According to article 22 of the Law of Ukraine "About use of nuclear energy and radiation safety", item 4 of the Regulations on the State committee of the nuclear regulation of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of 27.12.2006 of N 1830, and for the purpose of ensuring state regulation in the field of use of nuclear energy I ORDER:

1. Approve Requirements to packagings for long-term storage and burial of highly active radioactive waste from conversion of the fulfilled nuclear fuel which are applied.

2. To management of safety of the treatment of radioactive waste and removal from operation (Kutuzova T. Ya.) provide:

submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine;

mailing of this order according to mailing calculation.

3. In week time after state registration of the order to provide to information crisis management (Ananenko O. M.) its placement on Gosatomregulirovaniya's website.

4. To impose control over the implementation of the order on the vice-chairman Makarovskaya O. A.

Requirements to packagings for long-term storage and burial of highly active radioactive waste from conversion of the fulfilled nuclear fuel

I. General provisions

1.1. For the purpose of ensuring nuclear and radiation safety in case of storage before burial in stable geological formations and burial of highly active radioactive waste (further - the Russian joint stock company) in these Requirements establish requirements to design, materials, production, marking, methods of quality control of packagings for long-term storage and burial of highly active Russian joint stock companies from conversion of the fulfilled nuclear fuel (further - packagings of Russian joint stock company) and requirements to their components - to containers and form of highly active Russian joint stock companies.

1.2. These Requirements extend to subjects of activities in the field of use of nuclear energy irrespective of pattern of ownership whose activities are connected with development and operation of packagings of Russian joint stock company, with designing, designing and production of containers as the constituting packagings of Russian joint stock company.

1.3. In these Requirements the stated below terms are used in values:

the producer of packagings of highly active radioactive waste (further - the producer of packagings of Russian joint stock company) - the legal entity who performs placement of highly active Russian joint stock companies of the certain physical and chemical form received after conversion of the fulfilled nuclear fuel in containers and preparation of packagings of highly active radioactive waste for long-term storage and/or burial;

the containing matrix - the non-radioactive material which is used for binding of radioactive waste in resistant form (for example, different polymers, glass, ceramics and other materials);

container - reservoir in which highly active radioactive waste of the certain physical and chemical form received after conversion of the fulfilled nuclear fuel for safe handling of them, including for long-term storage and/or burial is located. The container is package component of highly active radioactive waste which performs function of external barrier to localization of radioactive waste and their protection against external influences on the entire period of storage before burial in stable geological formations;

the operator of storage - the legal entity designated by the state who performs the activities connected with stages of existence of storage for storage and/or stages of lifecycle of storage for burial of highly active radioactive waste;

packaging of highly active radioactive waste - the set prepared taking into account safety requirements in transit storage and burial which includes container, the highly active radioactive waste of the certain physical and chemical form received after conversion of the fulfilled nuclear fuel placed in it, and the material in case of need occluding;

form of highly active radioactive waste - highly active radioactive waste of the certain physical and chemical form received after conversion of the fulfilled nuclear fuel before their placement in container.
