About approval of the Nation-wide target scientific and technical space program of Ukraine for 2008-2012

The Verkhovna Rada of Ukraine decides:

1. Approve the Nation-wide target scientific and technical space program of Ukraine for 2008-2012 it (is applied).

2. To the Cabinet of Ministers of Ukraine during preparation of the bill on the Government budget of Ukraine for the corresponding year to provide assignment for implementation of the actions determined by the Nation-wide target scientific and technical space program of Ukraine for 2008-2012 proceeding from financial opportunities of the Government budget of Ukraine.

3. This Law becomes effective from the date of its publication.

GENERAL PART

Modern space activities of the advanced states are aimed at the economic and scientific and technical development, the solution of global problems of mankind, including safety problems, and are characterized by new tasks, in particular concerning use of the space equipment for ensuring sustainable development. Such tendencies promote active search of the place by Ukraine in the space market, to forming of the new space policy directed to satisfaction of urgent nation-wide requirements.

Ukraine belongs to the space states not only according to characteristics of space potential, but also on the opportunity level practically to realize modern space projects, in particular the unique international project "Sea Start". After refusal of nuclear weapons modern space technologies are one of the few factors determining the strategic place of the state and availability of means of control. Access to space objectively increases ponderability of Ukraine in the relations with strategic partners, processes of integration into the European structures. Implementation of space activities is also the instrument of realization of active regional policy, in particular in establishing mutually beneficial cooperation with the countries of the Baltic and Black Sea region.

Specifics of the current state of space activities of Ukraine consist in considerable discrepancy of the reached level of space technologies of efficiency of their use. With respect thereto development of qualitatively new model of implementation of space activities according to modern conditions and national interests which will give the chance to realize the interconnected innovative solutions, to agree on the issues which arose in connection with multifunctionality of space activities is urgent.

The nation-wide target scientific and technical space program of Ukraine for 2008-2012 (further - the Program) is the fourth space program of independent Ukraine and third, approved by the law. The state customer of the Program determines the National Space Agency of Ukraine. Accomplishment of the State space program of Ukraine for 1994-1997, the Nation-wide (National) space program of Ukraine for 1998-2002 and the Nation-wide (National) space program of Ukraine for 2003-2007 promoted the solution of immediate problems of development of space activities: to preserving scientific and potential production of space industry for the benefit of national economy and safety, to forming of the domestic market of space services, entry into the international space market with own products and services (including space missile systems and spacecrafts), integration of Ukraine into the international space community. For today the main tasks of the specified programs are performed.

 

PROGRAM PURPOSE

The purpose of the Program is ensuring development and effective use of space capacity of Ukraine for the solution of urgent problems in the field of safety of the state, implementation of high technologies, and also increase in level of science and education.

 

WAYS AND METHODS OF THE PROBLEM RESOLUTION

The strategy of development of world astronautics and level of space capacity of Ukraine caused need of development of new model of implementation of space activities of Ukraine according to modern requirements and for the purpose of protection of national interests. Use of such model provides subordination of tasks of space projects to the purposes of economic, scientific and social development of the state. The space industry shall function under the laws of national economy, at the same time criterion of its effectiveness are social and economic and scientific and technical results.

For application of new model of implementation of space activities it is necessary to make complex of the interconnected innovative solutions, and also to deepen international cooperation.

Actions for ensuring development of space activities will be performed in the way:

implementation of target projects, ensuring continuous receipt and effective use of information from space devices by creation of permanent group of spacecrafts for observation of Earth. It will give the chance to provide accomplishment of specific tasks of space monitoring for the benefit of national economy, safety and scientific research, to expand participation of Ukraine in the international projects;

upgrades existing and developments of perspective carrier rockets, their systems, and also spacecrafts, expansions of participation of subjects of space activities of Ukraine in commercial space projects;

participations performed by perspective scientific programs, implementation of the most urgent and prestigious international research projects and initiatives;

ensuring the advancing applied development of systems of the missile and space equipment, devices, land hardware and software systems, information technologies, materials for ensuring forward development of domestic space activities, creation of the basis for implementation of perspective space projects.

Need for financing of the Program from the government budget is caused by the fact that:

space technologies and information are important part of means of accomplishment of nation-wide tasks for ensuring sustainable development, safety of the state and growth of its scientific and technical potential;

the level of development of the missile and space equipment determines the strategy of the state, its opportunity to create necessary means of control, and also to provide independent access to space;

development of space technologies is the most effective remedy of stimulation of development of high-tech industries of national economy, one of the determining factors of its competitiveness;

implementation of space activities is powerful factor of intensification of international cooperation, the instrument of integration of Ukraine into Euro-Atlantic structures, means of acquisition of the status of the regional leader by Ukraine.

 

TASKS AND ACTIONS

The main tasks of the Program are:

carrying out scientific space research;

implementation of remote sensing of Earth;

development of satellite systems of telecommunication and navigation;

implementation of space activities for the benefit of homeland security and defense;

creation of space complexes;

development of the perspective space equipment and technologies;

ensuring development of land infrastructure;

ensuring development of international cooperation and analytical support.

The list of actions and tasks with determination of the main managers of budgetary funds, terms of accomplishment, amounts and sources of financing is given in appendix 1. Stages of accomplishment of research and development works are determined according to national standards.

Priorities of actions for task performance "Carrying out scientific space research" are ensuring development of researches which results answer modern world level, provide international cooperation, promote development of unique devices and techniques and combine scientific and space-rocket capacities of Ukraine. First of all it is provided to conduct research on the fundamental and applied problems connected with origin and evolution of the Solar system, Earth, to studying of solar and terrestrial bonds and also their influences on the biosphere surrounding the environment and technogenic situation in the atmosphere and on the Earth's surface.

"Implementation of remote sensing of Earth" is provided by actions for task performance creation and use of national technical means of remote sensing of Earth for:

participations in the solution of nation-wide problems on monitoring of resources, rational environmental management, forecasting of technogenic and natural cataclysms by ensuring subjects of the state monitoring system of the surrounding environment with space information, creation of the new hardware and software and information technologies, upgrade of land infrastructure;

ensuring development of international cooperation in the field of remote sensing of Earth for the solution of global and regional problems by exchange of satellite information and participation in implementation of the international projects.

"Development of satellite systems of telecommunication and navigation" is provided by actions for task performance increase in efficiency of application of space means for satisfaction of the state and public requirements. Creation of the communication satellite, continuation of creation of satellite system of telecommunication, amendment of the global navigation satellite systems is planned by national system of navigation and hour providing.

"Implementation of space activities for the benefit of homeland security and defense" is priorities of actions for task performance effective use for the benefit of safety of the state of scientific and technical potential and opportunities which are given by space activities. Considering that one of the main current trends of development of military science is informatization and computerization, wide use of space systems of investigation, navigation and communication, high extent of spatio-temporal coordination of actions of military forming, carrying out is provided:

military and theoretical scientific research concerning use of space systems for the benefit of homeland security and defense, development of normative and technical ensuring use of space systems and means of military and dual purpose;

developmental works on creation of space systems and means of dual purpose.

As a result of task performance "Creation of space complexes" is provided to provide the subsequent enhancement of means of removal of spacecrafts for the purpose of expansion of presence in the world market of transport and space services, development of international cooperation and cooperation.

"Development of the perspective space equipment and technologies" is provided by actions for task performance carrying out the scientific and technical and technological researches and developments directed to creation and implementation of perspective elements, materials and technologies of the space equipment.

Actions for task performance "Ensuring development of land infrastructure" provide upgrade of technical means of land segment of space system, including land information complex, the land command and measuring and reception registering radio lines, the control system and the analysis of space situation, and also creation of polygon for ensuring calibration of remote-sensing instruments of Earth for the purpose of reduction of their technical characteristics to the level of the most modern world analogs.

Need of implementation of actions for task performance "Ensuring development of international cooperation and analytical support" is determined that international cooperation, legal, scientific and methodical and scientific and technical support of actions of the Program are one of the most important directions of space activities of Ukraine. Implementation of commercial projects concerning production and upgrade of carrier rockets and space missile systems, ensuring accomplishment of programs of international cooperation and the international obligations in the space sphere is provided, in particular.

 

THE EXPECTED RESULTS, EFFICIENCY OF ACCOMPLISHMENT OF THE PROGRAM

Accomplishment of actions of the Program will give the chance:

create permanent group of domestic spacecrafts for observation of Earth in the optical range Sich, provide its operation and use;

create national system of geoinformation support as part of the European GMES system and world GEOSS;

enhance system of coordinate and hour and navigation providing Ukraine with the participation of the Russian Federation and the EU;

create conditions for the organization of commercial use of the Ukrainian carrier rockets during projects implementation according to actions "Cyclone-4", "Land start" and Dnieper;

create satellite telecommunication communication networks and broadcastings public and special telecommunication networks with use of the national communication satellite;

provide production of carrier rockets (Zenit, "Cyclone", Dnieper), to develop perspective space missile systems and spacecrafts of new generation;

conduct space researches in the field of solar and terrestrial bonds, astrophysics, space biology and materials science, in particular within implementation of the international projects "Spektr-R", "Mezhdunarodnaya kosmicheskaya stantion", GLOBAL EXPLORATION STRATEGY (GES), AURORA according to actions Ionosat, "Ionosphere", "Interferometer", "Koronas-Foton", "Spektr-UF", "Selenium", "Segment" and "Microgravity";

upgrade technical means of National control center and testing of space means in the city of Yevpatoria for their use in the international space programs;

realize educational space projects, in particular the project of creation of companions with the participation of youth collectives;

provide state bodies which perform powers in the field of defense and homeland security of Ukraine, modern space means and information;

create new samples of the space equipment, office systems, research devices for implementation of perspective space projects.

The expected results of accomplishment of the Program are given in appendix 2.

Efficiency of accomplishment of the Program is determined by such indicators:

in the field of economy:

1) direct income in the government budget gained as a result of implementation of mainly commercial projects according to actions of "Lybid" (provision of telecommunication services), "Cyclone-4", "Sea start", "Land start" and Dnieper (provision of starting services) will constitute from 270 to 560 million hryvnias;

2) the indirect income gained as a result of implementation of the space activities directed to strengthening of homeland security and also implementations of developments and the latest technologies will constitute from 2040 to 2570 million hryvnias;

in the social sphere:

development of the latest technologies and growth of scientific and technical potential of space industry;

increase in the employment level of the population in high-tech sectors of economy by creation of additional quantity of workplaces;

improvement of quality of life of the population as a result of development of space telecommunications, use of space information for needs of consumers;

rise in prestige of scientific and technical specialties among student's and creative youth by creation and ensuring functioning of youth complexes for designing, production and exploitation of microcompanions.

Efficiency of accomplishment of the Program in the field of ecology consists in improvement of ecological conditions of life activity of the population as a result of increase in efficiency and reliability of large-scale control of the level of impurity of the surrounding environment, studying of influence of solar activity per capita, the biosphere and technogenic systems, uses of natural resources by complex use of information arriving from space and land means.

 

AMOUNTS AND SOURCES OF FINANCING

Financing of the Program is performed at the expense of means of the Government budget of Ukraine in the amount of 1460 million hryvnias and other sources in the amount of 1035 million hryvnias. The total amount of financing constitutes 2495 million hryvnias. Attraction of financial resources of the foreign companies in the amount about 3000 million hryvnias on implementation of commercial actions "Sea start", "Land start" and others is provided.

Funds of the government budget are allocated in accordance with the established procedure for carrying out research and development works according to this Program.

The procedure for use of the means provided in the government budget for accomplishment of the Program affirms annually the Cabinet of Ministers of Ukraine.

Purchase of goods and services for the benefit of homeland security and defense according to the amounts of financing of actions for the "Space Activities for the benefit of Homeland Security and Defense" task is performed according to the state defense order.

Calculation of forecast amounts and determination of sources of financing of the Program are given in appendix 3.

The amounts of financing of separate tasks and actions of the Program are adjusted by the National Space Agency of Ukraine taking into account amounts of the costs provided in the Government budget of Ukraine on its accomplishment and the state priorities in the field of space activities.
