About the Action program on environmental protection of the Republic of Uzbekistan for 2008-2012

For the purpose of rational use of natural resources and implementation of ecological methods of managing, improvement of environmental protection the Cabinet of Ministers decides:

1. Approve the Action program on environmental protection of the Republic of Uzbekistan for 2008-2012 and actions for its realization according to the appendices N 1 and 2.

2. Assign to the State committee of the Republic of Uzbekistan on conservation the organization of works and control over the implementation of the Action program for environmental protection of the Republic of Uzbekistan for 2008-2012.

3. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and city of Tashkent, ministries, state committees, departments and organizations:

annually in accordance with the established procedure to introduce in the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan offers on the actions approved by this resolution for inclusion in the Investing program of the Republic of Uzbekistan;

develop specific measures for accomplishment of the Action program for environmental protection of the Republic of Uzbekistan for 2008-2012.

4. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan Azimov R. S.

The action program on environmental protection of the Republic of Uzbekistan for 2008-2012

The action program on environmental protection of the Republic of Uzbekistan for 2008-2012 (further - the Program), being continuation of the Action program on the environmental protection for 1999-2005 approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of October 20, 1999 N 469, is based on the same principles consisting in assistance and ecological maintenance of the reforms performed in the Republic of Uzbekistan, and its basic provisions shall be considered in case of development and program implementation and projects of social and economic development.

I. Purposes and tasks of the Program

This Program is developed for the purpose of implementation of package of measures for environmental protection, providing ecological safety, to preserving and recovery of natural systems, their biological diversity and capability to self-control, ensuring rational and complex use of natural resources, enhancement and further implementation of effective economic environmental management methods, decrease in level of environmental pollution, enhancement of legal mechanism of ensuring preserving the environment, development of ecological science, broad promotion of ecological knowledge, and also increase in ecological culture.

For accomplishment of the specified purposes the solution of the following tasks is provided:

rational and complex use of natural resources, including water, land, mineral and raw, biological;

decrease in level of pollution of the surrounding environment on all territory of the republic to sanitary and hygienic regulations;

acceptance of complex measures for ensuring localization, to recovery and improvement of ecological condition in zone of ecological catastrophe - Priaralye, and also in other ecologically adverse territories of the country;

creation new and expansion of the functioning protected natural territories;

providing population of the republic with high-quality drinking water;

implementation of environmentally friendly and resource-saving technologies, including technologies for use of renewable energy resources;

development of scientific and technical potential and use of achievements of science and technology in the field of ecology;

realization of complex system of environmental monitoring, forecast and information;

forming of single control service and protection of the territory of the republic against cross-border environmental pollution;

enhancement of system of the ecological legislation, education, culture and education of the population, and also promotion of ecological knowledge;

deepening of cooperation with the world community in the solution of environmental problems.

II. Main directions of program implementation

This Program plans implementation of measures for the following main four directions:

environmental protection and providing ecological safety;

rational use of natural resources and implementation of ecological methods of managing;

enhancement of regulatory framework and development of ecological science, ecological education and education of the population;

international cooperation and regional ecological safety.

2.1. Environmental protection and providing ecological safety

The main objective in the specified spheres is decrease in level of environmental pollution by emissions, dumpings of pollutants, waste recycling, implementation of resource-saving and wasteless technologies in different spheres of economic activity, technological modernization and equipment of the companies by the modern nature protection equipment, quality assurance of water, the soil and atmospheric air according to normative requirements, reconstruction and construction of sewer treatment facilities and water supply systems, upgrade and realization of monitoring systems behind state of environment, complex system of ecological safety.

According to these tasks, implementation of the following events is provided in this Section:

reduction of emissions of pollutants from vehicles;

electrification of railway tracks of the message;

reduction of emissions of pollutants from thermal power plants;

prevention of pollution of water resources and especially sources of forming of fresh underground waters;

reconstruction of sewer treatment facilities and providing population with high-quality drinking water;

development of water supply systems in the cities and settlements of the Republic of Karakalpakstan;

improvement of ecological situation in areas of placement of tailings dams and the radiation-hazardous territories of the republic.

2.2. Rational use of natural resources and implementation of ecological methods of managing

In this Section the actions promoting increase in efficiency of rational and complex use of natural resources and use of environmentally friendly technologies in economic activity of state bodies, ministries, state committees, departments and other organizations are provided.

The main directions in the specified spheres are preserving and recovery of the landscape and biological diversity sufficient for maintenance of capability of natural systems to self-control and compensation of effects of anthropogenous activities; creation new and expansion of the operating protected natural territories; improvement of ecological, including meliorative condition of lands; stabilization and recovery of ecosystems in ecologically adverse territories, first of all in zone of Priaralya; support of ecologically effective energy production, including use of renewable energy resources; upgrade and development of ecologically safe types of fuel and conversion of waste; creation of systems on monitoring of the surrounding environment and control of hydrogeological processes, and also forming geografo-information systems with maintaining the corresponding inventories which include the following main events:

realization of National strategy and the action plan of the Republic of Uzbekistan on preserving biological diversity;

expansion of the protected natural territories and enhancement of reserves;

carrying out researches and assessment of condition of biodiversity;

improvement of meliorative condition of the irrigated lands in some areas of the republic;

fixing of sands on the drained part of the Aral Sea;

conducting the state monitoring of the surrounding environment in the Republic of Uzbekistan;

enhancement of control systems behind hydrogeological processes;

forming and development of geografo-information system;

implementation of new, environmentally friendly and low-waste production technologies and implementation of measures for reducing pollution of the environment at the companies of the republic;

recultivation of the lands broken as a result of carrying out mining and other operations;

reconstruction of drainage and irrigational infrastructure and recovery of vetland;

development of ecologically safe technology of utilization of household waste, receipts of biogas and its use in different industries of economy, etc.

2.3. Enhancement of regulatory framework and development of ecological science, ecological education and education

In this Section of the Program huge significance is attached to development of regulatory framework in the field of environmental protection and environmental management, to enhancement of system of life-long ecological education, culture and education of the population, and also creation of ecological cards and the atlas of the Republic of Uzbekistan.

The main objectives in the specified sphere are creation of effective legal mechanism of ensuring preserving the environment and ecological safety, evaluation criteria and legal regulation of determination of zones of emergency ecological situation and ecological disaster, law-enforcement practice for the purpose of ensuring adequate responsibility for environmental offenses and its inevitability; fixing in system of law of the Republic of Uzbekistan systems of the international environmental standards and ecological certificates; development and enhancement of system of ecological education and education, increase in ecological culture of the population, broad involvement of different sectors of society in the solution of environmental problems, including by means of promotion of ecological knowledge.

The following events are for this purpose provided:

development and introduction on approval of drafts of the new laws of the Republic of Uzbekistan "About zones of emergency ecological situation and ecological disaster" and "About environmental control";

development of regulating documents in system of ecological certification;

entering of amendments and changes into State standard of the Republic of Uzbekistan by ecological education, taking into account requirements of Strategy of UNECE by training for sustainable development;

development and enhancement of system of life-long ecological education and education for sustainable development in the Republic of Uzbekistan;

ecological and hydrological, engineering-geological researches and mapping (underground and surface water, soil, aeration zones) in the cities and industrial zones of the Republic of Uzbekistan;

the organization of training and research events for studying of regulations of the existing nature protection legislation, sanctions and procedure for registration of materials for its violation;

creation of Public council in case of Goskompriroda on problems of the environment and rational use of natural resources as a part of representatives of different public organizations.

2.4. International cooperation and regional ecological safety

The purpose of this direction is increase in efficiency of interaction "Uzbekistan - the world community" by accurate determination of internal and cross-border threats of ecological safety of the Republic of Uzbekistan, their classification by degree of complexity and relevance, carrying out inventory count and efficiency evaluation operating and also the potential international initiatives, programs and projects.
