According to the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Technical regulation "Requirements to Safety of the Low-voltage Equipment".

2. This resolution becomes effective after six months from the date of the first official publication.

Technical regulation "Requirements to Safety of the Low-voltage Equipment"

1. Scope

1. This Technical regulation "Requirements to Safety of the Low-voltage Equipment" extends to the low-voltage equipment released and put into operation:

new, earlier not being in operation, irrespective of country of source;

being in operation after upgrade;

being in operation, imported into the Republic of Kazakhstan.

2. In this Technical regulation the low-voltage electric equipment is meant as the electric equipment corresponding to determination of Section 2 of these regulations and intended for application with rated voltage to 1000 V inclusive of alternating current and to 1500 V inclusive of direct current.

3. Objects of technical regulation concerning which this Technical regulation establishes safety requirements are:

1) electrical machines;

2) electrotechnical equipment and materials;

3) cable products;

4) computer facilities;

5) devices and automation equipment of common industrial appointment;

6) devices and automation equipment of specialized appointment;

7) tractors and farm vehicles;

8) products of construction, road and utility mechanical engineering;

9) processing equipment for the light and food industry and household appliances;

10) means of radio communication, broadcasting and television;

11) means of wire communication and equipment of radio communication terminal and intermediate;

12) products of cultural and community, economic, educational appointment, the theatrical and spectacular companies, auxiliary for light industry.

4. Identification of the low-voltage equipment is made by use of codes of the Commodity nomenclature of external economic activity (Commodity Nomenclature of Foreign Economic Activity), on marking and accompanying documents, parameters, indicators and requirements which are in total sufficient for recognition.

5. Action of this Technical regulation does not extend on:

1) the electric equipment having rated power less than 5 W and intended for application with rated voltage to 50 V inclusive of alternating current and to 75 V inclusive of direct current;

2) the electric equipment intended for work in explosive environments;

3) radiological equipment;

4) electric parts of elevators and elevators except devices of complete low-voltage and electric motors;

5) medical equipment;

6) the electric equipment, held for use on rail, road transport and on air, water vessels;

7) defense products;

8) products, data on which are the state secret.

2. Terms and determinations

6. In this Technical regulation the following terms with the corresponding determinations are used:

1) commissioning - documentary drawn up event fixing readiness of the low-voltage equipment for application to destination;

2) upgrade - modification of design of the low-voltage equipment which is in operation;

3) the rated voltage of the low-voltage equipment - the entrance and (or) output tension of the low-voltage equipment given by the manufacturer on this equipment and in operational documents;

4) the address of the low-voltage equipment in the market - the movement of this equipment from the manufacturer to the consumer (user) covering all processes which there undergoes the low-voltage equipment after completion of its production;

5) application to destination - use of the low-voltage equipment according to the appointment specified by the manufacturer on this equipment and (or) in operational documents;

6) production supervision of the manufacturer - the engineering supervision exercised and which is documentary drawn up by the manufacturer in production process of the low-voltage equipment;

7) placement of the low-voltage equipment on rynkepredostavleniye the manufacturer (the authorized representative, the importer) of the low-voltage equipment for its release into the stream of commerce;

8) component of the low-voltage equipment - structurally finished assembly unit intended for embedding in the low-voltage equipment;

9) the electric equipment - the equipment intended for development, transformation, transfer, distribution and use of electrical energy, including, as for direct use, and built in machines, mechanisms, devices, devices and other products.

10) component (component) - any product necessary for safe functioning of the electric equipment;

11) application to destination - use of the electric equipment specified in the Section 5, according to the group of the equipment and necessary information for safe functioning of electric equipment provided by the manufacturer.
