1. Approve "General safety rules for the metallurgical and coke-chemical companies and productions".

General safety rules for the metallurgical and coke-chemical companies and productions

The code of PB 11-493-02 is appropriated to these General rules

Chapter I. General provisions

1.1. The general safety rules for the metallurgical and coke-chemical companies and productions (further - Rules) developed according to the Federal Law of 21.07.97 N 116-FZ "About industrial safety of hazardous production facilities" (Collection of legislations of the Russian Federation, 1997. N 30, of St. 3588), the requirements aimed at providing industrial safety establish and are obligatory for all organizations (irrespective of their organizational legal forms and patterns of ownership) which are engaged in designing, production, installation and repair of technical devices, designing, construction and operation of the metallurgical and coke-chemical companies and productions, supervision of which is exercised by bodies of the Federal inspectorate for mining and industry of Russia according to the "Provision on Federal mountain and industrial supervision" approved by the order of the Government of the Russian Federation of 3.12.2001 N 841 (The Russian Federation Code, 2001 N 50, the Art. 4742).

1.2. The compulsory provision in case of decision making about the beginning of construction, expansion, reconstruction, modernization, preservation and liquidation of hazardous production facility of the metallurgical and coke-chemical companies and productions is availability of the positive experimental testimony of industrial safety of the project documentation approved by federal executive body, specially authorized in the field of industrial safety - Gosgortekhnadzor of Russia or its territorial authority.

The changes made to the project documentation are subject to examination of industrial safety and are approved with bodies of state mining inspection.

1.3. Except the project documentation, are subject to examination of industrial safety according to requirements of the Federal Law "About Industrial Safety of Hazardous Production Facilities": technical devices, buildings and constructions, and also the declaration of industrial safety and other documents connected with operation of hazardous production facility.

Expertize of industrial safety shall be carried out according to the Rules of expertize of industrial safety approved by the resolution of Gosgortekhnadzor of Russia of 6.11.98 N 64, the registered Ministry of Justice of the Russian Federation of 8.12.98, registration N 1656.

1.4. In case of acceptance for operation of hazardous production facility compliance of this subject of the project documentation, readiness of the organization for its operation and actions for localization and recovery from the accident shall be checked.

1.5. Organization activity, the metallurgical and coke-chemical companies and productions operating explosive production facilities, shall be performed based on the licenses granted in accordance with the established procedure based on the Federal Law of 8.08.2001 N 128-FZ "About licensing of separate types of activity" from (The Russian Federation Code, 2001, N 33 (h 1), the Art. 3430).

1.6. Each operating organization based on Rules of the organization and implementation of production control over observance of the requirements of industrial safety on hazardous production facility approved by the order of the Government of the Russian Federation of 10.03.99 N 263 (The Russian Federation Code, 1999, N 11, the Art. 1305), shall develop regulations on production supervision.

Responsibility for the organization and implementation of production supervision is born by the head of the operating organization and person to whom such obligations in accordance with the legislation of the Russian Federation are assigned.

1.7. The organizations operating hazardous production facilities shall have the necessary normative and technical documents and operational documentation determining procedure and conditions of safe conducting production processes, actions of personnel in emergencies and in case of accomplishment of repair work.

This documentation is subject to revision at least once in five years, and in explosion-fire-hazardous productions - at least once in three years, and also in case of change of the regulating documents which are been the basis for this documentation and by results of the conclusions of the commissions on investigation of accidents and accidents.

1.8. The developed technological instructions containing requirements for industrial safety, conducting engineering procedure, maintenance and repair of the equipment are approved by the technical lead of the organization.

1.9. In case of development of new productions, engineering procedures and technical devices by the organizations developers and manufacturers the temporary instructions providing safe conducting engineering procedures and operation of technical devices shall be developed.

Temporary instructions shall be effective no more than one year of work of new production.

Actions for providing vzryvopozharobezopasnost which are approved by the technical lead of the organization are developed for the enacted explosion-fire-hazardous productions and engineering procedures for carrying out commissioning.

1.10. Training and certification of heads, specialists and production personnel shall be performed according to Regulations on procedure for preparation and employee assessment of the organizations performing activities in the field of industrial safety of the hazardous production facilities under control to Gosgortekhnadzor of Russia, the approved resolution of Gosgortekhnadzor of Russia of 30.04.2002 N 21, by the registered Ministry of Justice of the Russian Federation of 31.05.2002, registration N 3489 (The Russian newspaper of 18.06.2002 N 107).

1.11. In the organization the list of works of the increased danger approved by the technical lead of the organization shall be developed.

The specialists and workers having special professional training and the corresponding qualification are allowed to performance of works of the increased danger.

1.12. Works of the increased danger shall be performed according to the work permit. The work permit shall contain the organizational and technical actions providing safe work in specific conditions.

The form of the work permit is established by the company in coordination with territorial authorities of Gosgortekhnadzor of Russia.

1.13. Works of the increased danger shall be performed by crew at least from two people, and work in technical devices and devices - crew at least from three people.

Periodically repeating works of the increased danger on procedural servicing of technical devices which are carried out by permanent staff of the workshop can be carried out according to specially developed instructions approved by the technical lead of the organization and approved by territorial authority of Gosgortekhnadzor of Russia without execution of the work permit.

1.14. In each organization the liquidation plans of accidents (LPA) shall be constituted.

PLA are reviewed at least once in two years and affirm a month before the end of action of earlier approved plan.

1.15. Development of declarations of industrial safety is obligatory for hazardous production facilities with extreme amount of the dangerous substances determined by appendix 2 of the Federal Law "About Industrial Safety of Hazardous Production Facilities".

Obligation of development of the declaration of industrial safety for other dangerous productions and objects is established by Gosgortekhnadzor of Russia.

1.16. The organizations operating dangerous metallurgical and coke-chemical objects shall sign the insurance contract of risk of responsibility for damnification in case of operation of hazardous production facility.

1.17. Reduction of the operating productions (objects) in compliance with requirements of these rules is performed by management of the organization in the terms coordinated with territorial authorities of Gosgortekhnadzor of Russia.

Before reduction of the operating productions and objects in compliance with requirements of these rules the additional actions providing safe operation of production shall be developed and approved with territorial authorities of Gosgortekhnadzor of Russia.

Chapter II. Technological part

2.1. Requirements to placement of technical devices and workplaces

2.1.1. Placement of technical devices shall provide their safe operation, convenience of servicing and repair according to the existing general requirements of safety of production processes, regulations of process design, construction regulations and rules.

2.1.2. In production premises of the organization shall be provided:

a) width m 2,0 on the front of servicing of control panels suffices platform (in the presence of permanent workplaces);

b) width m 1,0 in places of permanent servicing of technical devices and platforms width of at least 0,8 of m in places of periodic servicing suffices platform;

c) repair (mounting) platforms with the sizes sufficient for placement of the mounted and dismantled equipment, devices, tools and auxiliary materials for accomplishment of installation and repair work. At the same time reducing the amount of working passes and platforms, and also overlapping of the main and emergency exits is not allowed.

2.1.3. Safety of workplaces shall meet the requirements of the corresponding existing standards of safety.

2.2. General requirements of safety of engineering procedures

2.2.1. Engineering procedures shall be performed according to the approved technological instructions.

Performance of works and the transactions which are not provided by the specified technological instructions is not allowed.
