The state mining inspection of Russia decides:

1. Approve "Safety rules for the objects using the liquefied hydrocarbon gases".

2. Direct according to the Rules of preparation of regulations of federal executive bodies and their state registration approved by the order of the Government of the Russian Federation 13.08.1997 of N 1009, "Safety Rules for the Objects Using the Liquefied Hydrocarbon Gases" for state registration in the Ministry of Justice of the Russian Federation.

The code of PB 12-609-03 is appropriated to these rules of safety

1. General provisions

 

Terms and determinations

For the purpose of these rules the following terms and determinations are used.

The object using the liquefied hydrocarbon gases (LHG) - the subject to production and utility and production appointment providing storage and (or) realization of SUG, transportation of SUG through gas pipelines to the consumer and also its use in fuel quality on hazardous production facilities.

Subject to production appointment - object of storage and (or) realization, transportation of SUG through gas pipelines, including sectional storage bases and realization of the liquefied hydrocarbon gases and gas-filling stations (GNS), gas-filling Items (GNP), automobile gas-filling stations (AGZS), stations of regasification (evaporators), reservoir installations for industrial and (or) utility and production function, group balloon installations for industrial use, outside gas pipelines, internal gas pipelines and gas-using installations on hazardous production facilities, and also buildings and constructions of production appointment, reservoirs, fittings and the instrumentations (I).

Subject to utility and production appointment - the object providing gas consumption from reservoir installations including outside gas pipelines to the disconnecting device before the building and (or) to the protecting structures of the building in the housing and communal services (HCS).

Gas consumption object - the production and technological system which is turning on internal gas pipelines, the gas equipment and gas-using installations, automatic equipment of safety, blocking, the alarm systems and regulations of process of combustion of gas placed in one production territory (platform).

Technical devices - reservoirs, filling devices (fuel filling columns, the carousel and weight installations), pumps, compressors, evaporating installations, gas pipelines, installations of electrochemical protection of gas pipelines and reservoirs against electrochemical corrosion (ECP), reducing heads on reservoirs, regulators of pressure, system of automatic equipment, protection, blocking and alarm systems, KIP, auxiliary devices, and also fittings (latches, valves, gates, etc.).

 

1.1. Coverage and procedure for application

1.1.1. "Safety rules (further - Rules) are developed for the objects using the liquefied hydrocarbon gases" according to Regulations on the Federal inspectorate for mining and industry of Russia approved by the order of the Government of the Russian Federation of 03.12.2001 N 841 * (1), the 5th articles of the Federal law "About Industrial Safety of Hazardous Production Facilities" of 21.07.1997 N 116-FZ * (2), and also requirements of other operating regulatory legal acts and normative and technical documents consider.

1.1.2. Activities for designing, construction, expansion, reconstruction, modernization, preservation and liquidation of objects of SUG, and also production, installation, adjustment, servicing and repair applied on subjects to use of the liquefied hydrocarbon gases of technical devices are regulated "By the general rules of industrial safety for the organizations performing activities in the field of industrial safety", approved by the resolution of Gosgortekhnadzor of Russia of 18.10.2002 N 61-A, registered by the Ministry of Justice of the Russian Federation 28.11.2002 рег. N 3968 * (3).

1.1.3. These rules establish special requirements of industrial safety to designing, construction, installation, reconstruction and operation of objects of storage, transportation and use of the liquefied hydrocarbon gases (LHG) with the excessive pressure of no more 1,6 of MPa, in fuel quality on hazardous production facilities.

1.1.4. Rules SUG extend on:

sectional storage bases and realization of the liquefied hydrocarbon gases and gas-filling stations (GNS);

gas-filling Items (GNP);

stationary automobile gas-filling stations (AGZS);

the platforms of gas station of motor transport and cylinders from portable gas stations (truck tanks) accepted in operation in accordance with the established procedure;

reservoir installations in settlements and on hazardous production facilities, and also group balloon installations on hazardous production facilities;

outside gas pipelines of liquid and steam phase SUG;

remedies of steel gas pipelines and reservoirs from electrochemical corrosion (ECP);

outside and internal gas pipelines and the gas equipment (technical devices) of industrial, agricultural and other productions intended for storage, transportation and use of the liquefied hydrocarbon gases in fuel quality;

outside and internal gas pipelines and gas equipment (technical devices) of production, heating and production and heating boiler rooms;

security aids, regulations and protection, and also systems of automated management of engineering procedures when using of the liquefied hydrocarbon gases;

buildings and constructions on gas pipelines SUG objects.

1.1.5. Rules do not extend on:

technological (on-site) gas pipelines, terminals, reservoirs and the gas equipment of the chemical, petrochemical, oil-extracting and oil processing productions using the liquefied hydrocarbon gases as raw materials and fuel, and also production on their production and shipment for objects of the liquefied hydrocarbon gases of production and (or) utility and production appointment;

terminals of storage of the liquefied hydrocarbon gases and their discharge filling for transportation of the liquefied hydrocarbon gases by river and ocean ships;

railway platforms of discharge filling of the liquefied hydrocarbon gases, and also railway tracks to platforms;

cistern and automobile cars, and also containers for transportation (transportation) of the liquefied gases;

technological (on-site) gas pipelines, reservoirs and gas equipment for metallurgical productions;

portable gas-using installations, including tonara, and also gas equipment of road and rail transport, aircraft, river and ocean ships;

special gas and military gas-using equipment;

experimental gas pipelines and prototypes of the gas equipment;

the installations using energy of explosion of gas-air mixtures and (or) intended for receipt of protective gases;

internal gas pipelines and the gas equipment of office, public and household buildings where the liquefied hydrocarbon gas is used for food preparation or the laboratory purposes;

group and individual balloon installations of household appointment;

systems of autonomous heating and hot water supply of office, public and household buildings with coppers, heatgenerators, without development of heat energy for the production purposes, provision of services and (or) in case of the total thermal power of equipment in place of 100 kW and less.

1.1.6. Activities for operation of hazardous production facilities of SUG (operation of explosive objects), and also examination of industrial safety of hazardous production facilities of SUG are subject to licensing, according to the current legislation of the Russian Federation.

1.1.7. Implementation of production processes and technologies, samples of the gas equipment (technical devices) and the automation equipment shall be performed on the specifications developed and approved in accordance with the established procedure.

1.1.8. According to article 12 of the Federal law "About Industrial Safety of Hazardous Production Facilities" of 21.07.1997 N 116-FZ * (4) on each fact of emergence of accident technical investigation of their reasons shall be made.

Investigation of accidents shall be made according to "Regulations on the procedure for technical investigation of the reasons of accidents on hazardous production facilities" of RD 03-293-99, approved by the resolution of Gosgortekhnadzor of Russia of 08.06.99 N 40 and registered in the Ministry of Justice of the Russian Federation 02.07.99 рег. N 1819 * (5).

The organizations, shall analyze origins of incidents on the specified objects, take measures for elimination of their reasons and prevention.

1.1.9. Investigation of accidents on the objects under control to bodies of Gosgortekhnadzor of Russia, shall be conducted according to Articles 227 - 231 of "Labor Code of the Russian Federation" of 30.12.2001 N 197-FZ * (6) taking into account the resolution of the Ministry of Labour and social development of the Russian Federation of 24.10.2002 N 73 "About approval of the document forms necessary for investigation and accounting of labor accidents and Regulations on features of investigation of labor accidents in separate industries and the organizations" * (7), registered in the Ministry of Justice of the Russian Federation 05.12.2002 рег. N 3999.

1.1.10. The organizations operating hazardous production facilities of the liquefied hydrocarbon gases shall register them in the state register according to the "Rules of registration of objects in the state register of hazardous production facilities" approved by the order of the Government of the Russian Federation of 24.11.1998 N 1371 * (8).

 

1.2. Requirements to officials and service personnel

1.2.1. The heads and specialists performing activities for designing, construction, installation and operation of the hazardous production facilities using the liquefied hydrocarbon gases, listed in item 1.1.4., to conducting technical supervision of their construction, installation, adjustment and testing of the equipment (technical devices), production of the gas equipment (technical devices), examination of industrial safety, preparation and retraining of heads and specialists for hazardous production facilities of the liquefied hydrocarbon gases, shall undergo certification (examination of requirements of industrial safety, the these rules and other regulatory legal acts and normative and technical documents carried to competence of certified) of the amount corresponding to job responsibilities and the established competence.

1.2.2. The procedure for carrying out certification shall correspond "To the regulations on procedure for preparation and employee assessment of the organizations performing activities in the field of industrial safety of the hazardous production facilities under control to the Gosgortekhnadzor of Russia" approved by the resolution of Gosgortekhnadzor of Russia of 30.04.2002 N 21 and registered in the Ministry of Justice of the Russian Federation 31.05.2002 рег. N 3489 * (9), and also to requirements for safety of systems of gas distribution and gas consumption.

Workers shall be trained, and also examination by safe methods and acceptances of performance of works in volume of requirements of the instructions carried to their labor obligations at least 1 time in 12 months.

1.2.3. Control of observance of requirements of these rules and other regulatory legal acts and normative and technical documents shall be performed according to the regulations on production supervision approved with the territorial authority of Gosgortekhnadzor of Russia developed taking into account profile of production facility based on "Rules of the organization and implementation of production control over observance of requirements of industrial safety on the hazardous production facility" approved by the order of the Government of the Russian Federation of 10.03.99 N 263 * (10).

1.2.4. Production control over designing and accomplishment of installation and construction works is carried out taking into account requirements of the existing regulating documents in the field of the designing and construction approved with Gosgortekhnadzor of Russia.

1.2.5. Responsibility for the organization and implementation of production supervision are born by the head of the organization and person to whom the decision of the head assigns such obligations.

2. Designing

 

2.1. Designing of systems of gas distribution and gas consumption liquefied hydrocarbon gases (LHG)

2.1.1. Projects on construction (reconstruction) of systems of gas distribution and gas consumption of SUG, their elements, including protection of gas pipelines and reservoirs against electrochemical corrosion and works carry out the organizations having specialists with work experience in this area and normative and technical base.

2.1.2. The project documentation is subject to examination of industrial safety in accordance with the established procedure.

2.1.3. For performance of works on examination of industrial safety of projects of gasification, technical diagnosing the experts certified according to the procedure, approved by Gosgortekhnadzor of Russia shall be attracted.

2.1.4. According to article 13 of the Federal law "About Industrial Safety of Hazardous Production Facilities" of 21.07.1997 N 116-FZ experimental testimony of industrial safety are considered and affirms bodies of Gosgortekhnadzor of Russia.

2.1.5. Projects of systems of gas distribution of settlements and gas consumption of productions shall be developed taking into account requirements of the these rules, construction regulations and rules and other regulating documents approved with Gosgortekhnadzor of Russia.

2.1.6. The made project decisions shall provide regular and safe gas supply and possibility of operational shutdown of consumers of gas.
