About approval of Fire safety regulations in case of operation of nuclear power plants

According to the Law of Ukraine "About fire safety" I ORDER:

1. Approve Fire safety regulations in case of operation of nuclear power plants (further - Rules) which are applied, becoming effective since October 15, 2007.

2. To department of physical protection, fire safety and health and safety (Ivanov P. A.):

2.1. Submit this order on state registration to the Ministry of Justice of Ukraine in accordance with the established procedure.

2.2. After state registration in the Ministry of Justice of Ukraine to send to State department of fire safety of the Ministry of Emergency Situations of Ukraine required materials for inclusion of Rules in the state register and the automated databank of information fund of regulations concerning fire safety.

3. To impose control over the implementation of this order on the deputy minister Nedashkovsky Yu. O.

Fire safety regulations in case of operation of nuclear power plants

I. General provisions

1.1. These Rules establish requirements of fire safety which extend to objects of the NPP which are operated, constructed, reconstructed, are technically re-equipped. Requirements of these Rules are obligatory for accomplishment by legal entities and physical persons (irrespective of patterns of ownership) in the territory of the NPP.

1.2. Rules are developed based on requirements of articles 3 and 5 of the Law of Ukraine "About fire safety", NAPB A.01.001-2004, of state standards and other documents on fire safety.

1.3. Together with requirements for ensuring fire safety of the NPP these Rules contain the provisions regulating interaction of administration and personnel of the NPP, and also the attracted organizations, companies or certain workers who temporarily or constantly function in the territory of the NPP, with bodies of the State fire protection of Ukraine.

1.4. Requirements for ensuring fire safety of subjects to economic, domestic, cultural and educational, improving and other appointment which are objects of the NPP are regulated according to the current legislation.

1.5. These Rules do not contain requirements for ensuring nuclear and radiation safety when implementing fire-proof actions as these provisions contain in the regulatory legal acts existing on the NPP of Ukraine on nuclear and radiation safety. At the same time Rules shall not contradict requirements of regulations and rules for nuclear and radiation safety.

1.6. Fire safety shall be ensured by holding the organizational, technical and other actions directed to prevention of the fires, safety of people, decrease in possible losses and reduction of negative ecological effects in case of their origin, creation of conditions for bystry challenge of fire divisions and successful suppression.

1.7. Ensuring fire safety of the NPP of Ukraine is assigned to the president and the senior vice president - the technical director of GP NAEK "Energoatom". Heads of the separated divisions (the CEOs and directors) are responsible for ensuring fire safety in divisions which are headed by them. Control over the implementation of these Rules is exercised by Mintoplivenergo of Ukraine.

1.8. The faces responsible for fire safety of the territory of the NPP, buildings and rooms, constructions, communications and the equipment of separate divisions of the station are appointed by the order of the CEO of the NPP.

1.9. The CEO and division managers authorized by it, other persons carry out the obligations on ensuring fire safety according to job descriptions.

They shall:

develop complex actions for ensuring fire safety, implement achievements of science and technology, positive experience;

according to regulatory legal acts about fire safety to develop and approve provisions, instructions and other regulations on fire safety which are effective within the NPP, to exercise constant control behind their observance;

provide observance of fire-proof requirements of standards, regulations, rules, and also fulfillment of requirements of resolutions (instructions), to consider offers of bodies of the state fire supervision;

organize training of workers in fire safety regulations and promotion of actions for their providing;

in case of absence in regulatory legal acts of the requirements necessary for ensuring fire safety to take adequate measures, approving them with bodies of the state fire supervision;

support in good repair means of fire protection and communication, the fire fighting equipment, the equipment and stock, not to allow their use not to destination, except cases of liquidation of natural disasters, accident prevention and use with the educational purpose;

provide upon the demand of the state fire protection the information and documents on condition of fire safety of objects in the procedure established by the legislation;

perform actions for implementation of automatic means of identification and suppression of the fires;

to timely inform fire protection on defect of the fire fighting equipment, fire protection systems, water supply, and also on closing of roads and drives in the territory;

make office investigation of cases of the fires.

1.10. Obligations of personnel (workers) on ensuring fire safety are established by job descriptions.

1.11. Financing of works on construction, reconstruction, expansion and technical retrofitting of subjects to production and other appointment can be carried out only on condition of availability of positive conclusion of complex state examination which shall contain surely positive expert conclusion of body of the state fire supervision as component of complex state examination.

1.12. Putting into operation of the new and reconstructed production and other facilities, implementation of new technologies, lease of any rooms without the permission of bodies of the state fire supervision is forbidden.

1.13. Products of fire-proof appointment, and also products to which requirements of fire safety are established shall have the certificate of conformity or the certificate on recognition of compliance.

V. Main objective and tasks of fire safety

5.1. Fire safety shall guarantee in case of the fire possibility of accomplishment by the systems important for safety of the NPP, the functions and the prevention of refusals of systems for the general reasons.

5.2. For achievement of necessary level of fire safety on each NPP the concept of fire protection in depth which is directed to the solution of such tasks shall be used:

prevention of the fire;

timely identification of the fire, its localization and liquidation in the shortest possible time automatic and hand fire extinguishing means; minimization of loss from the fire;

ensuring such level of protection of the systems and the equipment important for safety which will give the chance in case of the developed fire to provide stop of RU and its support in safe condition during all duration of the fire and after its liquidation.

5.3. The realization of the concept of fire protection in depth on each NPP shall be enabled in such directions:

carrying out APO of objects of the station, development and implementation on its basis of the actions directed to increase in level of fire safety of nuclear power plant;

development and timely review of documentation on questions of ensuring fire safety (instructions, provisions, operating plans and cards of fire extinguishing, plans of fire protection, standards of the company, etc.);

creation of SPB, PTK, DPD;

conclusion of contracts on the organization of the state fire protection for the NPP;

implementation of constant control at all levels behind observance of the fire prevention regime set on the NPP, acceptance of immediate measures for elimination of the revealed violations of fire-proof requirements of regulations and rules.

5.4. The purpose of APO is determination of possibility and development of the fire and realization of active and passive means of fire protection. APO of objects of the NPP shall consist of such components:

consideration of potential possibility and development of the fire in rooms and on the equipment, important for safety, and the adjacent (connected) with them rooms;

determination of influence of the fire in any site (placement) on possibility of safe stop of the reactor or on capability of minimization of level of radioactivity in the environment and possibility of control of radioactivity;

development of the actions directed to realization of the purpose of APO in case of the fire in any room (site).

5.5. APO needs to be carried out regularly, throughout all service life of the station, and also сверхпланово when carrying out modifications and reconstruction which can influence condition of fire safety. APO is component of the general analysis of safety which is performed at least once for 10 years.
