1. Approve the enclosed technical regulation "Requirements to Safety of Perfumery and Cosmetic Products".

2. To the central and local executive bodies to bring into accord with this resolution earlier adopted regulatory legal acts.

3. This resolution becomes effective after 6 months from the date of the first official publication.

Technical regulation "Requirements to Safety of Perfumery and Cosmetic Products"

1. Scope

1. This technical regulation establishes:

1) mandatory requirements to perfumery and cosmetic products (further - the personal computer products) for the purpose of ensuring its safety and the prevention of the actions misleading consumers;

2) requirements to consumer packaging and marking of perfumery and cosmetic products;

3) requirements to production processes, storages, transportations and utilizations of the personal computer of products;

4) requirements to assessment of conformity of the personal computer of products to requirements of this technical regulation.

Personal computers products to which requirements of this technical regulation extend are identified as the means intended for drawing on body of the person for the purpose of clarification, elimination of unpleasant smell, giving of esthetic effect and protection against harmful factors of external environment:

1) means for care of skin, nails and hair on gel basis, emulsion and fatty (creams, milk, cream, masks, srubs, peelings, creams-gels);

2) detergents for hygienic care of hair and skin (shampoos, liquid soap, washing gels: for shower, bathtubs and intimate hygiene, bath foam and means clearing: skins, gels, mousses);

3) means of decorative cosmetics on emulsion basis persons intended for make-up, lips, body and hair (tone means; blush, eye shadow, hair mascara, liquid mascara and eyeliner; lip gloss);

4) means of decorative cosmetics on zhirovoskovy basis intended for make-up and care of skin, eyes and lips (lipsticks; gloss and lip balm; theatrical make-up; planimetric pencils for eyebrows, century and lips; the masking pencils; solid mascara);

5) means of decorative cosmetics the powdery and intended for make-up compact faces, bodies and hair (powder; blush; eye shadow; gloss for person, body and hair);

6) means powdery and compact intended for hygienic care of body (talc, powder, powder the nurseries perfumed, deodorized);

7) the means intended for care of teeth and oral cavity (hygienic and treatment-and-prophylactic toothpastes; elixirs, conditioners, fresheners, balms);

8) means perfumery liquid applied as the hygienic, refreshing and flavoring means (spirits, colognes, perfumery, toilet and fragrant water);

9) the liquid cosmetics intended for hygienic and/or tonic care of skin, hair and nails (lotions, toning lotions, tonics);

10) liquid cosmetics for care of hair (means for wave and straightening of hair, means for stacking and hair fixation);

11) liquid cosmetics for the deodorizing, flavoring and refreshing effect (deodorants and antiperspirant deodorants);

12) the means applied to and in time and after shaving; (creams, gels and shaving foams)

13) nail care products (varnishes manicure, liquids for removal of cuticle, liquid for removal of varnish, means for nail extension);

14) means for decolouration (or clarification) and colourings of hair;

15) means for permanent make-up;

16) toilet soap.

The list of the personal computer of products concerning which requirements of this technical regulation are established is given in Appendix 9 to this technical regulation.

2. Terms and determinations

2. In this technical regulation the terms used in the Law of the Republic of Kazakhstan "About technical regulation" and also the following terms and determinations are applied:

1) ampoule cosmetics - The personal computer products placed in hermetically the soldered glass vessel which is not containing preservatives intended for single application;

2) the summary of the personal computer of products - the verbal description and (or) graphic symbol of the personal computer of products containing characteristics of its consumer properties, appointment, recommendations about application, and also method of application;

3) antiperspirants - the means reducing sweating;

4) lip gloss - the means of decorative cosmetics forming brilliant film on lips;

5) safety of the personal computer of products - lack of the unacceptable risk connected with damnification of life, to health of the person, the environment, plant and animal life taking into account probability of dangerous factor and severity of its effects;
