1. Approve the enclosed Cross-industry rules on labor protection in case of operation of gas economy of the organizations.
2. Enact the Cross-industry rules on labor protection in case of operation of gas economy of the organizations approved by this resolution since June 30, 2003.
3. To department of conditions and labor protections of the Ministry of Labour and social development of the Russian Federation to organize the edition and distribution of Cross-industry rules on labor protection in case of operation of gas economy of the organizations.

1.1. Scope
1.1.1. Cross-industry rules on labor protection in case of operation of gas economy of the organizations (further - Rules) establish the requirements for labor protection obligatory for employers and employees of the organizations located in the territory of the Russian Federation, operating objects of gas-distribution systems (further - the organizations).
1.1.2. Rules contain requirements of labor protection imposed in case of operation of gas pipelines and constructions on them, means of their protection against electrochemical corrosion, the gas equipment, equipment, instrumentations, means of automatic equipment and telemechanics, computer facilities, all types of the gas equipment of gas control Items (GRP), gas-filling stations (GNS), gas-filling Items (GNP), automobile (stationary and portable) gas-filling stations (AGZS), warehouses of cylinders with the liquefied and compressed gas, balloon and reservoir installations of the liquefied gas, and also the gas-using equipment, buildings, constructions and communications relating to the installed gas objects.
1.1.3. The employer depending on local conditions can provide additional security measures of work which shall be brought in the corresponding instructions for labor protection and are brought to workers in the form of instructing.
1.1.4. In case of operation in gas economy of the organization of the equipment, vehicles, carrying out production processes, use of materials and methods of works for which requirements of safe works are not provided by these rules it is necessary to observe requirements of the corresponding state standards, and also the rules or instructions approved in accordance with the established procedure.
1.1.5. Production facilities of the organization, including the gas pipelines and the installed gas production facilities using natural and the liquefied hydrocarbon gas (LHG) in fuel quality and also the objects connected with storage of SUG shall conform to requirements of article 16 of the Federal law "About Labor Protection Bases in the Russian Federation" *.
1.1.6. The materials, chemicals, technical devices, engineering procedures, vehicles, including foreign production used on production facilities shall conform to requirements of labor protection, have the certificates of conformity and permission to their application issued in accordance with the established procedure.
1.1.7. According to the current legislation the organization performing storage of SUG of over 200 tons shall have the declaration of industrial safety.
1.1.8. The decision on the beginning of expansion, reconstruction, modernization, preservation and liquidation of object of gas economy of the organization is accepted in the presence of the positive conclusion of relevant organ of state examination of working conditions, and also relevant organs of the state supervision of observance of requirements of labor protection.
1.1.9. Commissioning of constructions, production and sanitary and household rooms if on them safe and healthy working conditions according to requirements of the regulating documentation are not provided, is forbidden.
1.1.10. Before the admission to work the workers occupied in the organization undergo training and certification in accordance with the established procedure, and also instructing according to requirements of state standards in the field of labor safety.
1.1.11. Check of the state of health of workers before their admission to performance of works and periodic medical examination shall be performed in accordance with the established procedure.
1.1.12. Investigation and accounting of labor accidents and occupational diseases shall be performed according to the current legislation.
1.1.13. Investigation of accidents on the objects under control to bodies of Gosgortekhnadzor of Russia, is conducted according to the procedure, established by Gosgortekhnadzor of Russia.
1.1.14. Each worker shall report immediately to the direct head about the accident which happened to it or other worker and also about the abuses of regulations noticed by it.
1.2. Dangerous and harmful production factors
1.2.1. Classification of hazardous substances by extent of impact on human body has four classes of danger which are determined by the corresponding state standards. The natural and liquefied hydrocarbon gases belong to danger class substances IV (substances low-dangerous), have no toxicological effect on human body, but in case of the concentration reducing content of oxygen in the atmosphere to 15 - 16% cause suffocation.
1.2.2. The Threshold Limit Values (TLV) of hazardous substances in air of the working area (pumping and compressor departments, air-ventilation chambers, other production rooms, the open areas and constructions where processing equipment is installed, vehicles) are determined by the corresponding state standards and are obligatory when designing factory buildings, engineering procedures, the equipment and ventilation. Maximum allowable concentration of the natural and liquefied hydrocarbon gases in air of the working area shall not exceed 300 mg/m 3, of hydrogen sulfide in mix with hydrocarbons - 3 mg/m3.
1.2.3. Classification of dangerous and harmful production factors in case of operation of production facilities of gas economy is determined by the corresponding state standards. By the action nature they are subdivided on physical, chemical, biological, psychophysical. Extreme, optimum and their admissible sizes are regulated by occupational safety standards system.
1.2.4. In case of operation of the objects of gas economy listed in Item 1.1.2. these rules it is necessary to consider possibility of impact on workers of dangerous and harmful production factors.
1.2.5. Sizes of parameters of the air circle of the working area (temperature, relative humidity, the air movement speed, intensities of thermal radiation, hazardous substance content) regulated by general sanitary and hygienic requirements shall not exceed admissible values.
1.2.6. The variation from optimum and admissible sizes of temperature, relative humidity and speed of movement of air is established for the working area of production rooms taking into account weight of the performed work and seasons of year.
1.2.7. The size of thermal radiation of the worker from the heated surfaces of processing equipment, tool, equipment, materials and procurements on workplaces shall not exceed 35 W/sq.m in case of radiation of 50% of surface of his body and no more than 70 W/sq.m in case of radiation of surface of body of the worker from 25 to 50% and 100 W/sq.m in case of radiation no more than 25% of surface of body of the worker.
1.2.8. Noise levels, sound on permanent workplaces shall not exceed admissible levels of sound pressure.
1.2.9. Vibration level on permanent workplaces shall not exceed the regulations established by the corresponding state standards and sanitary standards.
1.2.10. Intensity of electrostatic field on workplaces shall not exceed the sizes established by the relevant sanitary standards.
1.2.11. The natural and liquefied hydrocarbon gases concern to group of the substances forming explosive mixes with air. The interval of explosive concentration on amount as a percentage of air constitutes in production rooms for natural gas - from 4 to 15%, for the liquefied gas - from 1,5 up to 9%.
1.2.12. Illumination of the working area in case of the combined lighting shall meet the established standards.
1.2.13. During the work with flammable materials and substances it is necessary to be guided by the corresponding rules and state standards.
1.3. Requirements to professional selection and examination
1.3.1. Heads of the organizations and their structural divisions, specialists the performing works on designing of engineering procedures, the equipment, systems of ventilation and operation of gas pipelines, the gas equipment and the objects of gas economy listed in Item 1.1.2 of these rules shall have in accordance with the established procedure training and certification in the field of industrial safety and labor protection.
1.3.2. The workers occupied with adjustment and operation of objects of gas economy before appointment to independent work, shall undergo training and examination in safe methods and acceptances of performance of works at workplace in volume of the regulating documents included in the list approved in accordance with the established procedure.
1.3.3. Welders before the admission to welding of gas pipelines, both steel, and polyethylene, shall be certified in the procedure established by Gosgortekhnadzor of Russia.
1.3.4. The heads and specialists connected with work in gas economy of the organization, and also exercising production supervision and technical supervision shall undergo recurring inspection of knowledge of labor protection at least once in three years.
1.3.5. The workers connected with operation of gas pipelines and the installed gas objects shall undergo recurring inspection of knowledge of labor protection once a year.
1.3.6. Control and assessment of condition of protection (safety) of work shall be carried out at the following levels:
- constant control behind operability of the equipment, devices, the tool, protective equipment from workers, including heads, prior to the beginning of and in the course of work on workplaces according to the instruction for labor protection;
- periodic control from heads of workshops, sites and other divisions according to their job descriptions;
- selective control from employees of security service of work, the safety engineer.
