About approval of cross-industry rules on labor protection in case of heat treatment of metals

(as amended on on November 19, 2007)

According to the resolution of Council of Ministers of the Republic of Belarus of February 10, 2003 No. 150 "About the state normative requirements of labor protection in the Republic of Belarus" and for the purpose of ensuring labor protection of the workers occupied with heat treatment of metals, the Ministry of Labour and Social Protection of the Republic of Belarus and the Industry ministry of the Republic of Belarus DECIDE:

1. Approve the enclosed Cross-industry rules on labor protection in case of heat treatment of metals.

2. This resolution becomes effective since November 1, 2005.

Cross-industry rules on labor protection in case of heat treatment of metals

Chapter 1. General provisions and scope

1. Cross-industry rules on labor protection in case of heat treatment of metals (further - Rules) establish the state normative requirements of labor protection (further - requirements of labor protection) in case of heat treatment of metals.

2. The requirements of labor protection containing in these rules extend to all employers irrespective of their forms of business and types of activity and are considered during the designing, construction, reconstruction and operation of objects, designing, production, installation and adjustment of the new equipment; operation, maintenance, repair and upgrade of the operative equipment for heat treatment of metals.

3. Dangerous and harmful production factors are classified according to GOST 12.0.003-74 "Occupational safety standards system. Dangerous and harmful production factors. Classification", the approved resolution of the State committee of standards of Council of Ministers of the USSR of November 18, 1974 No. 2551 (further - GOST 12.0.003).

In case of heat treatment of metals perhaps on workers impact of the following dangerous and harmful production factors:

moving machines and mechanisms;

the moving products, procurements and materials (further - details);

sharp edges, agnails and roughness on the surfaces of procurements, tools and the equipment;

moving vehicles;

the increased dust content and gas contamination of air of the working area, aerosols of fibrogenny action;

the increased or lowered temperature of surfaces of the equipment, materials;

the increased or lowered air temperature of the working area;

the increased value of tension in electric chain which short circuit can happen through body of the person;

the increased level of electromagnetic radiations;

the increased intensity of magnetic field;

the increased noise level on workplace;

insufficient illumination of the working area;

the increased level of ultra-violet radiation;

the increased level of infrared radiation;

pozharo-and potential of explosion;

chemical dangerous and harmful production factors on nature of impact on human body: toxic, irritating, cancerogenic;

weight and intensity of work.

4. Under the organization and work for heat treatment of metals requirements of the these rules, Cross-industry general rules for labor protection approved by the resolution of the Ministry of Labour and Social Protection of the Republic of Belarus of June 3, 2003 No. 70 (The national register of legal acts of the Republic of Belarus, 2003, No. 87, 8/9818) (further - Cross-industry general rules on labor protection), other regulatory legal acts, technical regulatory legal acts containing requirements of labor protection shall be observed.

5. On the basis of these rules, other regulatory legal acts, technical regulatory legal acts containing requirements of labor protection taking into account specific conditions of work by the employer are accepted or brought into accord with them of the instruction for labor protection, other local regulatory legal acts.

6. For safety of work when carrying out processes of heat treatment of metals the employer shall exercise control of application by workers of the safe acceptances in work, fulfillment of requirements stated in rules and instructions for labor protection and also the correct application of means of collective and individual protection.

7. Persons guilty of violation of requirements of these rules are made responsible according to the legislation of the Republic of Belarus.

Chapter 2. Requirements to factory buildings and rooms

8. Factory buildings for placement of workshops and sites of heat treatment of metals in complex with other workshops it is necessary to have for winds of the prevailing direction in relation to the housing estate according to requirements the SanPiN 10-5 Republics of Belarus 2002 alee "Sanitary classification of the companies, constructions and other objects. Sanitary protection zones", approved by the resolution of the Chief state health officer of September 9, 2002 No. 68.

9. Workshops and sites for heat treatment of metals shall be located in one-storey buildings with the glazed windows and svetoaeratsionny lamps and conform to requirements of SNB 2.02.03-03 "Restriction of distribution of the fire in buildings and constructions. Space-planning and constructive decisions", approved by the order of the Ministry of Architecture of the Republic of Belarus of March 3, 2003 No. 42 (further - SNB 2.02.03), and other technical regulatory legal acts.

Placement of thermal workshops, sites in the lower or intermediate floor of the multi-storey building is allowed. In this case inserted floors shall be expected action of the corresponding static and dynamic loads, overlapping heat insulation for reduction of thermolysis is provided.

Placement of rooms of categories A and B on fire and explosion and fire risk should be provided at outside walls, and in multi-storey buildings - on upper floors. These rooms are not allowed to be placed in basement and first floors of buildings, the cases specified in normative and technical documents which except for are specially stipulated.

Rooms in which combustible gases and liquids are applied or stored are not allowed to be placed directly under the rooms intended for simultaneous stay more than 50 people.

The procedure for acceptance for operation finished with construction of facilities is established by SNB 1.03.04-2000 "Acceptance finished with construction of facilities. Basic provisions", approved by the order of the Ministry of Architecture of the Republic of Belarus of December 27, 2000 No. 142 (further - SNB 1.03.04).

10. Workshops and sites for heat treatment of details can occupy all building or be in the building with other productions, at the same time they shall be located at outside wall with window flights and separate from other workshops, sites main wall.

Space-planning and constructive solutions of placement of rooms of thermal workshops, sites should be carried out according to requirements of SNB 2.02.01-98 "Fire and technical classification of the buildings, building constructions and materials" approved by the order of the Ministry of Architecture of the Republic of Belarus of September 2, 1998 No. 314 (further - SNB 2.02.01), SNB 2.02.02-01 "Evacuation of people from buildings and constructions in case of the fire", approved by the order of the Ministry of Architecture of the Republic of Belarus of May 11, 2001 No. 19 (further - SNB 2.02.02), SNB 2.02.03; PPB RB

1.01-94 "General fire safety regulations of the Republic of Belarus for the industrial enterprises" approved by the order of the Chief state inspector of the Republic of Belarus on fire supervision of December 30, 1994 No. 29 (further - PPB RB 1.01); GOST 12.1.004-91 "Occupational safety standards system. Fire safety. General requirements", the State committee of the USSR on product quality control and standards approved by the resolution of June 14, 1991 No. 875 (further - GOST 12.1.004), and these rules.

11. Height of the workshop depends on the number of the available flights, dimensions of the used equipment and the processed details and there shall be at least 8 m.

For certain thermal workshops in coordination with bodies of the state sanitary inspection reduction of height of rooms, but up to three meters is allowed at least.

In multi-aisle buildings of thermal workshops height of "hot" flights where the equipment with big warm is installed and gas-allocations, shall be increased at the expense of svetoaeratsionny lamps. Width of svetoaeratsionny lamps shall constitute at least 30% of width of flight. Width of flight of the workshop shall be at least 12 m. Width of the building and its layout shall provide open entry of fresh air to "hot" flights.

12. In workshops and on sites of heat treatment passes and drives for movement of people and vehicles shall be provided.

Width of drives shall ensure traffic safety of vehicles and is established taking into account the maximum dimensions of vehicles with load and in case of one-way traffic of floor wheeled motor transport there shall be m 2,5-3, in case of two-way traffic of floor wheeled motor transport and lorries with a loading capacity up to 3 t - 4 m.

Borders of passes and drives shall be noted by strips at least 50 mm wide or other technical means, contrast in relation to color of floor.

13. The apertures in production rooms, workshops and sites for heat treatment of metals intended for traffic circulation and pass of people shall be equipped with the devices and devices (corridors, platforms, veils, etc.) excluding drafts (the automatic closed doors, latches, gates, etc.).

In the workshop (site) there shall be at least two exits arranged in places, the most reasonable for exit of service personnel.

Entrance doors shall open outside and have width of at least 0,8 of m.

14. Entrances and exits, passes and drives in and outside of production rooms and in the territory adjoining them shall be lit, free and safe for movement of people and transport.

Blocking up of passes and drives or their use for warehousing of loads is not allowed.

15. Height of entrance gate of the thermal workshop shall be at least 5, m, width - m 4,8 for rail transport suffices. In the workshop availability of at least two emergency exits is obligatory. Doors shall have width of at least 0,8 of m and height at least 2 m.

Gate, the doors and other apertures in main walls made for the different purposes shall be warmed and equipped with platforms or air thermal veils. Doors shall have devices for forced closing.

Opening and closing of heavy and big gate shall be mechanized, for exception of their spontaneous opening or closing there shall be fixers.

16. On the outer side of entrance gate and entrance doors place:

information on category of the building (room) on fire and explosion and fire risk and zone class on PUE and information card according to requirements of PPB RB 1.01. Categories of rooms and buildings are established depending on the substances and materials used in engineering procedure according to requirements

regulations of fire safety of the Republic of Belarus "Categorization of rooms, buildings and outside installations on fire and explosion and fire risk. NPB 5-2005", approved by the order of the Chief state inspector of the Republic of Belarus on fire supervision of April 28, 2006 No. 68;

the safety signs warning about availability of hazardous substances according to GOST 12.4.026-76 "Occupational safety standards system. Colors alarm and signs of safety", the approved resolution of the State committee of standards of Council of Ministers of the USSR of May 24, 1976 No. 1267 (further - GOST 12.4.026);

signs of fire safety according to STB 1392-2003 "System of standards of fire safety. Colors alarm. Signs of fire safety. General technical requirements. Test methods", the approved resolution of Committee on standardization, metrology and certification under Council of Ministers of the Republic of Belarus of April 28, 2003 No. 22.

17. The device and content of transport ways in the territory and in production premises of the organization shall conform to requirements of GOST 12.3.020-82 "Occupational safety standards system. Processes of cargo transfer at the companies. General requirements of safety", the State committee of the USSR on standards approved by the resolution of April 29, 1980 No. 1973 (further - GOST 12.3.020).

18. Walls and internal structures of rooms of thermal workshops shall be painted according to requirements of technical regulatory legal acts in this area. Finishing of production rooms shall exclude possibility of accumulating of dust, absorption of vapors and gases and to allow systematic cleaning of surface by wet method.

19. In rooms of sites of etching, cyanation, liquid nitriding and lead furnaces, and also sites where vacuum furnaces are established, laser, plasma and electron beam machines, walls on height of 2 m from floor shall be revetted with tiled or glass tiles.

20. The type of covering of floors when designing workshops (sites) should be chosen according to requirements of technical regulatory legal acts in this area.

In thermal workshops floors should be carried out from corrugated pig-iron tile or other material. Floors shall be equal, nonslipping, impervious for moisture and oil and it is easy to be cleared of dirt.

Floors in drives, passes, on sites of warehousing of loads shall have strong and hard surface. On sites of washing of details floor covering shall be waterproof. On sites of etching, cyanation, liquid nitriding and others where use of alkalis is possible, acids, salts, oil products and to that similar, floor covering shall be steady against impact of chemically active agents and not allow their absorption. Floors on these sites shall have bias at least 1:200 towards ladders for removal of sewage.

21. Deepenings in floor (wells, priyamk, tunnels of communications) shall be blocked by conveniently removed plates of necessary durability with corrugated surface.

22. Rails of intra shop transport shall be executed flush with floor. Turntables shall have the reliable, automatically locked fixers.

23. Sites of pickling of metals, cyanation, liquid nitriding, cyanic and lead furnaces bathtubs, diffusion metallization, borating, plasma, electron beam, laser processing, preparation of firm karbyurizator shall be placed in the rooms isolated from each other with the closed apertures for cargo flows.

24. On sites of etching of metal in overlappings, walls, columns and other structural elements of the room for prevention of corrosion in case of interaction with aggressive environment there shall not be unprotected speakers of metal parts.

25. In rooms for warehousing and packing of cyanic salts of connection of walls with floor shall be rounded off, not have hollows, cracks, cracks in which remaining balance of salts can accumulate, the device of plinths, wooden shelves, racks and to that similar is not allowed. Width of passes shall be at least 1 m.

Floors shall be smooth, are covered with metlakhsky tiles, linoleum or other waterproof material with the device of biases for liquid drain. The floors need to be washed the hot water containing 1% of iron vitriol for neutralization of dust of cyanic salts or hot soda solution.

In time off the warehouse shall be sealed up.

26. Sites of heat treatment in cyanic bathtubs where the works relating to group 3a of production processes on SNB 3.02.03-03 "Office and household buildings" approved by the resolution of the Ministry of Architecture of the Republic of Belarus of July 28, 2003 No. 142 are performed (further - SNB 3.02.03), shall be reported with the special isolated sanitary and household rooms.

27. The cellars and semi-basements equipped with ventilation can be used for placement of the service equipment (pipelines, oil coolers, pumps, fans and to that the similar equipment), transport and communication means.

Height of these rooms from floor to bottom of speakers of designs of overlapping (covering) shall be at least 2,2 of m; the lower speakers of part of communications and the equipment shall be located at height of at least 1,8 of m. Width of passes to cellars and semi-basements shall be at least 1 m.

The sizes of transport and communication tunnels shall conform to requirements of technical regulatory legal acts in this area.

28. For the periodic equipment maintenance buried in floor tunnels with the device shall be provided in them effective ventilation. Width of tunnel shall be such that in places of servicing of the heat-radiating equipment (furnaces, bathtubs) passes constituted at least 1,5 of m.

29. Basements and tunnels shall have at least two exits arranged in places, the most reasonable for exit of service personnel.

The distance from the most remote workplaces to the next emergency exit and between exits should be chosen according to SNB 2.02.02.

30. Basements and tunnels shall have reliable steel concrete or metal overlappings on strong support.

Communication channels shall be blocked by easily dischargeable metal or steel concrete plates of necessary durability. Over the locations of gates folding covers shall be established.

31. Household and auxiliary rooms shall be separated production rooms by blank walls or partitions and to constitute no more than 60% of external perimeter of the building of the thermal workshop. Placement of extensions and gaps between them shall provide possibility of the device of apertures for natural air flow to rooms of the thermal workshop.

32. Rooms for warehousing of details, reservoirs for liquids, chemicals and other materials shall be equipped with racks which by the sizes shall correspond to the greatest dimensions of the materials stacked on them, procurements, details.

Racks shall be expected the corresponding loadings, are operational and fixed.

On each rack maximum allowable loads shall be specified.

The glass container of large volumes shall be established on warehouse floor.

Width of passes between racks and stacks of breakbulk cargoes is established by at least 0,8 of m. Floors in storage facilities shall be smooth.

33. Placement of storage facilities in one building with production rooms shall not contradict conditions of engineering procedure, health and fire-proof requirements.

The storage facilities carried to explosion-fire-hazardous rooms shall be located in the separate one-storey buildings or one-storey rooms adjoining the factory building.

34. Building constructions, walls of production rooms, air ducts of ventilation are cleared of dust so that the amount of the dust weighed in air could not form explosive pylevozdushny mix of more than 1% of amount of the room.

35. Air ducts (pipelines) transporting pylevozdushny mix for protection against impact of static electricity shall be grounded.

36. Cleaning of workplaces, drives and passes shall be made during all working day and after each change.

37. It is necessary in process of pollution (but at least once a month) to make cleaning and cleaning of rooms, metalwork, outside surfaces of air ducts of ventilating systems and other equipment.

In case of use of water for removal of dust from walls, farms and metalwork electrotechnical, electrothermal devices and thermal aggregates with fusions for the period of cleaning shall be disconnected and covered.

38. Glasses of windows and svetoaeratsionny lamps shall be purified regularly of dust and dirt, but at least once in three months. Process of purification of glasses is recommended to be mechanized. In case of purification of glasses it is necessary to provide measures of protection from possible fall of splinters of glass.

Cleaning of the glazed surface of svetoaeratsionny lamps should be made from the platform of servicing.

39. Whitewashing of ceilings and coloring of walls of rooms of workshops is recommended to be made regularly, at least once a year.

Chapter 3. Requirements to heating, ventilation and air conditioning

40. Systems of heating, ventilation and air conditioning shall provide decrease in content in air of hazardous substances to the values which are not exceeding the threshold limit values (далееПДК) regulated by GOST 12.1.005-88 "Occupational safety standards system. General sanitary and hygienic requirements to air of the working area", the approved resolution of the State committee of the USSR on standards of September 29, 1988 No. 3388 (further - GOST 12.1.005); The SanPiN 11-19-94 "The list of the hazardous substances regulated in air of the working area", approved as the Chief state health officer of the Republic of Belarus on March 9, 1994 (further - the SanPiN 11-19); GN 9-106 RB 98 "The Threshold Limit Values (TLV) of hazardous substances in air of the working area" approved by the resolution of the Chief state health officer of the Republic of Belarus of December 31, 1998 No. 53 (further - GN 9-106 RB); GN 9-107 RB 98 "The Approximate Safe Levels of Impact (ASLI) of hazardous substances in air of the working area" approved by the resolution of the Chief state health officer of the Republic of Belarus of December 31, 1998 No. 53 (further - GN 9-107 RB).

Classification of hazardous substances and general requirements of safety in case of their production, application and storage are given in GOST 12.1.007-76 "Occupational safety standards system. Hazardous substances. Classification and general requirements of safety", the USSR approved by the resolution of the State committee of standards of Council of Ministers of March 10, 1976 No. 579 (further - GOST 12.1.007). The characteristic of hazardous substances is provided according to appendix 1 to these rules.

When designing systems of heating, ventilation and air conditioning it is necessary to observe requirements of SNB 4.02.01-03 "Heating, ventilation and air conditioning" approved by the resolution of the Ministry of Architecture of the Republic of Belarus of December 30, 2003 No. 259 (further - SNB 4.02.01).

41. Optimum and admissible parameters of microclimate according to the SanPiN 9-80 Republics of Belarus 98 "Hygienic requirements to microclimate of production rooms", approved by the resolution of the Chief state health officer of the Republic of Belarus of March 25, 1999 No. 12 (further - the SanPiN 9-80 Republics of Belarus), on workplaces in relation to performance of works of different categories during the cold and warm periods of year shall correspond to sizes according to appendix 2 to these rules.
