About the minimum sizes of authorized and own capitals of banks of the second level

For the purpose of ensuring financial stability of banks of the second level and protection of interests of their depositors the Board of the Agency of the Republic of Kazakhstan on regulation and supervision of the financial market and the financial organizations (further - the Agency) DECIDES:

1. Establish the minimum size of the authorized capital:

for the newly created banks including which got permission of the Agency to opening of bank in the amount of 5 000 000 000 (five billion) tenges;

for housing construction savings banks in the amount of 3 000 000 000 (three billion) tenges.

2. Establish the minimum size of equity:

for the newly created banks including which got permission of the Agency to opening of bank in the amount of 5 000 000 000 (five billion) tenges;

for housing construction savings banks in the amount of 3 000 000 000 (three billion) tenges.

3. Establish the minimum size of equity for the banks which do not have branches:

1) for banks in the amount of 1 000 000 000 (one billion) tenges;

for the banks located out of the cities of Astana and Almaty, housing construction savings banks in the amount of 500 000 000 (five hundred million) tenges;

2) since October 1, 2009:

for banks, including for newly created, in the amount of 5 000 000 000 (five billion) tenges;

for housing construction savings banks in the amount of 3 000 000 000 (three billion) tenges;

for the operating banks, the size of equity of each of which for October 1, 2009 constitutes less than 10 000 000 000 (ten billion) tenges, in the amount of 2 000 000 000 (two billion) tenges, under condition:

re-registrations of bank out of the cities of Astana and Almaty;
