About approval of the Instruction about procedure for conducting examination, approval and approval of engineering designs and estimates on production of geodetic and cartographic works
Based on the paragraph of the sixth of Article 13 and part seven of article 24 of the Law of the Republic of Belarus of July 14, 2008 "About geodetic and cartographic activities" and the paragraph of third Item 1 of the resolution of Council of Ministers of the Republic of Belarus of August 30, 2008 "About some questions of geodetic and cartographic activities" the State committee on property of the Republic of Belarus DECIDES: No. 1253
1. Approve the enclosed Instruction about procedure for conducting examination, approval and approval of engineering designs and estimates on production of geodetic and cartographic works.
2. Recognize to invalid:
the resolution of Committee on land resources, geodesy and cartography under Council of Ministers of the Republic of Belarus of February 22, 2006 No. 2 "About approval of the Instruction about procedure for conducting examination, approval and approval of engineering designs and estimates on production of geodetic and cartographic works" (The national register of legal acts of the Republic of Belarus, 2006, No. 54, 8/14127);
Item 21 of the resolution of the State committee on property of the Republic of Belarus of July 27, 2006 No. 16 "About introduction of amendments to some resolutions of Committee on land resources, geodesy and cartography under Council of Ministers of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2006, No. 130, 8/14818).
3. This resolution becomes effective since March 29, 2009.

1. The instruction about procedure for conducting examination, approval and approval of engineering designs and estimates on production of geodetic and cartographic works is developed according to the Law of the Republic of Belarus of July 14, 2008 "About geodetic and cartographic activities" (The national register of legal acts of the Republic of Belarus, 2008, No. 175, 2/1493).
2. This Instruction establishes procedure for conducting examination, approval and approval of engineering designs and estimates on production of the geodetic and cartographic works of the state and special purpose financed by means republican and local budgets.
3. The engineering designs and estimates constituted on the following types of geodetic and cartographic works of the state appointment are subject to examination and approval:
creation, development and maintenance in urgent condition of the state geodetic and leveling networks, high-precision state gravimetric network, geodetic and leveling networks of condensation in settlements which density and accuracy provide creation and updating of the state topographic maps and plans, the solution of nation-wide, cross-industry tasks;
creation, updating and the edition (publishing preparation) of the state topographic maps and plans, topographical plans of settlements in graphical, digital and other forms, the accuracy and which content provide the solution of nation-wide, cross-industry tasks;
geodynamic researches based on geodetic and space measurements;
geodetic and cartographic support of delimitation, demarcation and check of passing of the line of Frontier of the Republic of Belarus, borders of administrative-territorial and territorial units of the Republic of Belarus;
creation and maintaining the state geographical information system;
designing, creation and edition all-geographical (topographical, survey and topographical) and thematic (political, administrative), including special (scientific and help), maps, plans and atlases, educational cartographic editions, including education cartographic guidances.
4. The engineering designs and estimates constituted on the following types of geodetic and cartographic works of special purpose are subject to examination and approval:
creation of special geodetic networks;
surveys of scale 1:500-1:5000 more than 100 hectares;
engineering and geodetic researches irrespective of the area when studying earth movements, seismic activities, city building, power plants, water-engineering systems, ports, the plants and factories, airfields, mines, mines, the subways, tunnels, precision constructions and other large constructions;
preparation for the edition of cards and plans of special purpose in analog and digital types;
creation of geographical information systems of special purpose (further - GIS).
5. Examination of engineering designs and estimates on production of geodetic and cartographic works of the state and special purpose is carried out by the state specialized organization authorized by the State committee on property of the Republic of Belarus on conducting such examination (further - authorized organization).
Approval of engineering designs and estimates on production of geodetic and cartographic works of the state appointment and approval of engineering designs and estimates on production of geodetic and cartographic works of special purpose are performed by the State committee on property of the Republic of Belarus (further the State Property Committee).
6. Examination of engineering designs and estimates on production of geodetic and cartographic works of the state and special purpose is carried out by authorized organization for establishment:
compliance of engineering designs or estimates, and also provided by these engineering designs or estimates of geodetic and cartographic works to requirements of regulatory legal acts, including technical regulatory legal acts in the field of geodetic and cartographic activities;
completeness and reliability of land, aero photofilm-making and cartographic study of object of works;
lack of blocking of the designed geodetic and cartographic works with earlier performed similar works in the territory of object of works according to the established frequency of repeated accomplishment of geodetic and cartographic works;
uses of earlier created geodetic and cartographic materials and this in case of production of the designed geodetic and cartographic works;
the bases of use of the designed production technologies of geodetic and cartographic works;
correctness of determination of categories of complexity and amounts of projectible geodetic and cartographic works;
justification of the applied regulations of time and labor costs for determination of estimated cost of works (only for works of special purpose).
7. Examination of engineering designs and estimates on production of geodetic and cartographic works of the state appointment which customer is the State Property Committee is carried out at the expense of the funds allocated from the republican budget for production of geodetic and cartographic works.
Examination of engineering designs and estimates on production of geodetic and cartographic works of special purpose is carried out at the expense of means of the customer.
Rates are determined by payment of conducting examination of engineering designs and estimates according to the legislation on the prices and pricing.
8. The organizations which constituted engineering designs or estimates on production of the geodetic and cartographic works (further the organization originator) the state appointment specified in Item 3 of this Instruction send for conducting examination to authorized organization with the cover letter the first copy of the engineering design or estimate with complete set of appendices.
9. Engineering designs and estimates on production of the geodetic and cartographic works of special purpose specified in item 4 of this Instruction, send to the organization originators for examination and approval to the State Property Committee. The direction of the specified engineering designs or estimates for examination in authorized organization performs the State Property Committee.
10. The authorized organization within seven working days carries out expertize of the arrived engineering designs or estimates and by its results draws up the appraisal certificate in form according to appendix 1 in duplicate.
11. The engineering design or the estimate goes for production of geodetic and cartographic works of the state appointment with one copy of the appraisal certificate of such engineering design or estimate by authorized organization the organizations originators, the second copy of the appraisal certificate remains stored in authorized organization.

12. In the presence of notes and offers in the appraisal certificate the organization originator considers them and prepares the code of notes and offers on form according to appendix 2, which is located in the engineering design or the estimate. The appraisal certificate is also located in the engineering design or the estimate.
13. Accounting of the engineering designs and estimates which arrived for examination in authorized organization is performed in the magazine of registration of the engineering designs and estimates which arrived for examination on production of geodetic and cartographic works on form according to appendix 3.
14. On approval in the State Property Committee the organization originator directs engineering designs or estimates to accomplishment of geodetic and cartographic works of the state appointment in one copy without appendices with the appraisal certificate and the code of notes and offers.
15. The State Property Committee considers the appraisal certificate, the code of notes and offers, terms of accomplishment of projectible geodetic and cartographic works, the Section "Settlement and Estimate Part" and in the absence of notes approves the engineering design or the estimate. Approval of engineering designs or estimates is drawn up in form according to appendix 4 in duplicate.
One copy of approval of the engineering design or the estimate goes the organizations originators, the second copy of approval, and also the engineering design or the estimate remain stored in the State Property Committee.
16. If as a result of consideration of the engineering designs or estimates submitted for approval in the State Property Committee take place of the note and offer, engineering designs or estimates return the organizations originators to completion. After completion the organization originator directs them to repeated approval in the State Property Committee.
17. The decision of the State Property Committee on approval of engineering designs and estimates on accomplishment of geodetic and cartographic works of special purpose is accepted based on consideration of the appraisal certificate of such engineering designs and estimates.
In the absence of notes in the appraisal certificate the State Property Committee approves engineering designs or estimates on production of geodetic and cartographic works of special purpose and in writing notifies on it the organization originator.
In the written notice of approval of engineering designs and estimates are specified production of geodetic and cartographic works of special purpose: the name of the engineering design or the estimate, results of approval, the list of projectible geodetic and cartographic works of special purpose, special conditions of performance of works whether materials and the data obtained as a result of accomplishment of these works, examination and their transfer on storage to authorized organization are subject. The original of the appraisal certificate is attached to the specified notification.
In the presence of notes in the appraisal certificate of engineering designs or estimates on production of geodetic and cartographic works of special purpose the State Property Committee returns such engineering designs and estimates with appendix of the appraisal certificate to the organizations originators.
18. Modification of engineering designs or estimates on production of geodetic and cartographic works of the state or special purpose after approval or approval by the State Property Committee is not allowed.
In need of modification of the approved or approved engineering designs or estimates such engineering designs and estimates are subject to repeated examination, approval or approval according to the procedure, established by this Instruction.
19. The engineering designs or estimates on production of geodetic and cartographic works of special purpose submitted to the State Property Committee for approval are transferred with the copy of the notification on approval to storage to the state specialized organization authorized by the State Property Committee on forming, maintaining and storage of the state kartografo-geodetic fund of the Republic of Belarus.
20. Accounting submitted for approval and approval in the State Property Committee of engineering designs and estimates on production of geodetic and cartographic works of the state and special purpose is performed in the magazine of registration arrived on approval and approval in the State committee on property of the Republic of Belarus of engineering designs and estimates on production of geodetic and cartographic works on form according to appendix 5.
