About features of customs clearance of the goods moved through customs border of the Russian Federation with physical persons

For the purpose of ensuring completeness of collection of customs payments, simplifications and accelerations of passing of customs formalities in case of customs clearance at check points on customs border of the Russian Federation of the goods moved with physical persons in the accompanied baggage and based on Articles 169, 172 and 212 Customs codes of the Russian Federation I oblige:

1. The customs authorities located at check points on customs border of the Russian Federation at which actually there is no customs broker, when carrying out customs clearance of the goods imported on customs area of the Russian Federation by physical persons in the accompanied baggage without the conclusion of the agreement in foreign trade to which the general procedure for customs clearance providing declaration of goods with submission of the cargo customs declaration (CCD) is applied:

a) allow declaring of the above-named goods by foreign physical persons in case of the room of such goods under customs regime of release for free circulation;

b) accept GTD filled according to the Instruction about procedure for filling of the cargo customs declaration approved by the order of the State Customs Committee of Russia of 16.12.98 N 848 (it is registered in the Ministry of Justice of the Russian Federation 05.02. 99, рег. N 1699) in which data are entered by hand and certified by the signature of person which filled GTD without submission of its electronic copy;

c) issue to the physical persons moving goods through customs border of the Russian Federation, forms of the cargo customs declaration of the TD1 form and the TD2 form.
