1. Reorganize Air terminal complex of Saparmurat Turkmenbasha and the Center of flight maintenance, having combined them in single airline "Turkmenistan".

2. Approve enclosed:

structure and Regulations on the Public national service of Turkmenkhovayellara;

Regulations on compensation payments for special kind of work to flight and technical structures of the Public national service of Turkmenkhovayellara in case of accomplishment of flights out of limits of Turkmenistan;

Regulations on providing and payment of flights letter "And" and flights of special purpose.

3. Recognize invalid the resolution of the President of Turkmenistan of March 16, 1994 as No. 1710 (Collection of acts of the President of Turkmenistan and decisions of the Government of Turkmenistan, 1994, No. 3, the Art. 1904) regarding approval of the Regulations on National administration of Turkmenkhovayellara and the resolution of the President of Turkmenistan of November 10, 1998 No. 3945 (Collection of acts of the President of Turkmenistan and decisions of the Government of Turkmenistan, 1998, No. 11, the Art. 4922).
