About approval of the technical regulation about safety of products intended for children and teenagers

According to the Federal Law "About Technical Regulation" Government of the Russian Federation decides:

1. Approve the enclosed technical regulation about safety of products intended for children and teenagers (further - the technical regulation).

2. To the Ministry of Industry and Trade of the Russian Federation together with Federal Agency for Technical Regulation and Metrology in coordination with the interested federal executive bodies to prepare the list of the national standards containing rules and methods of researches (testing) and measurements, including the rules of sampling necessary for application and execution of the technical regulation and implementation of assessment of conformity of products to requirements of the technical regulation and to provide it in accordance with the established procedure to the Government of the Russian Federation not later than 6 months before the date of entry into force of the technical regulation.

The technical regulation about safety of products intended for children and teenagers

I. General provisions

1. This technical regulation establishes safety requirements of products intended for children and teenagers (further - products), for the purpose of protection of life or health of children and teenagers, and also the prevention of the actions misleading acquirers of products.

2. The following groups of products treat objects of technical regulation of this technical regulation:

products for care of children (nipples milk, pacifiers, ware, tableware, sanitary and hygienic and haberdashery products, toothbrushes and massagers for gums);

toys;

clothes, products from textile materials, skin and furs, products knitted and finished piece textile products;

footwear and leather haberdashery products;

baby carriages and bicycles;

publishing (educational, book and journal) products, electronic educational editions and school writing-materials.

Requirements of this technical regulation are established concerning products according to the list according to the appendix N 1.

Action of this technical regulation does not extend to the products which were in the use or made by individual orders and also to the following products which safety requirements are established by other technical regulations:

the products developed and made for application in the medical purposes;

products for baby food;

perfumery and cosmetic goods;

sports products and equipment;

furniture;

school notebooks.

3. The concepts used in this technical regulation mean the following:

"biological safety" - condition of product in case of which there is no unacceptable risk connected with damnification to health or threat of life of the user because of discrepancy of microbiological, toxicological, physical and physical and chemical properties to the established requirements;

"biologically safe edition" - the edition in the course of which reading optimal conditions for visual work are provided does not develop the visual exhaustion connected with visual perception of the text, visual acuity tension, accommodation and movement of eyes;

"hazardous substances" - chemicals which in usage time of product can cause negative variations in the state of health of the user in case of content them in the product material exceeding admissible concentration of such substances;

"production in the address" - the products sent from warehouse of the manufacturer, the seller or person performing functions of the foreign manufacturer, or shipped without warehousing, or exported for realization in the territory of the Russian Federation;

"children" are users of products aged up to 18 years;

"toxicity index" - the integral indicator of impact of hazardous substances determined in test tube on culture of cages;

"mechanical safety" - complex of quantitative indices of mechanical, geometrical properties and product characteristics which provides decrease in risk of damnification to health or threats of life of the user;

"newborns" are children aged up to 28 days inclusive;

"teenagers" are children aged from 14 up to 18 years;

"users of products" - the children, teenagers who are personally using products which are subject of this technical regulation;

"the acquirer of products" - the physical person or legal entity having intention to order or acquire products or acquiring it;

"chemical safety" - condition of product in case of which there is no unacceptable risk connected with damnification to health or threat of life of the user because of exceeding of level of concentration of unhealthy chemicals of the user.

4. Products shall provide chemical, biological, mechanical, fire, electric, thermal and radiation safety, explosion safety and safety of radiations for the user.

This technical regulation establishes mandatory requirements of safety of products on indicators of chemical, biological, mechanical, fire, electric and thermal safety. Indicators of safety of radiations, explosion safety and electromagnetic compatibility of products shall conform to requirements of the corresponding technical regulations. Indicators of radiation safety of products shall conform to requirements of federal regulations and rules of use of atomic energy.

II. Safety requirements of products for care of children

5. Products for care of children shall conform to the following general requirements of safety:

Allocation of the hazardous substances containing in ware from glass, glass ceramics and ceramics on indicators of chemical and mechanical safety shall not exceed the following sizes:

chrome - 0,1 *;

copper - 1,0 *;

titanium - 0,1 *;

zinc - 1,0 *.

9. Allocation of hazardous substances from metal sanitary and hygienic products and haberdashery products shall not exceed iron - 0,30 *, aluminum - 0,50 * and lead - 0,03 *.

Products sanitary and hygienic of metal shall be resistant to corrosion. Fixture of handles and elements of decorative registration, armature and coverings shall be strong.

10. Products sanitary and hygienic and haberdashery of plastic shall not have sharp (cutting, pricking) edges if it is not determined by functional purpose of product.

Products sanitary and hygienic shall keep appearance and coloring, not to be deformed and not to decrepitate in case of impact of water at temperature from 65 to 75 Pages. Deleting of dye when wiping product shall not be observed.

12. Products sanitary and hygienic one-time use for care of children shall conform to requirements of microbiological safety according to the appendix N 6.

III. Safety requirements of toys

13. Safety requirements extend to the toys intended for children up to 14 years.
