1. Approve the enclosed Federal aviation rules "Requirements to Crew Members of Aircrafts, Specialists in Maintenance of Aircrafts and Employees on Ensuring Flights (Flight Dispatchers) of Civil Aviation".
2. Determine that this order becomes effective in 180 days from the date of official publication.

1.1. These rules are developed according to article 53 of the Federal Law of March 19, 1997 No. 60-FZ "The air code of the Russian Federation" * (1) and with Articles 32, 33 and 37 Conventions on international civil aviation (it is open for signing in Chicago on December 7, 1944; The International air traffics of the USSR, the Collection of documents, Moscow, 1970, volume 3) and for the purpose of implementation of standards and recommended practice of International Civil Aviation Organization (Appendix 1 "Issue of certificates to aviation personnel").
1.2. These rules determine requirements to the faces of aviation personnel performing the functions established for owners of the following certificates:
private pilot (airplane, airship, helicopter);
commercial pilot (airplane, airship, helicopter);
pilot of polynomial crew (airplane);
linear pilot (airplane, helicopter);
pilot of glider;
pilot of free aerostat;
pilot of the extralight aircraft;
navigator;
bortradist;
flight engineer (aircraft mechanic);
pilot observer;
steward;
operator;
the specialist on the specialist in maintenance of aircrafts;
the employee on ensuring flights / the flight dispatcher.
1.3. Accomplishment of functions of the crew member of aircrafts, the specialist in maintenance of aircrafts and the employee in ensuring flights / the flight dispatcher of civil aviation is performed by the person which is meeting requirements of these rules and having the existing certificate with the corresponding qualification marks.
1.4. The data established in appendix No. 2 to these rules are provided in the certificates specified in Item 1.2 of these rules.
1.5. For accomplishment of the functions of the crew member of the aircraft registered in the State register of civil aircrafts of the Russian Federation provided by these rules to the certificate granted by other state member of ICAO it is necessary to have the permission issued authorized by body which is integral part of the certificate.
The authorized body specifies in permission the term of its action which cannot exceed effective period of the certificate and can limit the permitted functions of the owner of the certificate.
1.6. The owner of the certificate does not perform the functions provided by the certificate and the corresponding qualification marks if he does not meet the requirements established by these rules.
1.7. In the cases established by these rules, the owner of the certificate shall have the existing medical certificate issued according to requirements of the Federal aviation rules "Medical Examination of Flight, Dispatching Structure, the Stewards, Cadets and Candidates Arriving in Educational Institutions of Civil Aviation" approved by the order of the Ministry of Transport of the Russian Federation of April 22, 2002 No. 50 * (2).
1.8. In case of the deterioration in the state of health of the owner of the certificate interfering safe accomplishment of the functions provided by its certificate it is forbidden to perform such functions.
1.9. Owners the Rules of certificates provided in the present are forbidden to perform functions, provided by certificates and the corresponding qualification marks, being under the influence of any psychoactive agent * (3).
1.10. Members of flight crews in accordance with the established procedure keep records about experience of flight operation of the aircraft.
1.11. Members of flight crews (pilots, navigators and bortradist) performing conducting radiotelephone communication onboard the aircraft in case of accomplishment of the international flights undergo control of knowledge of common and aviation English on compliance to the requirements established in Section 1.2.9 of Chapter 1 of Appendix 1 "Issue of certificates to aviation personnel" to the Convention on international civil aviation by results of which the level of proficiency in language is appropriated to them in airspace of the states which are not using Russian when conducting radiotelephone communication.
For accomplishment of the international flights in airspace of the states which are not using Russian when conducting radiotelephone communication, the owner of the certificate undergoes repeated control of knowledge of English:
in case of demonstration of knowledge at the fourth level - in three years;
in case of demonstration of knowledge at the fifth level - in six years;
in case of demonstration of knowledge at the sixth level passing of repeated control of knowledge is not required.
1.12. In these rules terms and determinations which are given in Appendix No. 1 to these rules are used.
2.1. For accomplishment of functions of the commander of the aircraft or the second pilot of any of the listed below type of aircrafts, it is necessary to receive the certificate provided by these rules:
airplane;
airship in amount more than 4600 m3;
free aerostat;
glider;
helicopter;
extralight aircraft weighing design more than 115 kg.
2.2. In case of issue of the certificate of the pilot, the mark about aircraft category and the qualification marks corresponding to class or type of aircrafts which were used during the examination, skills (abilities) is brought in the certificate.
2.3. The owner of the certificate of the private pilot, the commercial pilot or the linear pilot for operation of auxiliary view of aircrafts shall receive the corresponding qualification mark about aircraft category issued on condition of fulfillment of requirements of the these rules established for the corresponding aircraft category.
2.4. The owner of the certificate of the pilot of the extralight aircraft, the pilot of glider or the pilot of free aerostat for operation of auxiliary view of aircrafts receive the new certificate of the pilot of the corresponding aircraft category.
2.5. The owner of the certificate of the pilot is not allowed to accomplishment of functions of the commander of the aircraft or the second pilot if the owner of the certificate did not receive the corresponding mark about class according to provisions of Item 2.6 of these rules or marks about aircraft type, in the cases specified in Item 2.7 of these rules.
2.6. For accomplishment of functions of the commander of the aircraft or the second pilot by the airplane, in the certificate of type or management on flight operation (the document equivalent to it) of which it is determined that he can be exploited by the flight crew consisting of one pilot except the these rules of cases specified in the subitem "v" of Item 2.7, the owner of the certificate of the pilot shall have qualification mark about class:
a) with one engine, overland;
b) with one engine, seaplane;
c) multi-engine, overland;
d) multi-engine, seaplane.
The qualification mark about class of the aircraft is brought in the certificate if the candidate showed the ability degree corresponding to the certificate for class of the aircraft on which he wishes to receive qualification mark.
2.7. The owner of the certificate of the pilot shall receive qualification mark about aircraft type for operation:
a) the aircraft, in the certificate of type or in management on flight operation (the document equivalent to it) of which it is determined that its operation requires the second pilot;
b) the helicopter, in the certificate of type or management on flight operation (the document equivalent to it) of which it is determined that he can be exploited by the flight crew consisting of one pilot;
c) any aircraft when it is provided in the certificate of type on this aircraft.
If functions of the pilot are limited only to functions of the second pilot, then in qualification mark about type of the aircraft this restriction is specified.
2.8. The owner of the qualification mark about type of the aircraft required according to the subitem "an" of Item 2.7 of these rules shall:
a) gain under control of the instructor experience on the corresponding type of the aircraft and/or the corresponding flight exercise machine in the following areas:
regular schemes of flight and maneuvers at all stages of flight;
the special and emergency procedures and maneuvers connected with failure and equipment failures, for example the power plant, devices and systems of the aircraft, its glider;
if necessary, accomplishment of flights on devices, including landing approaches, goings on the second circle and instrument landings in normal, special and emergencies, including with engine failure imitation;
operations procedure in case of loss by the crew member of working capacity and procedure for coordination of actions of crew, including task allocation on piloting;
interaction of crew members and use of control cards;
b) show the ability and knowledge required for ensuring safe accomplishment of flights on the corresponding type of aircrafts which answer obligations of the commander of the aircraft or the second pilot;
c) show knowledge specified in the subitem "b" of Item 6.1 of these rules.
2.9. The candidate for receipt of the qualification mark about type of the aircraft required according to subitems "b" and "v" of Item 2.7 of these rules shall show the abilities and knowledge required for ensuring safe accomplishment of flights on the corresponding type of aircrafts.
2.10. In the absence of the qualification mark about type of the aircraft provided in Item 2.7 of these rules, the owner of the certificate for accomplishment of the educational and research flights or flights with the specific special purpose which are not connected with receipt of payment or transportations of passengers gets special permission from authorized body for accomplishment of the specified flight (flights).
2.11. For accomplishment of functions of the commander of the aircraft or the second pilot when flying by rules of flight on devices or if weather conditions do not correspond to the visual flight rules, the owner of the certificate shall have the qualification mark about the right of accomplishment of flights on devices corresponding to aircraft category.
