1. Approve the enclosed Technical regulation "Requirements to Non-automatic Weight Measuring Devices".
2. This resolution becomes effective after six months from the date of the first official publication.

1. Subjects of this Technical regulation "Requirements to Non-automatic Weight Measuring Devices" (further - the Technical regulation) are all non-automatic weight measuring devices serving for determination of body weight, hereinafter referred to as "scales".
Requirements of this Technical regulation extend to scales:
1) used in the field of the state metrological control, according to the Law of the Republic of Kazakhstan of June 7, 2000 "About ensuring unity of measurements" (further - the Law);
2) used out of the sphere of the state metrological control.
Identification of scales is made by use of the list of products to which action of this Technical regulation, according to appendix 1 to this Technical regulation, their markings and establishment of determination of body weight by them extends.
2. This Technical regulation is directed to protection of the rights and legitimate interests of citizens and economy of the Republic of Kazakhstan against effects of doubtful results of the measurements executed using scales.
3. The major dangerous factor (risk) which it is necessary to avoid is use of the scales non-compliant to the requirements of this Technical regulation.
4. Requirements of this Technical regulation do not extend to the scales imported for holding the exhibitions, scientific symposiums and other actions providing temporary import of scales not in the measuring purposes on the territory of the Republic of Kazakhstan with the subsequent export.
5. In this Technical regulation the terms and determinations established by the Laws of the Republic of Kazakhstan of June 7, 2000 "About ensuring unity of measurements" and of November 9, 2004 "About technical regulation" and also the following are used:
1) the non-automatic weight measuring device the measuring instrument intended for determination of body weight in the conditions of action on him gravitational forces (by use of gravity on this body), requiring action (participation) of the operator during weighing;
2) the price of division (d) - difference of the values of weight corresponding to two next marks of scale of scales with the analog otschetny device or the value of weight corresponding to discretization of counting of scales;
3) accuracy - the characteristic of quality of scales reflecting proximity of their error to zero;
4) accuracy class - the generalized characteristic of scales determined by limits of the allowed main and additional errors, and also other properties influencing the accuracy which value is established in regulating documents on separate types of scales;
5) the supplier - the legal entity, including foreign, or the individual entrepreneur enabling on its own behalf the realization of scales;
