1. Approve the enclosed technical regulation "Requirements to Safety of Synthetic Detergents and Goods of Household Chemicals".

2. This resolution becomes effective after six months from the date of the first official publication.

Technical regulation "Requirements to Safety of Synthetic Detergents and Goods of Household Chemicals"

1. Scope

1. This technical regulation "Requirements to Safety of Synthetic Detergents and Goods of Household Chemicals" (the daleenastoyashchy technical regulation) is developed for the purpose of implementation of the Ecological code of the Republic of Kazakhstan of January 9, 2007, the Labor code of the Republic of Kazakhstan of May 15, 2007 and the laws of the Republic of Kazakhstan of April 3, 2002 "About industrial safety on hazardous production facilities", of December 4, 2002 "About sanitary and epidemiologic wellbeing of the population", of November 9, 2004 "About technical regulation", of July 21, 2007 "About safety of chemical products".

Requirements of this technical regulation extend to the synthetic detergents and goods of household chemicals which are objects of technical regulation, classified according to codes of the Commodity nomenclature of external economic activity. Goods item - 3402 (according to the "Commodity Nomenclature of Foreign Economic Activity" qualifier).

2. Terms and determinations

3. In this technical regulation the main terms used in the Law of the Republic of Kazakhstan "About technical regulation" and also the following terms and determinations are applied:

1) aerosol package - metal, glass or plastic vessel disposable in which contains compressed, the gas liquefied or dissolved under pressure with liquid, paste or powder or without them. This vessel is equipped with the final device allowing to make the emission of content in the form of the solid or liquid particles weighed in gas, foams, paste or powder in liquid or gaseous state supplied with the aerosol sprayer;

2) the applicant - the legal entity or physical person which provided products for confirmation of conformity to requirements of this technical regulation;

3) complete biodegradability - level aerobic (in the presence of oxygen) biological decomposition, characterized by complete mineralization of substances due to conversion by its microorganisms with formation of carbon dioxide and salts;

4) the return flame - distribution of flame from ignition source on aerosol stream to aerosol package;

5) the material safety data sheet - the information document containing necessary data on characteristics of chemical products and security measures at address stage;

6) primary biodegradability - aerobic (in the presence of oxygen) biological transformation (structural change) of substance the microorganisms which are present at treatment facilities and reservoirs leading to loss of its surface-active properties;

7) surfactant - any organic substance and/or medicine having surface-active properties and consisting of one or more hydrophilic groups and one or more hydrophobic groups of such nature and the size which allows to reduce water surface tension and also to create the extending or adsorbed monomolecular layers on border of water and air, to create emulsions and/or microemulsions and/or micelles, and also to be adsorbed on limit of the Section of firm and liquid phases;

8) propellant - carbon dioxide or other gas which is under pressure in vessel with substance and allowing to perform substance spraying;

9) synthetic detergents - means for washing on the basis of synthetic or natural surfactants used in the household and industrial purposes;

10) (including in aerosol package) treat goods of household chemicals:

means for processing of fabrics before washing;

means for washing and cleaning of firm surfaces and care of them;

means for destruction of smells in the room and the closed reservoirs.

3. Product circulation conditions in the market

4. Synthetic detergents and goods of household chemicals shall conform to the requirements established by this technical regulation.

5. Synthetic detergents and goods of household chemicals are delivered on the market and are implemented only if they do not constitute health hazard and safety of people in case of proper use.

4. General requirements of safety

6. Safety of synthetic detergents and goods of household chemicals is provided with structure of products, taking into account appointment and method of application and sufficiency of developed protective measures.

7. The list of ingredients of composition of synthetic detergents and goods of household chemicals which surely include in information for the consumer are given in Appendix 1 to this technical regulation.

8. Are not allowed to market circulation without precautionary marking and instructions on method of application with adequate protective measures synthetic detergents and goods of household chemicals which:

1) belong to the 1st and 2nd classes of danger on acute toxicity in case of introduction in stomach, when drawing on skin and inhalation effect;

2) have the cankerous (corroding) effect on skin and cause irreversible effects for mucous membrane;

3) have the sensibilizing (allergenic) action when drawing on skin and inhalation effect;

4) is caused by mutagen action and malfunction of reproduction;

5) are carcinogens.

9. Indicators of safety of synthetic detergents and goods of household chemicals are:

1) biodegradability (complete, primary);

2) activity ratio of hydrogen ions (рН);

3) rinsability from ware of means for washing of ware;
