1. Form the working group on project implementation of the gas pipeline of Turkmenistan-Afghanistan-Pakistan in the following structure:

Gurbanmuradov E. A. - Vice-chairman of the Cabinet of Ministers of Turkmenistan,

Nazarov K. N. - Minister of the oil and gas industry and mineral resources of Turkmenistan,

Ahmed Chalyk is the representative of the President of Turkmenistan at negotiations on realization of natural gas, oil and the electric power of Turkmenistan in the markets of Turkey,

Dzhumaklychev A. - Minister of Energy and Industry of Turkmenistan,

Tachnazarov G - The state minister - the Chairman of Turkmengaz State concern,

Charyev I. M. - The state minister - the Chairman of the State trade corporation "Turkmenneftegaz",

Atageldyev O. B - The state minister - the Chairman of the Turkmengeologiya State corporation,

Atayev R - The state minister - the Chairman of Turkmenneftegazstroy State concern,

Babayev X.K. - The chairman of the State company in case of the President of Turkmenistan concerning the Caspian Sea, the director of Institute of oil and gas of Turkmengaz State concern.

2. Approve the enclosed Regulations on the working group on project implementation of the gas pipeline of Turkmenistan-Afghanistan-Pakistan.

3. Declare invalid the order of the President of Turkmenistan of June 8, 1999 No. 1940.

Regulations on the working group on project implementation of the gas pipeline of Turkmenistan-Afghanistan-Pakistan

1. The working group on project implementation of the gas pipeline of Turkmenistan-Afghanistan-Pakistan (the working group hereinafter is referred to as further) is formed for coordination of activities of executive bodies for implementation of the specified project.

2. The working group in the activities is guided by the Constitution of Turkmenistan, the laws of Turkmenistan, acts of the President of Turkmenistan, resolutions of Majlis of Turkmenistan, decisions of the Cabinet of Ministers of Turkmenistan and this Provision.

3. The working group is headed by the chairman. The structure of the working group affirms the President of Turkmenistan.

4. Meetings of working group are held as required, but at least once in 2 months, and are considered competent if at them there are at least two thirds of her members. Workgroup members participate in meetings without the replacement right.

5. Solutions of working group are drawn up by the protocol. In case of disagreement of workgroup member with the made decision in the protocol the special opinion is reflected.

7. Organizational and technical and information and analytical ensuring activities of working group is performed by Department of export pipelines of the Cabinet of Ministers of Turkmenistan and the Ministry of the oil and gas industry of Turkmenistan and the Ministry of the oil and gas industry and mineral resources of Turkmenistan.

8. The main objectives of working group are:

a) the organization and carrying out regular Turkmen-афгано - the Pakistani steering committee according to the intergovernmental agreement;

b) decision making on the main questions of the project of the gas pipeline of Turkmenistan-Afghanistan-Pakistan;

c) carrying out the international tender for the choice of the consultant (consultants) and rendering to it assistance in data preparation and implementation of works;

d) coordination of collateral actions at the choice of consortium and the organization of financing of the project of the gas pipeline;

e) consideration of offers of negotiation analytical project implementation team;

e) control of accomplishment of decisions of the President of Turkmenistan and Government of Turkmenistan.

9. The working group has the right:

request in accordance with the established procedure from the companies of oil and gas and energy complexes of Turkmenistan any materials on the questions considered at meetings of working group and also employ specialists of these companies;

in coordination with the Cabinet of Ministers of Turkmenistan to request in accordance with the established procedure from the companies of other industries of Turkmenistan any materials on the questions considered at meetings of working group;

invite to the meetings heads and officials of executive bodies, and also heads of the organizations and the companies subordinated to these bodies;

create negotiation analytical groups on development of the specified feasibility statement, contracts and other documents necessary for gas pipeline construction, with involvement of the international technical, legal and financial consultants;

introduce in accordance with the established procedure in the Cabinet of Ministers of Turkmenistan offers on the questions requiring its solution.
