About strengthening of control of import and transit of excise goods by rail

The Cabinet of Ministers of Ukraine DECIDES:

1. Determine that the omission for the purpose of transit through customs area of Ukraine of goods on which the legislation of Ukraine establishes the excise duty (further - excise goods) is performed only in the presence of the financial guarantees to customs authorities provided by resolutions of the Cabinet of Ministers of Ukraine of June 29, 1996 N 700 "About Regulations on provision to customs authorities of Ukraine of financial guarantees of rather obligatory goods delivery in customs of appointment" and of October 4, 1996 N 1216 "About Regulations on provision of financial guarantees to customs authorities independent financial intermediaries of rather obligatory goods delivery in customs of appointment".

This Item becomes effective in month after adoption of this resolution.

2. Change of terms of the contract of transportations of alcoholic beverages and tobacco products by rail and change of customs regime in which these goods move is forbidden.

3. To the ministry of transport together with the Ministry of external commercial relations and trade and the State Customs Service to review the list of Items on customs border for railway service through which are performed import, export and transit of excise goods, and also deadlines of transit of excise goods by rail in a month and to provide to the Cabinet of Ministers of Ukraine relevant proposals.

4. To the ministry of transport together with the State Customs Service in seven-months time to analyze results of implementation of actions, the stipulated in Item 1 this resolution and to provide offers on review of the inventory according to which financial guarantees are provided to the Cabinet of Ministers of Ukraine.
