About approval of the Procedure for carrying out calculations for natural gas, heat supply and the electric power

According to Item 8 of the Procedure for transfer in 2009 of some subventions from the government budget to local budgets on provision of privileges, subsidies and compensations approved by the resolution of the Cabinet of Ministers of Ukraine of 11.01.2005 N 20 (with changes) we ORDER:

1. Approve the Procedure for carrying out calculations for natural gas, heat supply and the electric power which is applied.

2. To finance and economics department of the Ministry of Fuel and Energy of Ukraine (Zagorodny A. D.) submit this order on state registration to the Ministry of Justice of Ukraine.

3. (Hrushkov V. V.) to provide to department of budget calculations and regulatory policy of National joint stock company "Neftegaz of Ukraine" bringing this order to permission of the companies which belong to the sphere of management of National joint stock company "Neftegaz of Ukraine".

4. To department of expenses of local budgets and interbudget relations (Nabedrik N. M). The State Treasury of Ukraine to provide bringing this order to head departments of the State Treasury of Ukraine in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol.

5. To impose control over the implementation of this order on the deputy minister of fuel and power of Ukraine to Makukh V. O., the deputy chairmen of the board of National joint stock company "Neftegaz of Ukraine" of Kolbushkin Yu. P., first deputy chairman of the State Treasury of Ukraine Danevich O. S.

6. This order becomes effective in ten days after state registration in the Ministry of Justice of Ukraine.

Procedure for carrying out calculations for natural gas, heat supply and electric power

1. General provisions

1.1. This Procedure determines relations between bodies of the Public treasurer service of Ukraine, the Ministry of Finance of the Autonomous Republic of Crimea, the head financial departments of the regional, Kiev and Sevastopol city public administrations (further - the corresponding head financial departments), the Ministry of Fuel and Energy of Ukraine, NAC National Joint Stock Company Neftegaz Ukrainy, GP "Power market" and other participants of calculations for natural gas, heat supply and the electric power which are carried out according to Procedure for transfer of some subventions from the government budget to the local budgets on provision of privileges, subsidies and compensations approved by the resolution of the Cabinet of Ministers of Ukraine of 11.01.2005 N 20 (with changes).

1.2. The calculations provided in Item 1.1 of this Procedure are carried out in case of the consent of the parties based on reconciliation statements on the added privileges, subsidies and compensations to the population (further - reconciliation statements) or the agreements determining the size of monthly resource consumption (goods, services) (further - agreements) and the joint legal decision on the organization of settlement for natural gas and heat supply which form is given in appendix 1, of the joint legal decision on the organization of settlement for the electric power which form is given in appendix 2.

1.3. Settlement schemes approve the corresponding head financial departments together with suppliers and transporters of resources (predostavitel of goods, services) and control relevant organs of the Public treasurer service of Ukraine.

1.4. All participants of calculations open accounts in bodies of the Public treasurer service of Ukraine (except the power supplying companies and GP "Power market" which open accounts in authorized bank).

1.5. All participants of calculations shall provide signing of joint legal decisions on carrying out calculations within 2 working days from day of receipt of such joint legal decisions.

1.6. Means based on joint legal decisions on the organization of settlement are enlisted:

for natural gas and heat supply - in the general fund or special fund of the Government budget of Ukraine;
