This Law determines legal, economic and social basis of state policy in the field of use of energy resources, and also the main directions of the mechanism of its implementation, governs the relations arising in this area between the state and legal entities and physical persons.
In this Law the following basic concepts are used:
Energy resources - energies of oil, oil products, gas, electricity, heat, waters and atom, renewable and other carriers of energy which are used in case of the existing level of development of the equipment.
Energy saving policy - the state policy performed by legal, organizational and financial and economic regulation of production processes (production), conversion, transformation, transportation, storage, accounting and consumption of energy resources for the purpose of their rational use and economical expenditure.
Rational use of energy resources - achievement of maximum efficiency of use of energy resources in case of the existing level of development of the equipment and technology, on condition of decrease in technogenic environmental impact.
Standard rates of consumption energy the resursovreglamentirovanny size of expense of energy resources for this production, products, work, service.
Renewable energy resources - the power sources which are constantly existing or periodically appearing in the environment (energy of the sun, wind, flows of heat of the earth, energy of biomass, the seas, flows of waters, etc.).
The legislation of the Azerbaijan Republic on use of energy resources consists of this Law and other regulatory legal acts, and also international treaties of the Azerbaijan Republic accepted according to it.
