About formation of the commissions of Service of the state road supervision of the Ministry of Defence of Turkmenistan
For the purpose of further development of democratic basis of the state and public life of Turkmenistan, protection of the rights and legitimate interests of citizens, enhancement of activities for the prevention of the road accidents, and law enforcement by hearing of cases about the administrative responsibility for road traffic offenses I decide developments of effective measures for fight against offenses:
1. Form the commissions of Service of the state road supervision of the Ministry of Defence of Turkmenistan.
2. Approve the enclosed Regulations on the commissions of Service of the state road supervision of the Ministry of Defence of Turkmenistan.
3. Determine that hearing of cases about the administrative responsibility for road traffic offense, providing according to the Code of Turkmenistan about administrative offenses imposing of penalty of more than 0,5 of the minimum wage, deprivation of the right of vehicle control, and the circumstances which are subject to examination is within the competence of the commissions of Service of the state road supervision of the Ministry of Defence of Turkmenistan.
4. Determine that payment of the penalty imposed for road traffic offense shall be made by the violator within 12 hours, and in case of failure to pay penalty in the specified time the penalty amount is doubled every 12 hours before the expiration of 72 hours.
5. In case of failure to pay by the violator the imposed penalty within 72 hours to permit Service of the state road supervision of the Ministry of Defence of Turkmenistan to detain the vehicle on which road traffic offense, before recovery of penalty in the procedure established by the legislation was made.
