About cross-border movement of waste
For the purpose of the implementation of the Federal Law "About Production Wastes and Consumption" and obligations of the Russian Federation following from the Basel Convention on the Control of Trans-boundary Movement of Hazardous Wastes and their removal, the Government of the Russian Federation decides:
1. Approve the enclosed Rules of cross-border movement of waste (further hereinafter are referred to as - Rules).
2. Determine that:
import to the territory of the Russian Federation of the waste specified in the appendix N 1 to Rules for the purpose of their use and export from the territory of the Russian Federation of the waste specified in appendices 1 and 2 to Rules are performed according to the license granted in accordance with the established procedure by the Ministry of Industry and Trade of the Russian Federation based on permission of Federal Nature Management Supervision Service and its territorial authorities to cross-border movement of waste;
transit of waste across the territory of the Russian Federation is performed in accordance with the legislation of the Russian Federation based on permission of Federal Nature Management Supervision Service.
