Based on Item 3 of article 7 of the Law of the Republic of Belarus of December 21, 2005 No. 73-Z "About guarantees on social protection of orphan children, children without parental support, and also persons from among orphan children and children without parental support", the paragraph of the seventh No. 200-Z "About bases of system of prevention of neglect and offenses of minors" the Council of Ministers of the Republic of Belarus DECIDES: parts one of article 8 of the Law of the Republic of Belarus of May 31, 2003

1. Establish:

1.1. regulations of food and cash expense rates on food of the orphan children and children without parental support who are in orphanages (except for children at the age of 1–2 years) and boarding schools for orphan children and children without parental support, special boarding schools, according to tables 1 and 2 of appendix 1.

The children at the age of 1–2 years who are in orphanages are provided with food on the regulations established by the Ministry of Health in coordination with the Ministry of Finance for orphan children, children without parental support who are in children's homes and on cash expense rates on food of orphan children, the children without parental support who are in children's homes according to appendix 9;

1.2. regulations of food and cash expense rates on food of the orphan children and children without parental support who are in the social and pedagogical centers, special educational facilities, receivers distributors for minors according to tables 1 and 2 of appendix 2;

1.3. regulations of providing and cash expense rates on providing with clothes, footwear, soft stock of the orphan children and children without parental support who are in orphanages (except for children at the age of 1–2 years), boarding schools for orphan children and children without parental support, special boarding schools, the social and pedagogical centers, special educational facilities, receivers distributors for minors, according to tables 1 and 2 of appendix 3.

The children at the age of 1–2 years who are in orphanages are provided with clothes, footwear, soft stock on the regulations established by the Ministry of Health in coordination with the Ministry of Finance for orphan children, children without parental support who are in children's homes and on cash expense rates on providing with clothes, footwear, soft stock and necessities of orphan children, the children without parental support who are in children's homes according to appendix 12;

1.4. regulations of providing with textbooks, education guidances and accessories, necessities and personal hygiene of orphan children, the children without parental support who are in orphanages (except for children at the age of 1–2 years), boarding schools for orphan children and children without parental support, special boarding schools, in children's social boarding houses, the social and pedagogical centers, special educational facilities, receivers distributors for minors, according to the table 1 of appendix 4 and cash expense rates on their providing with educational accessories (textbooks and education guidances are provided in use without collection of payment), necessities and personal hygiene according to the table 2 of appendix 4.

The children at the age of 1–2 years who are in orphanages are provided with necessities on the regulations established by the Ministry of Health in coordination with the Ministry of Finance for orphan children, children without parental support who are in children's homes and on cash expense rates on providing with clothes, footwear, soft stock and necessities of orphan children, the children without parental support who are in children's homes according to appendix 12;

1.5. regulations of providing with set of clothes, footwear, soft stock and the equipment of orphan children and children without parental support, and also persons from among orphan children and children without parental support, upon termination of stay in orphanages, boarding schools for orphan children and children without parental support, special boarding schools, the social and pedagogical centers, special educational facilities, in children's social boarding houses, in military units as pupils and other organizations providing conditions for accommodation (content) of children or after release from custody, from places of serving sentence in the form of arrest, restriction of freedom, imprisonment – in case of employment (registration in committee on work, employment and social protection of the Minsk Gorispolkom, managements (departments) of work, employment and social protection of city, district executive committees (further – bodies for work, to employment and social protection) and in other cases, stipulated by the legislation, according to appendix 5 on the amount within 3648 rubles 54 kopeks or monetary compensation of their cost and money allowance in the amount of two basic sizes;

1.6. regulations of providing with set of clothes and footwear of orphan children and children without parental support, upon termination of stay in orphanages, boarding schools for orphan children and children without parental support, special boarding schools, the social and pedagogical centers, special educational facilities, in children's social boarding houses, in military units as pupils and in case of their transfer on training in day form of education in the public institutions of education realizing educational programs professional, average special (including in schools of the Olympic reserve on the level of secondary vocational education), the higher education, the educational program of training of persons for receipt in organizations of formation of the Republic of Belarus, on the amount within 503 rubles 13 kopeks and money allowance in the amount of one basic size;

1.7. regulations of providing orphan children and children without parental support, and persons from among the orphan children and children without parental support studying in day form of education in the public institutions of education realizing educational programs professional, average special (including in schools of the Olympic reserve at the level of secondary vocational education), the higher education, the educational program of training of persons for receipt in organizations of formation of the Republic of Belarus:

monetary compensation of expenses on food in the amount of 11 rubles 32 kopeks a day (except for students in schools of the Olympic reserve) – in school days, in the period of disease, in the period of vacation for the academic year and summer vacation, the days off, public holidays and holidays established and announced according to the procedure, stipulated by the legislation, non-working for the period of stay in child care residential care facilities, orphanages of family type, tutorial families and foster homes in which they were earlier, families of relatives or other citizens, including foster tutors;

clothes, footwear, soft stock and the equipment, personal care products and other necessities on regulations according to the table 1 of appendix 3 and the table 1 of appendix 4 or monetary compensation of their cost in the amount of 2529 rubles 77 kopeks a year (for young men) and 2847 rubles 95 kopeks a year (for girls);

set of clothes, footwear, soft stock and equipment on regulations according to appendix 5 or their monetary compensation and money allowance in the sizes established by subitem 1.5 of Item 1, in case of expel from the relevant organizations of education in connection with education or for other reasons;

monetary compensation of expenses for accommodation according to the employment contract of premises of private housing stock or according to the employment contract of rent housing for training in the organization of education which does not have the hostel in sizes: in Minsk – 3 basic sizes, other settlements – 2 basic sizes a month;

1.8. regulations of providing and cash expense rates on providing with clothes, footwear, soft stock of pupils of military units from among orphan children and children without parental support, according to tables 1 and 2 of appendix 6;

1.9. regulations of providing the orphan children and children without parental support who are in orphanages of family type, children's villages, children's towns, tutorial and foster homes, monthly money payments on food, providing them with clothes, footwear, soft stock and the equipment, educational accessories, personal care products, other necessities including on personal expenses of age on reaching them 7 years, according to appendix 7, and also set of textbooks and education guidances without collection of payment for use, one-time money payment on initial acquisition of soft stock and the equipment for children at the age of 0–3 years in the amount of 350 rubles 19 kopeks;

1.10. the orphan children and children without parental support who are in children's homes are provided with food, clothes, footwear, soft stock and necessities on the regulations established by the Ministry of Health in coordination with the Ministry of Finance;

1.11. persons from among orphan children and children without parental support studying in day form of education in the organizations of secondary vocational and higher education performing training on specialties for Armed Forces of the Republic of Belarus, other troops and military forming of the Republic of Belarus, law-enforcement bodies of the Republic of Belarus, bodies and divisions on emergency situations of the Republic of Belarus to which the state providing is provided are provided:

food on the regulations determined respectively by the Ministry of Defence, the Ministry of Internal Affairs, the Ministry of Emergency Situations;

payment of difference between the monetary compensation of expenses on food established in the paragraph the second subitem 1.7 of Item 1 of this resolution and the corresponding cost of food ration;

payment of monetary compensation of expenses on food in case of the removal from food in the amount of established in the paragraph the second subitem 1.7 of Item 1 of this resolution during the leaves, the days off, the public holidays and holidays established and announced according to the procedure, stipulated by the legislation, non-working, practical training (training) in the period of disease in case of stay in the organizations of health care on treatment in stationary conditions, and also for the period of stay in child care residential care facilities, orphanages of family type, tutorial families and foster homes in which they were earlier, families of relatives and other citizens;

clothes, footwear, soft stock and the equipment, personal care products and other necessities, monetary compensation and money allowance according to the procedure, established in paragraphs the third or fifth subitem 1.7 of Item 1 of this resolution.

The state providing persons from among the orphan children and children without parental support studying at military faculties of public institutions of secondary vocational education, military faculties and military institutes without the right of the legal entity of the institutions of higher education performing training on specialties for Armed Forces of the Republic of Belarus, other troops and military forming of the Republic of Belarus is performed (except for payments of grants and annual financial support) military units and organizations of Armed Forces at the expense of the funds allocated to the Ministry of Defence from the republican budget;

1.11-1. persons from among orphan children and children without parental support studying in day form of education in schools of the Olympic reserve at the level of secondary vocational education which provides the state providing are provided:

in days of studies and (or) educational and training process, and the pupils living in the hostel, including days off and holidays, – food on the cash expense rates on food for pupils of schools of the Olympic reserve determined by the Ministry of Sport and tourism, according to the procedure, established by the Government of the Republic of Belarus;

in days of participation in the educational training camps and (or) sports competitions (further – sporting events) held within the Republic of Belarus – food on the cash expense rates on food of participants of the relevant sporting event established by the Ministry of Sport and tourism;

in days of stay in transit to the venue of sporting event within the Republic of Belarus – monetary compensation of expenses on food proceeding from the expense rates on food established by the Ministry of Sport and tourism for pupils of schools of the Olympic reserve;

in days of participation in the sporting events held outside the Republic of Belarus – monetary compensation of expenses on food in the amount of the daily allowance established by the Ministry of Finance in case of official journeys abroad;

in days of participation in sporting events, and also in days of stay in transit to the venue of sporting event, in days of studies and (or) educational and training process, and the pupils living in the hostel including days off and holidays, – payment of difference between the monetary compensation of expenses on food established in the paragraph the second subitem 1.7 of Item 1 of this resolution and the corresponding cash expense rate on food established by the Ministry of Sport and tourism;

payment of monetary compensation of expenses on food in case of removal of the pupil from food in the canteen of school of the Olympic reserve for the period of its departure from school of the Olympic reserve in the period of disease, including in case of stay on treatment in stationary conditions in the organizations of health care, in the period of vacation for the academic year and summer vacation, the days off, public holidays and holidays established and announced according to the procedure, stipulated by the legislation, by non-working days and also for the period of stay in child care residential care facilities, orphanages of family type, tutorial families and foster homes in which they were earlier, families of relatives and other citizens in the amount of, established in the paragraph the second subitem 1.7 of Item 1 of this resolution.

Persons from among orphan children and children without parental support studying in day form of education in schools of the Olympic reserve at the level of secondary vocational education which provides the state providing monetary compensation of expenses on food it is not paid in cases of providing with food:

on the cash expense rates on food in the canteen of school of the Olympic reserve established by the Ministry of Sport and tourism;

on the cash expense rates on food of participants of the relevant sporting event established by the Ministry of Sport and tourism if other is not stipulated by the legislation, during the sporting events held within the Republic of Belarus;

at the expense of means of the host party during sporting events.

The persons from among orphan children and children without parental support studying in day form of education in schools of the Olympic reserve at the level of secondary vocational education which provides the state providing, not having on medical indications of the admission to educational training process are provided with food on the regulations established in part two of subitem 1.7 of Item 1 of this resolution;

1.12. regulations of use of the orphan children and children without parental support who are in orphanages of family type, tutorial and foster homes, room phone (except long-distance and international calls), household services (services of laundries, hairdresser's, on repair of footwear) according to appendix 8 on the amount within 30 rubles 12 kopeks a month on one child;

1.13. cash expense rates on food of orphan children, the children without parental support who are in children's homes according to appendix 9;

1.14. regulations of food and cash expense rates on food of the orphan children and children without parental support who are in children's social boarding houses according to appendices 10 and 11;

1.15. cash expense rates on providing with clothes, footwear, soft stock and necessities of orphan children, the children without parental support who are in children's homes according to appendix 12;

1.16. regulations of providing and cash expense rates on providing with clothes, footwear and soft stock of the orphan children and children without parental support who are in children's social boarding houses (except for intended for the handicapped children having physical violations), according to appendices 13 and 14;
