legal acts of the Republic of Belarus, 2004, No. 22, 8/10510), both Safety rules and labor protections of metallurgical productions.

Heads and specialists undergo examination according to the Instruction about procedure for test of knowledge of the legislation in the field of the industrial, nuclear and radiation safety, safety of transportation of dangerous goods, protection and rational use of subsoil approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of January 8, 2007 No. 2 (The national register of legal acts of the Republic of Belarus, 2007, No. 57, 8/15806).

22. In the organization the list of the works of the increased danger which are carried out according to the work permit shall be constituted.
