These rules are developed according to article 18 of the Law of the Republic of Kazakhstan of December 20, 1995 "About use of airspace and activities of aircraft of the Republic of Kazakhstan" and determine procedure for issue of operating authorities of legal entities and physical persons which can pose safety hazard of flights of aircrafts.
2. The basic concepts and terms used in these rules:
1) authorized body - the state body enabling within the competence the realization of state policy in the field of civil aviation, the state control and supervision, coordination and regulation of activities of civil and experimental aviation and use of airspace of the Republic of Kazakhstan;
