1. Approve the enclosed Technical regulation "Requirements to Safety of Metal Designs".

2. This resolution becomes effective after six months from the date of the first official publication.

Technical regulation "Requirements to Safety of Metal Designs"

1. Scope

1. This Technical regulation "Requirements to Safety of Metal Designs" (further - the Technical regulation) establishes requirements to safety of metal designs, to processes of their production and installation, transportation and storage, use in construction and utilization.

Objects of technical regulation of this Technical regulation are:

1) the metal designs given in appendix 1 to this Technical regulation;

2) production processes and installation, transportation and storage, use in construction and utilization of metal designs.

This Technical regulation considers possibility of manifestation of dangerous characteristics in processes of lifecycle of metal designs.

2. Identification of metal designs is made by use of codes of the Commodity nomenclature of external economic activity of the Republic of Kazakhstan (the Commodity Nomenclature of Foreign Economic Activity of RK) and the codes corresponding to them on products Qualifier by types of economic activity (KP of foreign trade activities) of RK Group 04-2003, on marking and accompanying documents, parameters, indicators and requirements which are in total sufficient for recognition.

3. General requirements of mechanical safety, fire safety, radiation, thermal safety and safe engineering and labor protections of metal designs are established by the Ecological code of the Republic of Kazakhstan of January 9, 2007, the Labor code of the Republic of Kazakhstan of December 19, 2007 and the laws of the Republic of Kazakhstan of November 22, 1996 "About fire safety", of April 23, 1998 "About radiation safety of the population", of July 16, 2001 "About architectural, town-planning and construction activities in the Republic of Kazakhstan", of April 3, 2002 "About industrial safety on hazardous production facilities", of December 4, 2002 "About sanitary and epidemiologic wellbeing of the population".

4. The major dangerous factors (risks) which it is necessary to avoid in processes of lifecycle of metal designs are:

1) in case of production and assembly of metalwork the dangerous production factors connected with non-compliance with occupational safeties and health regulations can take place;

2) the increased noise level and vibrations;

3) the increased or lowered ambient temperature, the surfaces of the equipment, materials;

4) mobile parts of the equipment, tool, the moving products, procurements, materials;

5) the flying-away splinters and particles of metal and abrasive materials;

6) sharp edges, agnails, roughness on the surfaces of procurements, tools, the equipment, waste;

7) the increased dust content of air metal and abrasive dust, welding aerosols;

8) insufficient illumination of the working area;

9) possibility of impact on the worker of electric current;

10) availability of dangerous radiations (radioactive, x-ray, ultra-violet, thermal);

11) negative impact on organs of vision and faces of beams of electric arch during the welding works;

12) the flammable and explosive chemical components and connections which are present at liquids, means for decorative/protective metal working and construction solutions capable to do harm to health of the person or wound, incompatible with life;

13) release of the solutions, varnishes, paints and other materials of specific smell and toxic substances capable to cause poisoning;

14) in case of installation and operation of metal designs highly located and poorly fixed objects and low-strong parts of designs capable to fall or fall upon the workers who are under them;

15) at the initial stage of construction bolts can be exposed to excessive loadings, and without installation of the corresponding temporary bonds in the form of struts, delays there is danger of collapse of design;

17) emergence of the fire on site carrying out welding works;

5. The requirement of This Technical regulation does not extend to the metal designs which were in the use and reusable in construction.

2. Terms and determinations

6. In this Technical regulation the basic concepts used in legal acts in the field of technical regulation and in the field of architectural, town-planning and construction activities are applied, the following terms and determinations are in addition used:

1) concreting - drawing on surface of steel structures of concrete layer or the conclusion of steel cores from rolling profiles of compound section in monolithic concrete cover;

2) steel structures - designs which elements are made from staly different brands, the industrial production and installation, possibility of use differing in relative ease, variety of constructive forms, high durability, allowing in combination with other materials;

3) the welding tilter - the device for installation of the welded parts in provision, convenient for welding;

4) the project of works - the document constituted on the basis of working drawings and taking into account the project of the organization of construction in which methods of accomplishment of the main works and production organization of works on this object are specified;

5) the conductor - kind of the devices determining provision of the tools used in case of assembly and fixing of parts when welding, drilling and processing of separate elements of metal designs;

6) risk assessment - general process of risk analysis and its assessment;

7) building construction - the end construction products which are part of the building or construction with certain functions;

8) metal designs - the building constructions applied as bearing in frameworks of buildings and other engineering constructions, in wide-span coverings, coverings of wall and roofing panels;

9) fire safety - condition of security of people, property, property, society and state from the fires;

10) sanitary and epidemiologic safety - the state of health of the population in case of which there are no harmful effects of factors of the habitat per capita and favorable conditions for its accommodation are provided;

11) compliance presumption - legislatively or conceptually fixed provision according to which accomplishment of the detailed (specific) requirements harmonized national by the standard is considered observance of the relevant general (essential) requirements of the Technical regulation.

3. Conditions of the address of metal designs in the market of the Republic of Kazakhstan

7. The metal designs used in case of construction of construction objects shall conform to requirements of this Technical regulation, and also the safety requirements established in other technical regulations concerning metal designs.

8. The released metal designs (including imported) shall be followed by special information which shall include:

1) the identifying marking directly on product or in the accompanying documentation;

2) the quality certificate or the statement from it;

3) necessary technical documentation on installation of metal designs;

4) methods and fire extinguishing means (if necessary);

5) documents on confirmation of conformity.

9. The minimum requirements to structure and contents of information included in precautionary marking shall conform to the requirement of the technical regulation "Requirements to Packaging, Marking, Labelling and Their Correct Drawing" and regulating documents.

10. The precautionary and identifying marking is put (registers) in the form of the text, symbols, pictograms.

11. Information for the consumer shall be accurate and easily readable.

12. Means of drawing information shall provide firmness of marking in case of storage, transportation and application of products.

4. General technical requirements to metal designs

13. This Technical regulation establishes minimum necessary requirements which ensure mechanical safety, fire safety, radiation, thermal and sanitary and epidemiologic safety in processes of lifecycle (in case of production and installation, transportation and storage, use in construction and utilization) metal designs.

14. Metal designs shall be produced according to the detail drawings of metal designs (KMD) developed according to working drawings of metal designs (KM).
