About approval of Safety rules of work on fuel stores of the railroads

According to the Law of Ukraine "About labor protection" I ORDER:

1. Approve Safety rules of work on fuel stores of the railroads (further - Rules) (are applied).

2. Consider "SSBT which is not applied in the territory of Ukraine OST 32.63-84. Works on solid fuel depots of the railroads. Safety requirements", the USSR approved by the Ministry of Railways 19.10. 84, with enforcement of these rules.

3. Enact the order since September 1, 2006.

4. To legal support division (Sukhar A. V.) in accordance with the established procedure to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

5. To State department of industrial safety, labor protection and mountain supervision (Savarin M. V.) to take measures for entering of the order into the State register of regulatory legal acts concerning labor protection.

6. To the editor-in-chief of the Labor protection magazine (Yakovenko M. G.) to publish the order in the future issue of the magazine.

7. To impose control over the implementation of this order on the chairman of the Gospromgornadzor Savarin M. V.

 Safety rules of work on fuel stores of the railroads

1. GENERAL PROVISIONS

1.1. These rules extend to bases and fuel stores (further - fuel stores) rail transport on which unloading, storage and loading of different types of fuel which is issued to users is carried out.

Fulfillment of requirements of Rules is obligatory for all workers of fuel stores, and also workers who temporarily are in the territory or objects of fuel stores irrespective of, they participate in engineering procedure of fuel store or not.

1.2. For the purpose of ensuring reliability and safe operation of buildings, constructions and engineering networks and the prevention of accidents on them all objects of fuel stores shall be inspected according to requirements of the resolution of the Cabinet of Ministers of Ukraine of 05.05.97 N 409 "About ensuring reliability and safe operation of buildings, constructions and engineering networks" and on them passports shall be constituted.

1.3. The equipment used on fuel stores shall conform to requirements of GOST 12.2.003 "SSBT. Production equipment. General requirements of safety".

The organization of workplaces shall correspond to GOST 12.2.061 "SSBT. Production equipment. General requirements of safety to workplaces".

1.4. The tool and devices which are used on fuel stores shall conform to requirements of DNAOP 1.1.10-1.04-01 "Rule of safe work with the tool and devices", approved by the order of the Ministry of Labour and Social Policy of Ukraine of 05.06.2001 N 252.

1.5. Production processes shall conform to requirements of GOST 12.3.002 "SSBT. Production processes. General requirements of safety".

1.6. Production process shall correspond to DNAOP 0.03-1.07-73 the "Health regulations of production process and hygienic requirements to production equipment" approved by the Ministry of Health of the USSR, 1973.

1.7. Taking into account requirements of these rules and other regulating documents on fuel store instructions which act on the company, according to requirements of DNAOP 0.00-4.15-98 "Regulations on development of instructions for labor protection" approved by Gosnadzorokhrantrud's order of Ukraine of 29.01.98 of N 9, registered in the Ministry of Justice of Ukraine 07.04.98 for N 226/2666 shall be developed for each work type or for each profession.

1.8. The device, content and operation of electroinstallations shall conform to requirements of GOST 12.1.019 "SSBT. Electrical safety. General requirements and nomenclature of types of protection", GOST 12.2.007.14 "SSBT. Cables and cable armature. Safety requirements", DNAOP 0.00-1.21-98 the "Rules of safe operation of electroinstallations of consumers" approved by Gosnadzorokhrantrud's order of Ukraine of 09.01.98 of N 4, "The regulations for electrical installation registered in the Ministry of Justice of Ukraine 10.02.98 for N 93/2533, of DNAOP 0.00-1.32-01. Electric equipments of special installations", the Ministries of Labour and Social Policy of Ukraine approved by the order of 21.06.2001 N 272.

1.9. The electric equipment, and also the equipment and mechanisms which during operation can appear energized (higher than 42 V of alternating current or higher than 110 V of direct current) shall be grounded (zanulena) according to requirements of GOST 12.1.030 "SSBT. Electrical safety. Protective grounding, zeroing", GOST 12.2.007.0 "SSBT. Products electrotechnical. General requirements of safety".
