2. Send this order to the Ministry of Justice of the Russian Federation for state registration.

3. Consider not subject to application:

the resolution of the Federal inspectorate for mining and industry of Russia of June 14, 2002 N 25 "About approval of the Regulations on procedure for issue of permissions to use of technical devices on hazardous production facilities" (it is registered by the Ministry of Justice of the Russian Federation on August 8, 2002, registration N 3673);

I. General provisions

1. The administrative regulations of Federal Service for Environmental, Technological and Nuclear Supervision on execution of the state function on issue of permissions to application of specific types (types) of technical devices on hazardous production facilities (further - Regulations) determine terms and the sequence of actions (ministerial procedures) of Federal Service for Environmental, Technological and Nuclear Supervision (daleerostekhnadzor), order of interaction between its structural divisions and officials, and also their interactions with legal entities when implementing powers by issue of permissions to application of specific types (types) of technical devices on hazardous production facilities.

2. Execution of the state function on issue of permissions to application of specific types (types) of technical devices on hazardous production facilities is performed according to:

- The Federal Law of 21.07.1997 N 116-FZ "About industrial safety of hazardous production facilities" (The Russian Federation Code, 1997, N 30, Art. 3588; 2000, N 33, Art. 3348; 2003, N 2, Art. 167; 2004, N 35, Art. 3607; 2005, N 19, Art. 1752; 2006, N 52, Art. 5498);

- The rules of use of technical devices on hazardous production facilities approved by the order of the Government of the Russian Federation of 25.12.1998 N 1540 (The Russian Federation Code, 1999, N 1, the Art. 191);

3. Issue of permissions to application of specific types (types) of technical devices on hazardous production facilities represents the state function performed by Rostekhnadzor for control of documents and information for the purpose of determination of their compliance to requirements of the legislation of the Russian Federation in the field of industrial safety.

4. Execution of the state function on issue of permissions to application of specific types (types) of technical devices on hazardous production facilities (further - Permission) is performed on submission of the written application by legal entities (the appendix N 1 to Regulations) with the accompanying documentation (further - declarative documents) and includes the following ministerial procedures:

acceptance of declarative documents;

consideration of declarative documents and decision making about issue or about refusal in issue of Permissions;

registration, registration and issue of Permissions;

renewal of Permissions;

issue of the duplicate of Permissions;

suspension of action of Permissions;

renewal (cancellation) of action of Permissions;

maintaining the register of the issued Permissions;

decision making about conducting acceptance tests.

5. On issue of permissions to application of specific types (types) of technical devices on hazardous production facilities issue of Permission which contains the following data is result of execution of the state function:

the name of the federal body performing the state function on issue of Permissions;

name of the technical device;

OKP code (Commodity Nomenclature of Foreign Economic Activity) of the technical device;

name of the manufacturer (supplier) of the technical device, its legal address;

basis of issue of Permission;

conditions of use of the technical device;

Permission effective period;

number of Permission;

date of issue of Permission.

6. Applicant is the organization (legal entity), regardless of its form of business and pattern of ownership, performing development, production, delivery or operation (application) of the declared technical devices.

7. Permission can be issued on the single technical device, batch or on type (type) of technical devices. It is allowed to issue one Permission to tiporazmerny number of technical devices of one appointment on condition of observance of single design approach, the used materials and technologies.

Issue of Permissions to the complete technical device in which all components perform the interconnected technological functions, on condition of confirmation of conformity of all components to requirements of industrial safety is allowed.

8. Execution of the state function on issue of Permissions is performed by central office of Rostekhnadzor and territorial authorities of Rostekhnadzor.

8.1. Types (types) of technical devices, permission to which application issues Central office of Rostekhnadzor, are given in the Section 1 of the appendix N 2 to Regulations.

8.2. Types (types) of technical devices, permission to which application is issued by Territorial authorities of Rostekhnadzor, are given in the Section 2 of the appendix N 2 to Regulations.

II. Requirements to procedure for execution of the state function

9. Information on procedure for execution of the state function is provided:

- at information stands in central office and territorial authorities of Rostekhnadzor;

- with use of means of telephone communication, electronic informing;

- by means of placement on the Websites of Rostekhnadzor and territorial authorities;
