3. From the total amount of the means provided in the government budget for compensation to needy families for use of the electric power and natural gas to establish 70 percent on electricity use and 30 percent - on natural gas.

4. Funds for payment of compensation it is financed by the Ministry of Finance of the Republic of Tajikistan based on the offer of the district (city) commissions submitted within strictly certain terms according to the actual amount of services for the electric power and natural gas taking into account increase in their rates.

5. Establish for the organization of work of the district (city) commissions and their material logistics to 1, of percent, and for the actual services of Government savings bank of the Republic of Tajikistan of Amonatbonk - percent 0,8 from the general means provided for compensation to needy families for use of the electric power and natural gas.
